12 Nabbed in NCRPO’s Anti-Illegal Gambling Operation

The NCRPO’s Regional Special Operations Unit continue to go relentless against illegal gamblers with the arrest of 12 in the different parts of the region through simultaneous anti-illegal gambling operations on Saturday.

NCRPO Director, PMGEN GUILLERMO LORENZO T ELEAZAR said the operatives have apprehended eleven (11) individuals for violation of PD 1602 as amended by RA 9287 (Illegal Numbers Game/Lotteng/EZ2, Loteng/6/42) and one (1) person for Violation of PD 1829 (Obstruction of Justice) and for the crime of Art. 148 of RPC (Direct Assault upon an Agent of Person in Authority).

He said that operations came after the pronouncement made by President RODRIGO ROA DUTERTE on July 26, 2019, to stop all PCSO gaming activities including lotto and Small Town Lottery (STL) and following the Executive Order No. 13 dated February 2, 2017 (Strengthening the Fight against Illegal Gambling and Clarifying the Jurisdiction and Authority of concerned Agencies in the Regulation and Licensing of Gambling and Online Gaming Facilities, and for Other Purposes).

This is also in consonance with the marching directives made by the Chief PNP PGEN OSCAR D ALBAYALDE to intensify campaign against all forms of illegal gambling particularly Small Town Lottery (STL) and other forms of illegal gambling activities which the winning numbers/combinations are being derived from the lotto games winning combinations drawn by the PCSO, PMGEN ELEAZAR added.

Thereafter the RSOU agents conducted police operation against illegal gambling in areas of Quezon City Police District, Eastern Police District and Southern Police District which led for the apprehension of the following malefactors:

a. ANALYN ESQUILLO y VERGARA, alyas “Tisay”, female, 44 years old, single, vendor, and presently residing at No. 43 Baco St., Brgy. Sta. Teresita, Quezon City, Bet Collector;

b. FRANCISCO BUNO y MACASAET, alyas “Boyet”, male, 63 years old, native of Pasay and a resident of 1748, Bagumbayan St., Baclaran, Parañaque City; Finance Supervisor/Operator/“Kabo”;

c. ARTHUR FLORES y KAUSTENIS, male, married, 48 years old, native of Parañaque and a resident of No. 116, Twin Pioneer, Don Carlos Village, Barangay 189, Pasay City. Arrested for Obstruction of Justice and Direct Assault upon an Agent of Person in Authority;

d. CARMELITA DIONEDA y CINEZA, female, with live in partner, 31 years old, bet collector, native of Quezon Province and resident of 217H, Concepcion St. Brgy. Santolan, Pasig City;

e. ORBE ULIJAN y CUSIP, male, single, 50 years old, Bet Collector, Native of Kalinga Apayao and resident of 217J, Concepcion St., Brgy. Santolan, Pasig City; Bet Collector;

f. ARLIN SANTOS y TAÑEGA, male, married, 55 years old, Bet Collector, Native of Quezon City and resident of 7-K, Pasco St., Brgy. Libis, Quezon City;

g. ALFREDO COMBALECER Y AMADO, male, 53 years old, single, resident of Km 14, Edison Avenue, Brgy Sun Valley, Parañaque City, Bet Collector;

h. CRISELDA DELA CRUZ Y CABRALES, female, 44 years old, single, resident of No.15524 Area B, F. Valero St., Brgy Moonwalk, Parañaque City, a Bet Supervisor/”Kabo”;

i. JOSELITO DE PABLO Y LABAY, male, 43 years old, single, resident of No. 15524 Area B, F. Valero St., Brgy Moonwalk, Parañaque City, Bet Collector;

j. AMADO DE PABLO Y ROSETE, male, 68 years old, married, resident of Area A, Airport Village, Purok 1, Brgy Moonwalk, Parañaque City, Bet Collector;

k. ERLINDA SAN JOSE Y ABIANZA, 53 years old, married, resident of Blk 4, Lot 4 Love St.,Saint Joseph Subdivision, Almanza Uno, Las Piñas City, Bet Collector; and

l. JEAN BERNAL Y GONZALES, 41 years old, married, resident of Lutos Ilang, T.S Cruz Subdivision, Almanza Dos, Las Piñas City, Bet Collector.

Accordingly, on August 3, 2019 at about 8:00 A.M., kicked off the simultaneous operations in Quezon City, Parañaque City, Pasig City and Las Piñas City, which resulted to the arrest of the aforementioned suspects while in the act of collecting bets and confiscation of gambling paraphernalia for illegal numbers game commonly known as “Lotteng/EZ2” and “Lotteng/6/42.”

Along Dapitan St., near Mariveles St., Brgy. Sta. Teresita, Quezon City which resulted to the arrest of ANALYN ESQUILLO y VERGARA, alyas “Tisay” a Bet Collector. Confiscated from her possession are gambling paraphernalia, consisting of one (1) piece of betting list, one (1) piece ball pen and bet collection money amounting to Four Hundred Twenty Pesos (Php 420.00) in different denominations.

Along Bagumbuhay St., Baclaran, Parañaque City which resulted to the arrest of FRANCISCO BUNO y MACASAET alyas “Boyet”. Confiscated from his possession are one (1) unit Calculator, two (2) pieces of ball pen, one (1) bundle of assorted Rotohan and Papelitos; one (1) Violet Notebook, one (1) Small Notebook, one (1) pad Pick 12 B-B Lotteng Booklet, one (1) pad Central Lotteng Booklet and bet collection money amounting to Eight Hundred Seventy Pesos (Php870.00) in different denominations.

Along Km 14, Edison Ave., Brgy Sun Valley, Parañaque City which resulted to the arrest of ALFREDO COMBALECER y AMADO, a bet collector. Confiscated from him are one (1) piece Lotto Betting Booklet, one (1) piece One Hundred Peso bill, two (2) pieces Fifty Peso bills, ten (10) pieces Twenty Peso bills and one (1) piece black ballpen.

At house No.15524 Area B, F. Valarao St., Brgy Moonwalk, Parañaque City which resulted in the arrest of the following, namely:

1.) CRISELDA DELA CRUZ y CABRALES – Bet Supervisor/Kabo. Confiscated on her possession were one (1) piece Betting Booklet, one (1) piece One Thousand Peso bill, one (1) piece Five Hundred Peso bill; six (6) pieces One Hundred Peso bills; one (1) piece Fifty Peso bill; twenty One (21) pieces of Twenty Peso bill, one (1) piece Ending booklet; one (1) Black Ballpen; one (1) piece Samsung Duos, Black; fourteen (14) Five Peso coins.

2.) JOSELITO DE PABLO y ROSETE, a Bet Collector. Confiscated from him were one (1) piece Betting Booklet, seven (7) pieces Fifty Peso bills; three (3) pieces One Hundred Peso bill; and one (1) piece Black Ballpen.

3.) AMADO DE PABLO y ROSETE- Bet Collector. Confiscated from him were one (1) piece Lotto Betting Booklet, six (6) pieces Twenty Peso bills and one (1) piece black ballpen.

Along Concepcion St. Brgy. Santolan Pasig City which resulted to the arrest of CARMELITA DIONEDA y CINEZA, ORBE ULIJAN y CUSIP and ARLIN SANTOS y TAÑEGA. They are all Bet Collectors and confiscated from them were bet money collection amounting to Three Hundred Twenty Pesos (Php 320.00) in different denominations; Three (3) pieces of Ball pen and three (3)pieces of bundle of EZ2/P3 betting booklet.

Along Dahlia Street T.S. Cruz Subdivision, Brgy. Almanza Dos, Las Piñas City which resulted to the arrest of ERLINDA SAN JOSE Y ABIANZA and JEAN BERNAL Y GONZALES. Confiscated from them were two (2) Cellular phones, Lotteng stubs, Lotteng booklets, two (2) pieces of ball pen, one (1) piece sling bag, one (1) piece echo bag with bet collection money amounting to Three Thousand Seven Hundred Thirty Pesos (Php 3,730.00) in different denominations.

In the police operation conducted along Bagumbuhay St., Baclaran, Parañaque City, one (1) male person interfered causing other bet collectors and bettors to elude arrest, hence, he was put under arrest. He was later identified as: ARTHUR FLORES y KAUSTENIS, male, married, 48 years old,native of Parañaque and a resident of No. 116, Twin Pioneer, Don Carlos Village, Barangay 189, Pasay City.

Subsequently, the arrested suspects and the recovered pieces of evidence were brought to RSOU’s office for investigation and proper disposition.

Cases for violation of PD 1602 as amended by R.A. 9287 (Illegal Numbers Game/”Lotteng”) will be referred for inquest proceedings before the Quezon City Prosecutors Office, Parañaque City Prosecutors Office, Pasig City Prosecutors Office and Las Piñas City Prosecutors Office, respectively, against the arrested suspects. Separate case for Violation of PD 1829 (Obstruction of Justice) and for the crime of Art 148 of RPC (Direct Assault upon an Agent of Person in Authority) will be referred for inquest against suspect ARTHUR FLORES y KAUSTENIS before the Parañaque City Prosecutor’s Office.

Meanwhile, cases for violation of PD 1602 as amended by R.A. 9287 (Illegal Numbers Game/”Lotteng”) will be filed against the illegal gambling operators and bet supervisors/”kabos” who remain at large.

The metro top cop reminded the public to refrain from operating illegal gambling, as they will be meted with the corresponding charges and penalties under the law.

“Our campaign against illegal gambling will continue to crack down on syndicates who operate all forms of illegal numbers game in the region along with their and protectors,” PMGEN ELEAZAR said.
