15 FOREIGN NATIONALS ARRESTED FOR VIOLATING DANGEROUS DRUGS LAW, RESISTANCE AND DISOBEDIENCE TO PERSONS IN AUTHORITY AND GCQ PROTOCOLS IN MAKATI

The National Capital Region Police Chief PMGEN DEBOLD M SINAS lauds the successful operation conducted by the operative of Southern Police District, Makati City Police Station which resulted in the arrest of 15 foreign nationals for violation of Violation of Section 11 of RA 9165 (Comprehensive Dangerous Drugs Act of 2020), Violation of Article 151 of the Revised Penal Code (Resistance and Disobedience to a Person with Authority), Executive Order # 11 series of 2020 and Violation of RA 11332.

The operation stemmed from numerous complaints from concerned citizens alleging flagrant violation of RA 11332 inside D Evolution Masters Sports Bar located at #4772 Mariano Street, Brgy. Poblacion, Makati City.

This prompted the joint operatives of Station Intelligence Section, Makati CPS, TMRU, SWAT and personnel of Sub-Station 6 to conduct an intelligence-driven operation against the reported violators on June 17, 2020 at about 5:30 PM.

The arrested suspects for violation of article 151 of the Revised Penal Code (Resistance and Disobedience to a Person in Authority) with Penal Provisions Amended by Republic Act No. 10951, Violation of RA 11332 & Violation of Section 11 of RA 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002 were identified to be the following persons to wit: 

(1) CEDRIC NKENGAFAC, male, 28 y/o (DOB: October 6, 1991), CAMEROONIAN National, Tourist, and temporarily billeted at One Spacia Condominium, Amang Rodriguez Ave., Pasig City;

(2) CHRISTIAN MENKAN YOUMBI, male, 34 y/o (DOB: November 12, 1985), CAMEROONIAN National, Tourist, single, residing at Manila Rivercity Residences, A. De Las Alas Street, corner M. Carreon St., Sta. Ana, Manila;

(3) CHRISTINA NKENGASONG NGUNYI, female, 27 y/o (DOB: April 4, 1993), CAMEROONIAN National, single, Tourist, and residing at 34 Avida Tower 1, Taguig City;

(4) JOSEPH EMMANUEL FAURE, male, 27 y/o (DOB: May 21, 1993), SECHELLES National, single, Tourist, and residing at San Francisco St., Mandaluyong City;

(5) NDIPAGBOR AYUK, male, 39 y/o (DOB: June 29, 1979), CAMEROONIAN National, married, Tourist, and residing at Sun Trust Properties C3 9T, Coronado St., Brgy. Hulo, Mandaluyong City;

(6) EZEUGWU OSITA LINUS, 36 y/o (DOB: April 11, 1984), single, NIGERIAN National, Tourist, and residing at #21 Sgt. F. Santos St., Brgy. Hulo, Mandaluyong City;

(7) NINTEDEMFEUDJID BERTRAND, male, 30 y/o (DOB: July 5, 1990), single, CAMEROONIAN National, Tourist, and residing at Tower II 2403 Light Residence, Boni Ave., Mandaluyong City;

(8) MEKOULOU CHRISTELLE CLEMENCE, female, 30 y/o (DOB: March 21, 1990), CAMEROONIAN National, single, Tourist, and residing at 833 Senator Neptali Gonzales, Brgy. Hulo, Mandaluyong City;

(9) HARRY TEENESEE SHOUN, male, 44 y/o (DOB: March 3, 1976), single, LIBERIAN  National, Tourist, and residing at #26 Lerma St., Plainview, Mandaluyong City;

(10) ASHU CEDERICK, male, 34 y/o (DOB: January 23, 1986), single, CAMEROONIAN National, Tourist, and residing at Sun Trust Properties C3 9T, Coronado St., Brgy. Hulo, Mandaluyong City; (All under Custody)

Meanwhile, the suspects for Violation of Executive Order #11 series of 2020, were identified to be the following persons to wit:

(11) JACQUES MBOUM MBITOCK, male, 33 y/o, CAMEROONIAN National, married, Account Payable Quality Support at LINDE GLOBAL SERVICES PHILIPPINES, INC. located at 10/F Cyber Sigma, Lawton Avenue, Fort Bonifacio, Taguig City;

(12) SAIKOU OMAR KUJABI, male, 34 y/o, SAMBIA National, single, Tourist and presently residing at #3606 Agua Residence Leving Stone, Mandaluyong City;

(13) NGAMI WILLIAM, male, 29 y/o, CAMEROONIAN National, single, Tourist, and resident of #739-H A. Bonifacio Street, Balintawak, Quezon City:

(14) JEAN CALVIN MWIMBA, male, 39 y/o, single, CAMEROONIAN National, Tourist;

(15) HYACINTHE GABET, 38 y/o, CAMEROONIAN National, Tourist; (Released after given City Ordinance Citation Tickets for Violation of City Ordinance Executive Order # 11 series of 2020).

Seized/confiscated from the suspects are the following pieces of evidence:

(a) Two (2) bottles of Heineken beers, later marked as  NML and NML-1;

(b) Six (6) consumed bottles of Heineken beers, later marked as  NML-2, NML-3 to NML-7;

(c) One (1) piece stainless bucket, later marked as  NML-8; and

(d) One (1) piece heat-sealed transparent plastic sachet weighing more or less 1gram and with DDB value of Php6,800.00 of white crystalline substance believed to be SHABU, later marked as EVO061720 w/ signature.

The suspects were informed of their violation and were apprised of their Constitutional Rights in the language known to them but they opted to remain silent. Thereafter, they were subjected for mandatory Physical/Medical Examination in the nearest Hospital.

Five of the arrested suspects were caught outside the establishment violating Executive Order #11 series if 2020 of Makati City Ordinance.

Inventory and marking of the confiscated pieces of evidence were done in the place of arrest in the presence of JASON DREW, Media Representative and Barangay Chairman BEN HUR CRUZ of Barangay Poblacion, Makati City.

The suspects were turned-over to SIDMB Makati CPS for proper documentation and filing of charges in court while the recovered item believed to be shabu was turned over to SPD Crime Laboratory for Chemical Analysis.

“I commend the successful operation of Makati City Police against foreign nationals violating our drug law, health protocols and the City Ordinance of Makati. I would also like to recognize the vital role of the public in reporting such violations to the police,” said PMGEN SINAS.
