NCRPO HEADQUARTERS- Thursday afternoon of February 27, 2019, Officers of National Capital Region Police Office (NCRPO) and Joint Task Force (JTF) Technical Working Group (TWG) assembled in NCRPO Conference Room to discuss the Joint Implementation Plan (IMPLAN) on AFP-PNP Campaign Plan “KAPANATAGAN” 2019-2022.
Police BGen. CRIZALDO O NIEVES, NCRPO DRDO presided the said conference.
The said IMPLAN is a broad plan that shall guide the AFP and PNP in providing guidelines and delineation of authority while performing their mandated tasks to promote peace, ensure security and support the overall development initiatives of the government towards inclusive growth most specifically within the Metro.
A male suspect was arrested for kidnapping of minors at about 12:30 PM of February 25, 2019 at Pres. Quezon St. Extension, Barangay Commonwealth, Quezon City.
The NCRPO Regional Special Operations Unit operatives successfully arrested the suspect identified as NORLY RAFAEL y GALANIDA, 53 years old, married, native of Daet, Camariñes Norte and a resident of Miramonte Heights, Brgy. 180, Tala, Caloocan City .
The NCRPO-RSOU team received a call from a personnel of Barangay Commonwealth, Quezon City seeking police assistance because irate citizens brought an alleged kidnapping suspect to the Barangay Hall for detention, after the citizens mobbed him. RSOU operatives immediately rushed to take custody of the accused, NORLY RAFAEL y GALANIDA.
A probe revealed that the suspect forcibly abducted his victims, mostly minors, but they all managed to break away from their captor. Earlier that day, the latest of the suspect’s victims @nene, also managed to escape and went home to tell her parents of the incident. The angry parents, together with residents in the neighborhood scoured the area to track down the suspect and successfully seized him. The suspect was brought to the Barangay hall where the victim @nene, accompanied by her parents, identified the suspect as her abductor.
Further investigation revealed that the suspect had already gone viral on Facebook for roaming around different places looking for possible victims, while playing his guitar. Upon learning of the arrest of a kidnapping suspect, other victims and complainants came forward and also identified Galanida as their abductors at the Barangay Hall.
The accused and the complainants were brought to RSOU office for documentation and proper disposition.
Cases for viloation of Article 267 paragraph 4 of the Revised Penal Code (Kidnapping) and Violation of Section 10, Article VI of RA 7610 (Other Acts of Neglect, Abuse, Cruelty or Exploitation and other Conditions Prejudicial to the Child’s Development) are being prepared for filing in court.
PDIR ELEAZAR appealed to the public, “Dun sa ibang mga nakakakita sa kanya, kung meron mang mga insidente before na mga pambabastos o mga bagay na dapat nating malaman tungkol sa suspect na ito, agad itong ipagbigay alam sa atin mga police stations o dito na rin derecho sa NCRPO- RSOU”.
The NCRPO Director added,“Nililinaw din natin na ito ay isang isolated case na ginagawa ng isang tao lamang, at walang dapat ikabahala o katakutan ang ating mga mamamayan., We will file the necessary charges against this man immediately, and we will make sure he goes to jail.”
Philippine National Police Chief, Police General Oscar D Albayalde reiterated anew the existing prohibition on the use of sirens, blinkers and other similar devices.
Acting on persistent reports of violations by convoys and motorcades of political parties and candidates for the 2019 midterm elections, the Chief PNP said he has put to task the PNP Highway Patrol Group to strictly enforce the provisions of Presidential Decree No. 96 that prohibits “use of siren, bell, horn, whistle, or other similar gadgets that produce exceptionally loud or startling sound, including dome lights, blinkers, and other similar signaling or flashing devices.”
“We are moving forcefully against the indiscriminate use of prohibited sirens, bells, horns, whistles, or similar gadgets that produce staggering sounds; as well as illegal domelights, signaling or flashing devices,” Albayalde said.
Under PD 96, sirens and blinkers can only be used on motor vehicles designated for official use of the following agencies and offices: Armed Forces of the Philippines, National Bureau of Investigation, Land Transportation Commission, Police Departments, Fire Departments, and hospital ambulances.
Violation of PD 96 may be penalized with cancellation or revocation of the certificate of registration of the motor vehicle involved.
At the same time, the PNP also reminded candidates and parties to observe road safety protocol and courtesy when holding campaign motorcades and convoys along national highways and main thoroughfares to prevent accidents and unnecessary inconvenience to other motorists.
HPG advised organizers of large convoys and motorcades to coordinate their activities with local government units and local PNP offices for appropriate assistance. (PNP-PIO)
The National Capital Region Police Office Regional Director, PDIR GUILLERMO LORENZO T ELEAZAR affirmed that the Team NCRPO is ready in securing the commemoration of the 33rd Anniversary of EDSA People Power Revolution, with the fielding of some 2,000 uniformed personnel with different fields of expertise and designated functions. A strategic plan will be implemented to help ensure that deployment of the 2,000 NCRPO personnel will effectively cover various aspects of police operations such as traffic management, civil disturbance management, anti-criminality, and counter-terrorism, emergency response and other necessary measures for an orderly, peaceful and successful event. As a regular procedure for big events, coordination with other law enforcement agencies has been established for a more comprehensive security coverage. NCRPO Director PDIR ELEAZAR said, ” Rest assured that Team NCRPO will be prepared and will do its best, to meet the expectations of the Chief, PNP, PDG OSCAR D ALBAYALDE, the celebrators of the event, as well as the general public that this milestone event will be orderly and peaceful. “NCRPO Internal Cleansing Program Bags 2 Pasig Cops in Drug Bust by PDEA” The NCRPO Regional Director, PDIR GUILLERMO LORENZO T ELEAZAR ordered PCSUPT BERNABE BALBA, Eastern Police District Director (EPD), to immediately relieve PCINCP ABRAHAM SATORRE, Chief DSOU of EPD, and PINSP EDWARD OLMEDO, PCP 9 Commander of Pasig City Police Station for command responsibility, following the arrest of two(2) Pasig cops directly under their command by PDEA Operatives. The two (2) Police Commanders were relieved, after 2 Policemen assigned in their respective units were caught in an anti-drug-buy-bust operation conducted by the Philippine Drug Enforcement Authority (PDEA) in Caltex Gas Station, San Guillermo Ave., Brgy. Buting, Pasig City on the afternoon of February 22, 2019. Earlier, the two (2) Policemen who were arrested in the buy bust operation were relieved from their post, identified by PDEA authorities as PO2 Marlou Roldan, assigned in PCP 9 Pasig City Police Station; and PO3 Mark Vista of DSOU, EPD. Another suspect, a civilian named Raymond Ryan Cruz was also arrested. PDEA Agents arrested the 2 Policemen and the civilian after a brief firefight between the PDEA agents and the 2 Policemen. PO2 Roldan sustained gunshot wounds and was subdued; while PO3 Vista who also sustained gunshot wounds, managed to escape. PO2 Roldan was brought to the nearest hospital. Meanwhile, the arrested civilian identified PO3 Vista as their companion in the buy-bust incident. Vista was traced shortly after by the PDEA operatives, at the Rizal Medical Center where he was confined for treatment of his gunshot wounds. The PDEA will take custody of the 2 Policemen after their release from the hospitals. As part of the PNP’s strict implementation of the Internal Cleansing Program initiated by the C,PNP PDG OSCAR D ALBAYALDE, PDIR ELEAZAR said that, “The NCRPO will be relentless in the implementation of the program. It is right that these rogue cops involved in illegal drugs are caught by any law enforcement agency. Criminal and administrative charges will be filed against them immediately, and they should be dismissed from the service.” NCRPO PDIR ELEAZAR added, “The relief of their commanders is immediate, while internal investigation is in progress. it is hard for me to believe that the immediate commanders of such rogue policemen are totally unaware of their men’s behavior. I expect the commanders to know their men thoroughly. At the least, the commanders must also observe and note the lifestyles and behavior of their men.”
A woman was arrested for being a “Kobrador” of an illegal numbers game at about 5:30pm on February 22, 2019 in front of Bayad Center, along Quezon Street, Brgy. Poblacion, Muntinlupa City.
The Regional Special Operations Unit (RSOU), NCRPO operatives successfully arrested the suspect identified as Susan Ruz y Valenzuela, female, 54 years old, married, native of Nueva Ecija and a resident of Quezon St., Brgy. Poblacion, Muntinlupa City.
The operation stemmed from the information given by a confidential informant pertaining to the existence of alleged Illegal Gambling Operations at Quezon St., Brgy. Poblacion, Muntinlupa City. Operatives of the NCRPO-RSOU immediately conducted the operation where they used a poser-bettor to place a bet with the suspect.Upon acceptance of the bet by Ruz, police authorities immediately arrested her.
The arrested suspect was later brought to RSOU office together with the confiscated pieces of evidence for investigation and proper disposition.
Cases for violation of PD 1602 as amended by RA 9287 (Illegal Numbers Game) are being prepared for filing in court.
NCRPO Director PDIR ELEAZAR said, “ The war against any form of illegal gambling was declared by our former C,PNP PDG RONALD “BATO” DELA ROSA during his leadership and continues under the leadership our current C,PNP PDG OSCAR D ALBAYALDE. The determination of our 2 Chiefs PNP to eliminate and eradicate any form of illegal gambling strengthens Executive Order (EO) 13 (All-out war versus illegal gambling). The NCRPO constantly coordinates and promptly acts on requests of gambling regulatory authorities and other concerned citizens to investigate and put a stop to illegal gambling activities in their areas concerned.”
