Contrabands of a high ranking CPP leader seized

Joint elements of NCRPO Regional Special Operations Unit (RSOU), PNP-Special Action Force (SAF) and Joint Task Force (JTF)- NCR AFP implemented a Search Warrant at another safehouse of a high ranking CPP leader located at 34-A Chrysanthemum St., Loyola Residents, Civic Organizations Brgy. Barangka, Marikina City at about 5:27 am of March 29, 2019.
The operation stemmed from the first successful implementation of a search warrant last March 21, 2019 at a safehouse located at #162 General Bautista Street, Poblacion II-A, Imus City, Cavite which resulted in the arrest of Gamara and confiscation of his contrabands. During the first operation, the operatives recovered a suspected fake ID of Gamara that lead them to conduct casing and surveillance on the indicated address which prompted the application of another search warrant.
The search warrant was issued by Hon. Cecilyn E. Burgos-Villavert, Executive Judge, Regional Trial Court, Branch 89, NCJR, Quezon City dated March 28, 2019.
Said subject area of operation was occupied by Ryan Dizon y Solis @ ‘’Chef’’ and CNN Leader Renante Gamara y Macatangay @ Mike/@ Tony, a Central Committee member of the CNN, former Secretary of the Metro Manila Regional Party Committee of the CPP NPA and an NDF Consultant who was arrested last week.

Dizon was identified as the owner of said safehouse.
A resident of said area who also acted as one of the witnesses during the search, verified the real identities of Gamara and Dizon.
During the search in the room occupied by Dizon, operatives confiscated four (4) subversive documents, a Seafarer’s Identification and a record book while two (2) hand grenades, one (1) Caliber 9mm and one (1) 9mm magazine with six (6) 9mm live ammunitions, five (5) different photographs of Gamara and one (1) black pouch were recovered inside the room previously occupied by Gamara. 
The confiscated pieces of evidence were brought to RSOU office for proper documentation while the confiscated two (2) hand grenades were properly turned-over to Marikina City Police Station, EOD Technician for safe keeping and examination to determine its capability to detonate.
Gamara will remain detained at RSOU Custodial Facility while Dizon who was not around during the implementation will be charged at-large.
The Search Warrant will be returned to the court of origin. Cases for violation of Section 28 of RA 10591 (Comprehensive Firearms and Ammunition Regulations Act of 2013) and RA 9516 (Illegal Possession of Firearms, Ammunition or Explosives) will be filed against the suspects.
“Rest assured that we will conduct follow-up operations for the apprehension of Dizon and face the charges filed against him”, PMGEN ELEAZAR said.

Implementation of search warrant resulting to armed encounter and death of a Barangay Kagawad involved in illegal drugs

Joint elements of NCRPO Regional Drug Enforcement Unit (RDEU) and Manila Police District (MPD) – Police Station 4 in coordination with PDEA- NCR Regional Office implemented a Search Warrant at the premises of a house located at No. 1002 Gerardo St. Zone 55, Brgy 561 Sampaloc, Manila at about 9:40AM of March 28, 2019.
Said subject area of search warrant was occupied by Ronnie Labongray Jr., the incumbent Barangay Kagawad of Brgy 561, Sampaloc, Manila.
The search warrant was issued by Judge Marivic Balisi- Umali of Branch 20, Manila RTC.
The operation stemmed from the result of casing and surveillance conducted by the operatives against the said Barangay Kagawad.
During the conduct of the search, Labongray Jr opted to fire out towards the operatives that resulted in an armed encounter. The suspect who sustained gunshot wounds was immediately brought to Ospital Ng Sampaloc for medical treatment but was pronounced dead on arrival.
Records show that Labongray Jr was included in the PDEA Political Narco Watchlist while his cohorts are members of a notorious Criminal Gang engaged in drug trafficking activities operating in the areas of Metro Manila and Quezon City. Furthermore, he was formerly arrested by MPD last 2017 for Violation of Section 5 of RA 9165 but was released in 2018 due to the dismissal of his case.

Further investigation reveals that the suspect was a distributor of a criminal gang connected to MPD ninja cops PO2 Jolly Aliangan who is presently detained at Manila City Jail and PO2 Joel Padre Juan who died during an armed encounter in 2018 at Sampaloc, Manila.
Incidental to the search, operatives were able to arrest other 3 (three) personalities for having a pot session and possession of illegal drugs. Suspects were identified as Romilyn Labongray, Alfredo Joanino and Jeffrie Gallaron.
Operatives yielded a total of 350 grams with street value of Php 2,300,000, one (1) firearm used by the suspect and drug paraphernalias.

The arrested suspects and the confiscated/recovered pieces of evidence were brought to RDEU office for further investigation and proper documentation.
NCRPO Regional Director, PMGEN GUILLERMO LORENZO T ELEAZAR, personally inspected the area of the operation. “This is a criminal gang at tinutunton natin ang iba nilang kasamahan. On going ang imbestigasyon natin at follow-up operations will be conducted by the operatives”, he said.
“With the neutralization of this subject, considered to be a high value target, mababawasan ng malaki ang problema natin sa droga dito sa district 4 ng Manila”, PMGEN ELEAZAR added.
PMGEN ELEAZAR also assured that they are in the process of monitoring and gathering of information for the candidates listed in Narco Watch List in order to make appropriate actions. He reminded the public that the said list was released to serve as a guide in choosing candidates for the upcoming elections.

Official Statement of NCRPO REGIONAL DIRECTOR PMGEN GUILLERMO LORENZO T ELEAZAR On Republic Act 11235 – Motorcycle Crime Prevention Act

The NCRPO supports fully the Motorcycle Crime Prevention Act also known as Republic Act 11235. This Law mandates that motorcycles must wear plate numbers at the front and back, large enough to be read clearly, from a distance of 15 meters. These plates will also be color coded. 

We agree with the spirit, purpose and end-objective of this Law. We believe that this Law will help decrease crimes committed by motorcycle-riding criminals such as snatchers, holdup men and assassins. 

Just yesterday, a policeman in uniform from the NCRPO was shot dead by riding-in tandem assassins in broad daylight, and in a major thoroughfare such as EDSA. In the same thoroughfare, also in broad daylight, a businessman was killed by assassins on motorcycles just a few months ago. 

While we have data to show that crimes perpetrated by motorcycle-riding criminals here in Metro Manila have gone down by 53% from 2017 to 2018 last year, with murder specifically down by 85% over the same period, there are always exceptions – callous and fearless criminals who prey on our residents and who kill for money. Team NCRPO will pursue these criminals relentlessly. 

One argument by those who are against the new Law is that they are “riders, not criminals.” Well, the new Law never generalized that riders are criminals. The law simply allows for an easier system to catch criminals in motorcycles as these evil people do not wear plates at all. It will be easier now for the Police to flag down and investigate those without plates, because of the new Law. We do not even need a checkpoint now to perform our function legally. 

Thus, we ask the public, especially our motorcycle riders to accept the new Law and embrace it without question or resentment. Let’s give it a try. This Law has been studied well by the members of our Congress and should be good for the great majority of our residents in Metro Manila at the end of the day. 

Here in Metro Manila, the NCRPO firmly believes that with this Law, we can bring down the crime volume that motorcycle-riding criminals generate, to lower and lower levels over the months and years to come.

RSOU-NCRPO served a warrant of arrest against a member of robbery extortion loan assumed Tangay Benta modus syndicate

RSOU-NCRPO SERVED A WARRANT OF ARREST AGAINST A MEMBER OF ROBBERY EXTORTION LOAN ASSUMED TANGAY BENTA MODUS SYNDICATE

The Regional Special Operations Unit (RSOU), NCRPO under the leadership of PMGEN GUILLERMO LORENZO T ELEAZAR, Regional Director, NCRPO implemented a Warrant of Arrest against an accused for carnapping at about 5:00 pm of March 26, 2019 at RSOU, NCRPO Detention Facility.

The accused was identified as Luisel Marie Estaris y Hiponi, female, 30 years old, married, native of San Jose, Antique, and residing at Villa Poleng, Malabañas, Angeles City, Pampanga who is presently detained at RSOU, NCRPO Detention Facility.

The Warrant of Arrest with no bail recommended was issued by HON. ELIZABETH L BERDAL, Presiding Judge, RTC Branch 47, First Judicial Region, Urdaneta City, Pangasinan for violation of R.A. 10883 (New Anti-Carnapping Act of 2016) dated March 19, 2019.

The operation stemmed from the coordination made by Provincial Highway Patrol Team, Lingayen, Pangasinan to the RSOU, NCRPO.

Investigation disclosed that the victim of the accused was one Gary Villaflor, a former OFW and a resident of Urdaneta City, Pangasinan. On May 2018, Villaflor posted on the accused Facebook page, Assume Balance, Pasalo Cars Philippine and Assume Balance, Pasalo Cars Pilipinas that his vehicle was for rent. Villaflor and the accused had transaction and agreed upon to meet in a Mall in Clark, Pampanga. Estaris paid the agreed amount however, she failed to return the said vehicle on the scheduled date. Villaflor decided to report the incident to the authorities and exerted effort to locate the accused and his vehicle but remained futile. Villaflor filed criminal charge against the accused.

Case records revealed that Estaris is a member of Loan, Assumed, Tangay, Benta Modus Syndicate and was arrested by the RSOU operatives for committing robbery extortion (Loan, Assumed, Tangay, Benta Modus). During the press briefing, five (5) other complainants with similar case reported to RSOU office on January 31, 2019.

The suspect remained in the custody of RSOU pending further order from the court of origin.

“The PNP will continue to investigate the case to trace the carnapped vehicles and until all the members of this syndicate will be put behind bars. Malaking pera ang natangay sa mga biktima na pinaghirapan at pinagpaguran ng ating mga kababayan. Hindi tayo papayag na hindi nila pag bayaran ang nagawa nilang kasalanan”, PMGEN ELEAZAR said.

180 NCRPO Headquarters Personnel Promoted

National Capital Region Police Office Regional Director, PDIR GUILLERMO LORENZO T ELEAZAR administered the donning, pinning and oath taking of newly promoted NCRPO Headquarters personnel early this morning at NCRPO Grandstand, Camp Bagong Diwa, Bicutan, Taguig City. A total of 180 NCRPO Headquarters personnel were promoted, 19 personnel to the rank of Police Superintendent; 19 to the rank of Police Chief Inspector, 1 personnel was promoted to the rank of Police Senior Inspector; 27 for Police Inspector; 16 personnel were promoted to the rank of Senior Police Officer IV, 33 to the rank of Senior Police Officer III, 32 personnel were promoted to the rank of Senior Police Officer II, and 33 personnel were promoted to the rank of Senior Police Officer I. PDIR ELEAZAR expressed his congratulations to the 1st set of the most inspired and most motivated group of promotees. There are still ceremonies to be conducted this week to complete the oathtaking of more than 13,000 promotees. He challenged them to win the hearts and minds of the people and be part of the work force of providing quality service to the people of Metro Manila. Further, he emphasized that Internal Cleansing Program is not just about getting rid of the misfits and scalawags. PNP AND AFP OPERATIVES ARRESTED A HIGH RANKING CPP LEADER IN POSSESSION OF A FIREARM, EXPLOSIVES AND SUBVERSIVE DOCUMENTS Combined personnel of the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP), arrested a member of the Central Committee and former Secretary of the Metro Manila Regional Party Committee of the CPP NPA and his cohort at #162 General Bautista Street, Poblacion II-A, Imus Cavite on the basis of a Search Warrant. The NCRPO Regional Director, PDIR GUILLERMO LORENZO T ELEAZAR identified the arrested CNN Leader as RENANTE GAMARA @ Mike/@ Tony, a Central Committee member of the CNN and an NDF Consultant and his cohort, one Arturo Joseph Balagat y Monzon, a retired catholic priest. After a month long extensive surveillance and case build-up and acting on a tip from concerned citizens, police operatives applied for a Search Warrant against Gamara which was granted by Executive Judge Cynthia Marino-Ricablanca of RTC Branch 27 of the 4th Judicial Region of Sta. Cruz, Laguna. At about 5:30PM, March 20, 2019, combined operatives of Task Force Kalasag from the NCRPO (RSOU, RID, RMFB, RHS, QCPD and EPD), PNP SAF (CRG-RDB and 3SAB), PRO4A (Cavite PPO, Cavite CIDG PFU), and the Army Intelligence Regiment of the AFP (16th ISU, 4ISU, JTF-NCR, JSOG-AFPSOCOM, and 202nd Brigade) implemented the Search Warrant for Violation of RA 10591 – Comprehensive Firearms and Ammunition Regulation Act, at the suspect’s safehouse located at #162 General Bautista Street, Poblacion II-A, Imus City, Cavite which resulted in the arrest of the suspects. Recovered during the search were one (1) Cal 9mm pistol with magazine, two (2) hand grenades, several electronic devices and gadgets containing subversive information, several subversive documents, and cash amounting to P90,000.00. Further investigation shows that Gamara was arrested in 2012 in Las Pinas City by virtue of two warrants of arrest, one for Kidnapping with Murder of a soldier, PFC Eriberto Eclavea in Mauban, Quezon and the other for frustrated murder committed against a rebel returnee. He was among the twenty-one (21) NDF Consultants who were temporarily released as a gesture of goodwill by the Duterte Administration for him to participate in the GRP-NDFP Peace Negotiations in Oslo, Norway in 2016. After the termination of the peace talks by virtue of Proclamation No. 360 issued by President Rodrigo Roa Duterte on November 23, 2017 and following his orders to arrest said NDF Consultants who were released from prison, Gamara went into hiding and became a member of the Central Committee of the CNN. Investigation showed that Fr. Balagat is presently the Provincial Chairperson of Cooperative Development Council of Cavite and Vice Chairperson of Regional Coop Development Council of Region 4A. He also serves as the President of Elena & Remedios Monzon Family Foundation who caters/sponsor University Scholarship Program. It was further disclosed that he was ordained as a priest way back on September 5, 1975 at Imus Cavite and eventually assigned as priest in charge of 17 barrios in Indang, Cavite and at the same time designated as Guidance Counsellor of St. Gregory Academy in Indang, Cavite for 2 years. Eventually thereafter, he was transferred to different parochial church as the parish priest under the Diocese of Imus until 1991. On 1992, he migrated to California as a migrant filipino priest and thereafter became parish priest under the Diocese of California up to his early retirement in 2013. A case for violation of RA 10915 Comprehensive Firearms and Ammunition Regulations Act of 2013, RA 9516 Illegal Possession of Explosives and violation of the Omnibus Election Code are being prepared against Gamara for filing at the Department of Justice, Padre Faura Manila while the contrabands subject of the Search Warrant will be presented to the issuing court in Sta. Cruz, Manila while Fr. Balagat will remain under custody of RSOU, NCRPO for further investigation. The NCRPO Regional Director, PDIR Eleazar said that this accomplishment is credited to the newly signed Joint JTF-NCR,AFP – NCRPO Implementing Plan “Kalasag” 2019-2022 last March 18, 2019 to realize the AFP-PNP Joint Campaign Plan “Kapanatagan” 2019-2022 which was agreed upon to fully realize Executive Order No. 70 mandating the government bureaucracy to take a “whole-of-nation approach” in defeating insurgency through the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). PDIR ELEAZAR went on to commend the personnel involved in this laudable accomplishment particularly their swift response to the information of concerned citizens for the arrest of Gamara. He added that people are now becoming more vigilant and firmly recognize their valuable role in the fight against terrorism and all forms of criminality. In other developments, a police personnel who was marked awol since 2012 identified as PO2 Alejandro Gacayan Hernandez was arrested during a checkpoint operation by personnel of Police Community Precinct 7 of the Las Piñas City Police Station infront of Cowboy Grill located along Alabang-Zapote Road, Brgy. Almanza Uno, Las Piñas City on or about 4:00am of March 21, 2019. The awol police man was onboard a motorcycle when he was flagged down together with a companion identified as Rey Binggal Servito for a routine inspection. However, in the process, contrabands were recovered from them which include three (3) heat-sealed transparent plastic sachet containing white crystalline substances suspected to be shabu, a weighing scale, an improvised tooter, and a bladed knife. Appropriate charges are also being prepared against them for violation of the Comprehensive Dangerous Drugs Act of 2002 and BP 6 in relation to violation of the Omnibus Election Code. The Regional Director reiterates that with the arrest of PO2 Hernandez, the NCRPO under his leadership will do everything to cleanse its ranks of scalawags and undesirables in order to realize a trust worthy, credible and reliable police organization.
