Surpresang nag ikot si NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR sa mga presinto sa Northern Police District.

Ginawa ni PMGEN ELEAZAR ang pag iinspeksyon para matiyak na sumusunod ang mga presinto sa Northern Police District sa ipinapapatupad na kalinisan at kaayosan sa loob at labas ng mga presinto.

Binabanggit din na nag ikot si PMGEN ELEAZAR para matiyak din ang kahandaan ng mga pulis sa presinto lalo na’t nasa full alert status ang Metro Manila dahil nga sa naganap na pambobomba sa kampo ng militar sa Sulu.

Sa kasalukuyan nasa 20 na presinto sa ibat ibang lugar sa Metro Manila ang inikot at ininspeksyon ni PMGEN ELEAZAR para matiyak ang kalinisan at kahandaan ng mga pulis sa Metro Manila.

8 Suspects Arrested in Separate Shooting Incident, 9 Firearmes Recovered

The Northern Police District (NPD) under the leadership of Police Brigadier General ROLANDO BARAJAN ANDUYAN reported to National Capital Regional Police Office (NCRPO) Regional Director, Police Major General GUILLERMO LORENZO TOLENTINO ELEAZAR the successful arrest of eight (8) suspects in the recently separate shooting incidents transpired at Barangay 176, Bagong Silang and Barangay 171, Bagumbong Caloocan City and recovery of nine (9) firearms.

The first shooting incident transpired at about 6:45 PM of June 28, 2019 along Phase 4C, Package 7, Barangay 176, Bagong Silang Caloocan City. Witness identified as @Jayson saw the victim while walking when suddenly suspect armed with unknown caliber of firearm appeared, approached and shot the victim. The victim identified as EUGENE BORLAZA Y ABAWAG, 38 years old, married, Businessman and a resident of Phase 40, Package 7 Block 84, Lot 20, Barangay 176, Bagong Silang, Caloocan City. Borlaza sustained gunshot wound was pronounced dead on arrival. Suspects on board motorcycle, fled towards unknown direction. 

Authorities identified the suspects as ALEXANDER FERNANDEZ Y AGUILAR @ TATAY, 50 years old, married, Vendor; RANDY VICENTE Y CASPILIO @ RANDY, 42 years old, single, jobless; DEXTER CARILIMAN Y OLIDAN @ DEXTER 48 years old, single, jobless; JANDREX PAGUYANAN Y LOIZAGA @ TISOY, 22 years old, single, jobless; JASON VILLAMOR Y PAGUYANAN @REGIE, 31 years old, single, jobless; all are residents of Barangay 178, Caloocan City.

The arrest of the said suspects stemmed from the information from confidential informant revealing the whereabouts of JANDREX PAGUYANAN Y LOIZAGA @ TISOY who was then the driver of motorcycle used in the incident. On June 29, 2019 authorities proceeded at the residence of @ TISOY and effect arrest. Thereafter, @ TISOY pinpointed @ JAYSON VILLAMOR as a surveillance man who was also arrested at Phase 2, Package 3, Block 75, Lot 27, Barangay 176 Caloocan City.

Confiscated from their possession were two (2) cal. 45 with four (4) pieces magazines with Thirty (30) live ammunitions; a pistol 9mm with a magazine and seven (7) live ammunitions; two (2) pieces caliber 38; one (1) cal. 22 rifle, with nine (9) live ammunitions; three (3) pieces toy gun replica; two (2) pieces Toy gun magazine replica; two (2) motorcycles-Mitsukoshi color Red and RUSI DL150 color black and mobile phones.

Arrested suspects were currently under the custody of Caloocan City Police Station.

Moreover, PBGEN ANDUYAN said that another shooting incident transpired at about 11:45 AM of June 29, 2019 along Villa Teresita, Alisasis Street, Barangay 171, Bagumbong, Caloocan City wherein two victims died identified as JELVIS JOHN CASIPE Y CURBA, 26 years old, single, Jobless; RENE FORMACION Y (MNU), 67 years old, married, Jobless; and one (1) injured victim identified as MARTHY CASIPE Y VELLASENIOR, 36 years old, married, Jobless, all are residents of above-mentioned address.

Initial investigation showed that at about 11:45 am of June 29, 2019, George Casipe was walking together with the other victims when seven (7) suspects armed with unknown caliber of firearms mercilessly shot the victims several times. Jelvis John Casipe died on the spot, Renne Formacion was rushed to North Caloocan Medical Center but was pronounced dead on arrival by Dr. Arnel R Santos while Marthy Casipe was rushed to Tala Hospital for medical treatment.

AIR21 Fun Run

The National Capital Region Police Office through the Office of the Regional Community Affairs and Development Division (ORCADD) represented by PLT VIRNA AQUINO, C, FJGADS under the supervision of PCOL JEMAR D MODEQUILLO, C, RCADD together with NCRPO Fitness Team participated in the AIR21 Fun Run dubbed as “AIR21 Sagot Ko, Takbo Mo!” on June 30, 2019 at the McKinley West Park, Taguig City.

The NCRPO Fitness Team conducted a 30-minute zumba session during the activity.

Media interview of NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR at TV 5 Metro Sabado with anchors Alex Tinsay and Izza Reniva Cruz this morning. PMGEN ELEAZAR said that the Integrity Monitoring and Enforcement Group (IMEG) was created by the Philippine National Police as part of its Revitalized PNP Internal Cleansing Strategy to act as the primary unit for information gathering and conduct of offensive operations against erring police personnel.

“Napakaganda na nagkaroon tayo ng ganitong unit itong dating CITF at ngayon nga ay IMEG, nagsisilbing napakatinding deterrent nito para sa ating kapulisan na gumawa ng kalokohan,” PMGEN ELEAZAR explained.

The newly-formed enforcement group replaces the two-year-old Counter-Intelligence Task Force (CITF), designed to conduct intelligence build-up and law enforcement operations against PNP personnel who are involved in illegal activities, such as drug and human trafficking, financial crimes, cybercrime, malversation, graft and corrupt practices, and security violations.

“Lahat ng units ng PNP like NCRPO at subordinate units ay may sariling counter-intelligence unit. Ibig sabihin, hindi lamang ang IMEG ang mag-ooperate against our erring policemen at na-witness po natin yan sa NCRPO,” the NCRPO Chief stressed.

Also, for the past years the NCRPO has been steadfast in the fight against illegal drugs and all forms of criminality. PMGEN ELEAZAR vows to sustain the momentum of continuing the organizational discipline and internal reform under the centerpiece service agenda of His Excellency President Rodrigo R. Duterte and PNP Chief General Oscar D. Albayalde.

Showdown Inspection of 9th Mobile Force Company Search and Rescue Retrieval (SRR) Assets

The NCRPO Regional Mobile Force Battalion (RMFB) conducted Showdown Inspection of 9th Mobile Force Company Search and Rescue Retrieval (SRR) Assets on June 29, 2019 8:30 AM at the NCRPO Open Court, Camp Bagong Diwa, Bicutan, Taguig City to ensure operational readiness in preparation for the rainy season.

The activity was led by PCPT DIOSCORO D TAYAB JR, Companny Commander under the supervision of PCOL JOEL R CONSULTA, FC, RMFB.

The National Capital Region Police Office is saddened and sends its deepest condolences to the families of those who lost their lives in the recent bombings in the vicinity of a military camp in Tanjung, Indanan, Sulu.

Although there are no threats detected within the National Capital Region but as a proactive means in response to this terror attack, the entire region is now placed under full alert status effective 6PM today.

This 28th of June 2019, the unwavering hardwork and commitment to police service of the retiring PNP personnel of the NCRPO were recognized on the “Salamat Kapatid” program coinciding the Friday Flag-Lowering Ceremony at NCRPO Multi-purpose Hall, Camp Bagong Diwa, Taguig City.


NCRPO Chief Police Major General GUILLERMO LORENZO T ELEAZAR awarded medals and memento to PNP uniformed personnel for the invaluable contributions in building an efficient and reliable Philippine National Police.


The NCRPO Chief thanked the family and friends of the retiring police officers as well as his Excellency President Rodrigo R Duterte for the overwhelming support to the PNP. “Para sa mga magseseretiro ngayong taong ito at last year ibang-iba ang benepisyo na tinatanggap niyo compare 3 or 5 years ago”.


Most significantly, the NCRPO Chief imparted wisdom to those who are still in active service especially the rookies—to best demonstrate their love for public service despite of the trials and tribulations that the PNP is now facing.


PMGEN ELEAZAR also have high hopes that all police officers should retire from public service having earned the simple but enduring values that gained the NCRPO the trust and respect of our colleagues, the people and the community we tend to serve and protect.

NCRPO Opens PCADC CY 2019

June 28, 2019- The invited Guest of Honor and Speaker PMGEN BENIGNO B DURANA JR, the Director for Police Community Relations and PMGEN GUILLERMO LORENZO T ELEAZAR, NCRPO Chief headed the Opening Ceremony of Police Community Affairs and Development Course Class 2019 held at NCRPO Conference Room, Camp Bagong Diwa, Bicutan, Taguig City

The 51 participants from the different police districts of NCRPO were proudly presented by PLTCOL DIONISIO DC APAS JR, TM, RSTU, NCR while the declaration of the opening of the course was graced by PCOL BRENT M MADJACO, Chief RLDDD and was acknowledged by the Guest of Honor and Speaker.

“As PCR officers you are relational not transactional.” PMGEN DURANA JR said in his speech. Basically, the Director for PCR pointed one of the fundamental keys to successful law enforcement is good police-community relations, or the relationship between the police and the communities the police serve.

He even emphasized that now the PNP have the capability but the challenge is—-there is no social media engager that is why we have trainings like the PCADC. Basically, the people need to know what the police are up to, and efforts to make this information more accessible goes a long way.

“We should do our job in building and enhancing the legitimacy of the police institution not only to win the war on drugs, criminality and corruption but to win the hearts and minds, be a good will and ensure that we will have legitimacy on this institution in serving and protecting the people.” PMGEN DURANA JR topped off.

As expected, the opening ceremony of PCADC in NCRPO to forge stronger partnership and community support in peacekeeping and public safety programs of the PNP.
