Manila, Philippines — National Capital Region Police Chief PMGEN GUILLERMO LORENZO T ELEAZAR inspired the Rotary Club of San Jose Abad Santos Manila on his humble presentation on the program’s topic: “Peace and Conflict Resolution” in Kachina Room, Century Park Hotel this 30th day of September 2019.

PMGEN ELEAZAR began by providing background of the NCRPO’s Internal Cleansing Program advocacy of PGEN OSCAR D ALVAYALDE, Chief of the Philippine National Police and the newly launched intensified cleanliness policy (ICP) based on the video presentation from the NCRPO that showed the crime volume across the Metro Manila has decreased from 2017 up to the present. He also imparted to the Rotary community the awards won by the NCRPO in the 117th PNP Anniversary of 2018 — one for being the Best Region in the War Against Illegal Drugs another as Best Region in Internal Cleansing.

He also added the advantage of the forum is that to share thoughts and inputs that further accelerate efforts and build a much closer ties to address national pressing issues particularly the ones relating to our peace and order agenda as he mentioned that it is indeed an opportune way of introducing who we are and what we bring to the table today.

In closing, the NCRPO Chief followed his introduction with some facts for his fellow Rotarians: Metro Manila is now one of the safest large cities in the Philipppines under the leadership of no other than President Rodrigo R Duterte.

Regional Peace and Order Council – NCR (RPOC-NCR) 3rd Quarter Interim Council Meeting

National Capital Region Police Office (NCRPO) Director PMGEN GUILLERMO LORENZO T ELEAZAR acted as the chairperson of the Regional Peace and Order Council – NCR (RPOC-NCR) 3rd Quarter Interim Council Meeting this 30th day of September in Marco Polo Hotel, Ortigas Center, Pasig City.

During the historic RPOC meeting with the secretariat, PMGEN ELEAZAR expressed the tremendous success of the NCRPO in implementing and supporting the intensified campaign of His Excellency President Rodrigo Roa Duterte against illegal drugs and criminality during the updates on the NCR’s Peace and Order Situation as it brought together experts, advocates on peace and order from the different parts of the globe and local government unit functionaries that discuss practices, emerging trends and challenges on peacebuilding and security.

PMGEN ELEAZAR noted that there will be intelligence-sharing among other law enforcement agencies to come up with the list of priority targets in the campaign against illegal drugs in Metro Manila as he mentioned, “kami po ang tututok, kami din ang huhuli mismo.”

The meeting event was attended by top officials of Department of Interior and Local Government, Department of Environment and Natural Resources NCR, Bureau of Fire Protection NCR and other agencies concerned. Also present are the local government officials such as mayors and vice-mayors.

NCRPO Chief PMGEN ELEAZAR in Balitaan sa Maynila

Chief NCRPO PMGEN GUILLERMO LORENZO T ELEAZAR was invited as guest in Balitaan sa Maynila at Bean Belt Coffee located in 1175 Don Quijote St, Sampaloc, Manila, Metro Manila.

Among the issues tackled were initiatives undertaken by NCRPO on crime prevention considering that this month is crime prevention month and he also presented the recent updates on the ‘Drug-Queen Diagram’.

Chief NCRPO assured the public that diligent efforts were being undertaken to locate and neutralize the remaining few ‘ninja cops’ in active service if any. He informed the public of the creation of the “QUAD-INTEL FORCE” AGAINST ILLEGAL DRUGS composed of PDEA, NBI, PNP and AFP which aims primarily to improve collaboration and information sharing protocol not only within the organization but also among the members of other drug enforcement agencies.

“I believe na yang drug recycling sa kapulisan, hindi na kasing talamak as compared to three years ago. Sino bang pulis ang hindi matatakot sa intervention na ginagawa natin? Hindi ko sinasabi na totally wala, pero kung may natitira pa dyan, hinahanap natin ‘yan at hindi natin tinotolerate. Tulungan nyo po kami” said Chief NCRPO recognizing the indispensable role of the community in crime solution and crime prevention more so in our current fight against illegal drugs.

Fun Run dubbed as “Run for Unity 2019”

The National Capital Region Police Office through the Office of the Regional Community Affairs and Development Division (ORCADD) under the supervision of PCOL ARIEL R FULO, AC, RCADD together with the NCRPO Fitness Team participated in the Fun Run dubbed as “Run for Unity 2019” on September 29, 2019 at CCP Complex, Pasay City.

The NCRPO Fitness Team led the pre-race warm up exercises for the 10 km, 5k and 3k race event . A total of 2,000 fun run enthusiasts join the event.

Said activity was in collaboration with the 7th Civil Relation Group, Kawal Pinoy and Joint Task Force -NCR. It was attended by 300 ROTCian Cadets of PHINMA St. Jude College, Manila.

“We should reach the finish line with integrity” said CHIEF NCRPO PMGEN GUILLERMO LORENZO T ELEAZAR in his message as he grace the Flag Lowering and Salamat Kapatid Ceremony in NCRPO Grandstand this 27th day of September, 2019.

The ceremony is being held every last Friday of the month during flag lowering ceremony to give due honor and recognition to our comrades who are retiring from the police service either by way of optional or by reaching the madatory retirement age.

Chief NCRPO congratulated the retirees and encouraged the active members of team NCRPO to always choose to do good. Further, he reminded them that internal cleansing will always form part of our indefatigable fight to make our organization a professional one.

NCRPO Raids an Online Lending Scam and Nabs 5 Chinese Nationals and 49 Filipino Employees in Pasig City

The NCRPO Regional Special Operations Unit (RSOU) with PNP Anti-Cyber Crime Group in coordination with the Pasig City Police Station, successfully implemented a Warrant to Search, Seize, and Examine Computer Data (WSSECD) at the premises being occupied by Fuwei Lending Corporation at about 2:20pm of September 26, 2019 located at Unit 2204–2205, Raffles Tower, Garnet St. Emerald Ave. Ortigas Center, Pasig City which resulted in the arrest of (5) five Chinese nationals; (49) Filipino employees and confiscation of gadgets and electronic devices used in illegal business.

The Warrant to Search, Seize, and Examine Computer Data (WSSECD) No. 2019-134-PSG was issued by Hon. Achilles A. A.C Bulauitan, Presiding Judge of RTC Branch 154, NCJR, Pasig City dated September 24, 2019.

The police operation stemmed from numerous charges filed by the complainants against Fuwei Lending Corporation, a SEC registered company, owner of the android application, Mango Loan. Mango Loan is a mobile software application that specialized in loan services both on Google Playstore and Apple Appstore. It provides financial services to customer who seeks to obtain loans.

Acting on the said complaint, operatives conducted series of validation through surveillance operation and eventually applied for the issuance of a Warrant to Search, Seize, and Examine Computer Data (WSSECD) which was favorably approved by the Honorable Court, hence, the operation was hatched.

Upon implementation of WSSECD No. 2019-134- PSG, operatives confiscated the following:

a. Eighty Seven (87) Computer System;
b. Four (4) Pieces of laptop computers;
c. Four (4) Pieces of Switch Hub;
d. Five (5) Pieces of router/modem;
e. Forty Seven (47) pieces of assorted cellular phones;
f. One (1) piece of Barangay Business Clearance plate;
g. One (1) piece of Business Plate from BPLO Pasig City;
h. Mayor’s Business Permit;
i. Barangay Business Permit;
j. Environmental Permit;
k. Security and Exchange Commission Permit;
l. Bureau of Internal Revenue Registration;
m. Unified Registration Record; and
n. Cash amounting to One Hundred Thousand Pesos (Php 100,000.00) in One Thousand peso (Php1,000.00) denomination.

During the actual operation, complainants showed up at unit 2204 Raffles Tower. They revealed that they created a group chat for the lending company victims where there are more or less 1,000 members. They also revealed that (5) five among their members committed suicide due to depression, embarrassment and emotional trauma caused by the lending company.

Investigation revealed that whenever the clients would download Mango Loan and has been approved to borrow, it will automatically withhold an on the spot interest which was payable within a short period of time. Mango Loan application is able to locate and access saved contacts and numbers as soon as it is installed and downloaded in the mobile phone.

Once the mobile application accessed the contacts, it will be used by the employees to call the debtors contact list to disclose the unpaid balances purposely to threaten, humiliate, coerce and intimidate the clients. These employees were trained to harass clients/debtor who fails to pay the loan they have availed.

Criminal complaints for violation of Section 33 of Republic Act 10173 (Data Privacy Act of 2012) in relation to Section 6 of Republic Act 10175 (Cyber Crime Prevention Act of 2012) is being prepared for inquest proceedings before the Pasig City Prosecutor’s Office against the arrested suspects.

NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR expressed his disappointment on the issue. “Alam nyo naman ang trabaho nyo! Alam nyo ba na may lima ng nagpaka matay sa ginagawa ninyong pananakot at panggigipit sa mga kababayan natin?”

PMGEN ELEAZAR also said, “Ang gusto kasi nating mangyari dito ay matigil na ang ginagawa nilang panloloko at pananakot sa ating mga kababayan na nag reresulta ng kanilang kahihiyan at same time violation ng kanilang privacy in accordance with the law”.
