Novaliches Police Hauls Shabu Worth 14M; Arrests Drug Suspect

Joint anti-drug efforts of the Quezon City Police District Police Station 4 in coordination with the Philippine Drug Enforcement Agency, NCR successfully conducted an anti-illegal drugs buy-bust operation at about 10:56 PM, March 30, 2020, inside Room 46 of Starcia Apartelle, along Quirino Highway, Brgy. Bagbag Novaliches.

The operatives positively identified the suspects as identified Regine Legaspi, 31 y/o, of No. 8 Sampaguita St. Navotas City.

“The arrest of Legaspi was an offshoot to a previous anti-drug sting in the same apartelle where in two drug pushers identified as Ronnel Grifalda, 35 y/o, of Caloocan City and Rolando Abarga, 24 y/o, of Navotas City were arrested for more than two million pesos worth of shabu last March 28, 2020.” PMGEN SINAS said.

The arrest was made through the buy-bust operation conducted wherein a SDEU operative acted as a poseur buyer. The suspects received the marked money in exchange shabu amounting to Php to buy Php130,000.00.

Upon consummation of the illegal drug transaction, the poseur buyer gave the pre-arranged signal wherefore the team immediately arrested the suspects.

During the anti drug sting, operatives seized seized from the suspect were more than two kilos of shabu valued at Php14,280,000.00 and the Php130,000.00 boodle money with one genuine Php1,000 marked money, a digital weighing scale, cell phone used in the drug transaction and drug paraphernalia.

Investigation revealed Legaspi had previous case of illegal drugs.

The seized pieces of evidence were immediately brought to the PNP Crime Laboratory Office for qualitative examination.

Criminal complaint for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) are being prepared for filing in court against the suspects.

Meanwhile, in a separate buy-bust operation, PS 4 also arrested Benbenido Balla, 21 y/o, Rimando Crisostomo, 59 y/o, Moriel Barredo, and rescued a 17-year-old male, residents of Brgy. Bagong Silang, Caloocan City, at about1:00 AM, March 31, 2020, at No. 25 Letter G Zabarte Rod, Brgy. Kaligayahan. Confiscated from them were 10 grams of shabu with estimated street value of Php68,000.00, a cellular phone, a digital weighing scale and the buy-bust money.

PMGEN DEBOLD M SINAS lauded the drive of Novaliches police to enforce the full force of the law against illegal drugs. “In our continuing mission of illegal drugs, police Station 4’s accomplishments are notable. With the relentless efforts of our policemen, more buy bust operation will be hatched to arrest of drug personalities.”

He added, “I cannot imagine how these drug suspects managed to transact illegal drugs while we suffer the pandemic. To warn other drug suspects, the NCRPO keeps a keen eye to all forms of criminality and proliferation of drugs while performing duties protecting the public against Covid 19.”

NCRPO’s Appeal to Community’s Good Samaritans

The men and women of NCRPO continuously receive donation in kind from stakeholders and the public.

As the Chief of the National Capital Region Police Office, I would like to express my earnest gratitude to the individuals and stakeholders who extend their help to the frontliners in the fight against COVID 19.

We are overwhelmed with the support that we are receiving, however, we would like to encourage the private individuals to direct their donations to their communities thru their respective DSWDs for the marginalized, most vulnerable or those severely affected by the Enhanced Community Quarantine. We have observed that there are many families who need our help in the midst of the implementation of the ECQ.

Our community’s good samaritans may also donate directly to other front liners and selfless employees whose services are essential in this battle and to our daily wagers who are struggling what to eat while staying at home.

Nonetheless, the public can be assured that the NCRPO, with the help of other government agencies and private companies, are working together to fully equip and sustain the protection and necessities of our Metro Cop frontliners. With the continuous camaraderie of all sectors of our society, we can win the battle against COVID-19.

MORE THAN 2.5 M WORTH OF ILLEGAL DRUGS, BUSTED IN NAVOTAS

The fight against the proliferation of illegal drugs continues for NCRPO despite the call of duty as frontliners in the enhanced community quarantine program of the government.

Towards this end, elements of the Station Drug Enforcement Unit of Navotas City Police in coordination with the Philippine Drug Enforcement Agency conducted a buy-bust operation along BGA Compound., Brgy. NBBN, Navotas City at about 3:00 AM of March 30, 2020.

The operation resulted to the arrest of the following suspects:

1) ALEXIS VASAYA y CATIPAY @Alexis (Pusher/NotListed), 30 years
old male, single, fisherman, resident of
Shellhouse, Palengke, Caloocan City;

2) ROLANDO REFIL y RIVAS @Palanoy (Pusher/Not Listed), 46 years
old male, single, vendor, resident of Purok
6, Hernandez St., Brgy. Catmon, Malabon City ; and

3) MARIGOLD GILBUENA y CASERO @Magold (User/Listed), 32
years old female, single, jobless, resident of Market 3, Brgy. NBBN, Navotas City.

Seized from the suspects are alleged illegal drugs which has an estimated/aggregate weight of 375.5 grams and a corresponding standard drug value (SDP) of Php 2,554,400.00 pesos sealed/packed in the following manner:

1) One (1) piece of small heat-sealed transparent plastic sachet containing
white crystalline substance suspected to be “shabu” (Subject of buy
bust) marked LDL 3-30-2020 and with signature of the seizing officer
affixed on a masking tape;

2) Four (4) pieces of heat-sealed, transparent, plastic sachet containing
white crystalline substance suspected to be “shabu” marked LDL1,
LDL2, RAR-1 and RAR-2 all with date 3-30-20, respectively, and with
signature of the seizing officer affixed on a masking tape;

3) Fifteen (15) pieces of knot-tied transparent plastic ice wrapper
containing white crystalline substance suspected to be “shabu” marked
LDL3, LDL4, LDL5, LDL6, LDL7, LDL8, LDL9, LDL10, LDL11, LDL12,
LDL13, LDL14, LDL15, LDL16 and LDL17, respectively, all with date 3-
30-20, and with signatures of the seizing officer affixed on a masking
tape;

4) Two (2) pieces of One thousand peso bill (used by the poseur-buyer as
the buy bust money) marked LDL with serial numbers DE7023138 and
PE937570;

5) One (1) piece of Five hundred peso bill and five (5) pieces One hundred
peso bill all amounting to One thousand pesos recovered money; and

6) One (1) Navy Blue Sling bag marked as LDL18 3-30-2020

A case for violation of Art. II, Sections 5 (Selling) and 11 (Possession of dangerous

THE FATHER OF NCRPO SHOWS ALTRUISM TO METROCOPS

The protection and welfare of the men and women of the National Capital Region Police Office are among the top priorities of PMGEN DEBOLD M SINAS. In line with this, he initiated the Repacking of Goods for the families of NCRPO Persons Under Investigation and Persons Under Monitoring.

The Regional Director of Metro Manila initiated the repacking of groceries and distribution of sacks of rice to the families of their personnel under quarantine. He emphasizes that the every personnel is important, thus, he ensures to look after their family and gives appropriate assistance.

Aside from the ample supply of personal protective equipment, food and transportation for the frontliners, the father of NCRPO ordered to designate three (3) special care facilities to house the PUI and PUM inside Camp Bagong Diwa.

“I value the men and women of Metro police for they are the strength of Team NCRPO. They protect the public against this unseen enemy, thus, they deserve these treatment regardless of any situtation or condition they are unto”-PMGEN SINAS.

2 Suspects Arrested for Selling Overpriced Alcohol

The National Capital Region Police office under the leadership of PMGEN DEBOLD M SINAS continuously invigorates its effort to discourage the operation of hoarders and overpriced sellers of face masks, alcohols, PPEs, surgical gloves and other essential supplies most needed by the frontliners and the public to combat the spread of the Covid 19 pandemic.

Towards this end, Southern Police District Las Pinas City Police Station, arrested 2 suspects who were later identified as JEAVEN JEAN GLORIA y PAGAPONG, 30 years old and RICA ROSE BAG-AO y BUG-OS, 31 years old at 5:40 PM of March 21, 2020.

Personnel of Station Intelligence Section and Special Operations Unit Follow-up Section conducted a validation/oparation at 1086 S. Marquez St., Gatchalian Subd., Brgy. Manuyo Dos, Las Piñas City where the suspects were subsequently arrested.

Recovered from their possession were variants and bottles of Green Cross Sanitizers and sprays wherein a 250 ml bottle are being sold for Php 90.00 each.

They were brought to the police station and are being documented and investigated prior to the filing of a case for violation of article 151 of the Revised Penal Code which punishes acts of resistance and disobedience to a person in authority or the agents of such person.

“We have long heard the saying that the only thing that will redeem mankind is cooperation. This is a saying which we must think about as we face the hurdles of this pandemic. There is no way that we can save ourselves by being greedy. That will only worsen our situation. Cooperation is the key. Robbery Hold-up in Caloocan Resulted in Armed Encounter

A robbery hold up incident which resulted to an armed encounter transpired along Continental Street, Barangay 171, Bagumbong, Caloocan City at about 8:15 PM of March 23, 2020.

The victim was identified as Mary Grace Morales y Buladalo, 41 y/o, married,
businesswoman and residing in Phase 4, Package 5, Block 5 Lot 9, Barangay 176,
Bagong Silang, Caloocan City.

According to her, she and her husband were eating along the sidewalk when suspects, on board a Kawasaki Fury motorcycle, suddenly appeared and at gun point, declared hold up. They took and carted away One (1) color brown sling bag containing Cash money amounting to Php. 395,000.00, assorted Jewelry worth Php. 45,000.00, Driver’s License, TIN ID, Philhealth ID, Barangay 176 ID and 4P’s ID before they fled toward undisclosed directions.

The victim immediately sought the assistance of PCP 6 personnel who immediately conducted a drag net and follow-up operation together with the victim after alerting all units to monitor their AOR.

During the conduct of the operation, the victim positively identified one of the suspects named Michael Dela Roso along Bankers Road, Barangay 171, Caloocan City.

Said suspect was immediately arrested and interviewed. He then disclosed the possible whereabouts of his cohorts.

Succeeding follow-up operation was hence plotted wherein another suspect was found on board a motorcycle along Jovan Street, Barangay 171, Caloocan City.

The responding police officers, after identifying themselves as such to the suspects, requested for him to alight from his vehicle. He however did not heed their request and instead, immediately fired upon them before he ran towards an abandoned house.

He was consequently chased and requested to surrender but he again fired several shots towards the direction of the police officers prompting them to fire back and repeal the aggression resulting to the death of the still unidentified suspect.

“This is the least we expect from our people in this time of crisis. I am very much saddened by the fact that instead of working together against this pandemic, there are still those who transgresses the law adding greater predicaments to our front liners,” said PMGEN SINAS.

The crime scene was processed by NPD SOCO led by PMAJ PRESTAN ANTONIO. The arrested suspect was brought to DJNRMH for medical examination and subsequently to SIU-NEO for filing of appropriate charges while one other suspect remains unidentified and at large.

“Please help us out. We are in this together and we cannot do this alone. Staying home and refraining from violating the law is the least you can do to make an impact in this fight. This is all we ask of you while we work together with the other frontliners in the field of unseen enemies,” PMGEN SINAS added.

The National Capital Region Police Office (NCRPO) through the Office of the Regional Community Affairs and Development Division (RCADD) led by PLTCOL GARY A REYES, Assistant Chief in partnership with the Philippine Red Cross headed by Dr. Gerald Angelo Valeria conducted Bloodletting Activity at NCRTC Covered Court, Camp Bagong Diwa, Bicutan, Taguig City.

100 police trainees under the supervision of PLTCOL SANCHO O CELEDIO, Acting Regional Director, NCRTC participated in the said activity.

NCRPO-RCADD led by PCOL ARIEL R FULO Chief, RCADD inspected the Checkpoint personnel led by PLT RHAYAN B TURINGAN, Team Leader with 12 personnel from PCP 1, PS-7 Police Station, Quezon City Police District. Likewise, distributed face masks, disinfectant, alcohol, gloves/food packs with juice and safety tips flyers along Aurora Boulevard 15th Ave. Brgy. E. Rodriguez, Quezon City.

Police Officer Sideswiped by a Car While on Duty

The Manila Police District reported to PMGEN DEBOLD M SINAS a traffic accident involving a police officer and a male on board Toyota Vios 2013 at about 8:00 pm of March 20, 2020 along España St. corner Blumentrit St., Sampaloc Manila.

PMGEN DEBOLD M SINAS identified the police officer as PCpl Charlton Jay Estavillo y Manuel, y/o, Married, Police Officer and Presently assigned at Sampaloc Police Station as Investigator. Meanwhile, the owner of the vehicle Toyota Vios 2013 bearing plate number URO143 was identified as Philip Anthony Ipapo y Peralta, 37 years old, single,residing at #2811 South Tower La Verti Residences Brgy San Isidro Pasay City.

Investigation revealed that Manila cops were conducting checkpoint in the well-lighted area in order to check the temperature of the people and prevent possible spread of Covid 19.  Unfortunately, while these police officers were performing their duties, suspect on board his private vehicle bound to Quiapo, Manila and approaching said checkpoint, did not notice and accidentally sideswiped PCpl Estavillo. As a consequence, victim sustained Physical injuries and was immediately attended by Raha Volunteer.

Suspect is now under the custody of Sampaloc Police Station and will be turned over to MPD Traffic Enforcement Unit for proper disposition.

While PCpl Estavillo is currently at Chinese General Hospital-Emergency Room and about to undergo X-ray and CT Scan examination to determine the extent of injury sustained from the accident.

PMGEN SINAS reminded the public to slow down whenever passing checkpoints set up by frontliners. “I am saddened by this report because I know that this policeman, has sacrificed a lot to secure the safety of the residents of Manila. To our fellowmen, if you feel sleepy, tired or sick, please stay at home. The police officers are working for your safety, please stay at home for us”, he said.

“Indeed, the risk in the life of a police is undeniable. Therefore, I will see to it that NCRPO will provide him the medical assistance he deserves”, he added.
