Unexploded Explosive Ordnance (UXO) Recovered By EODK9 Taguig

NCRPO Regional Director, PMGEN DEBOLD M SINAS lauded the personnel of Explosive Ordnance Disposal and Canine Taguig (EODK9) for recovering Unexploded Explosive Ordnance (UXO) at around 11:30 am of May 30, 2020 at #1 Ilang Ilang St,  Zone 1 North Signal Taguig City.

Records show that Taguig City Police Station received a report regarding an ordnance allegedly seen at North Signal, Taguig. Immediately, Explosive Ordnance Disposal (EOD) personnel responded to the area to verify the veracity of the report. EODT carried out a visual inspection and threat assessment prior to the conduct of Render Safe Procedure (RSP) on the said vintage bomb. As per verification, it was identified to be a Ctg. 60 MM, HE, Projectile. The said incident has been properly coordinated to the station.

“The immediate response of the team is commendable. Fortunately, none of the resident is hurt. We request the public to report any similar cases and you can be assured that the Team EOD NCRPO will come to ensure your safety, ” PMGEN SINAS said.

LAS PIÑAS MOST WANTED PERSONS COLLARED BY OPERATIVES

Chief NCRPO, PMGEN DEBOLD M SINAS commended the personnel of Las Piñas City Police Station for apprehending their Station’s Wanted Persons on May 29, 2020.

The elements of Intelligence Section and Warrant and Subpoena Section of the station arrested the first accused at 059 Bulik St., Manukan, CAA, Las Pinas City at about 11:50 AM of May 29, 2020 against the ranked no. 9 among the 10 Top Most Wanted Person of Las Piñas City Police Station during the 1st Quarter of 2020.

He was identified as ANGELO GONZAGA y ALDE aka Puto, 22 years old, male, single residing at Las Piñas City. Casing and surveillance were conducted for almost a year resulting in a positive validation, thus, operatives immediately hatched the operation.

The Warrant of Arrest for Theft was issued by Hon. Judge Katen A. Canullas-Armada of Metropolitan Trial Court Branch-123, Las Piñas City. Docketed under Criminal Case Nos. 75276 dated July 19, 2019 with Bail recommended of Php 10,000.00.

Meanwhile, another Warrant of Arrest was served at B-3 L-12 Phase 1 Camia St., TS Cruz Subd., Almanza 2, Las Pinas City at about 3:00 pm of May 29, 2020.

Accused was dentified as Elmer D Sayson, 25 years old, male, single and residing at B-3 L-12 Phase 1 Camia St., TS Cruz Subd., Almanza 2, Las Pinas City for pending warrant of arrest for Slight Physical Injuries. He is classified as the Top 9 of Other Wanted Person of Las Piñas City

After couple of months of surveillance and monitoring, he was arrested by virtue of Warrant of Arrest issued by Hon. Judge Joselito dj Vibandor of Regional Trial Court Branch 199, Las Pinas City. Docketed under Crim. No.# 20-0168 dated March 5, 2020, with bail recommended of Php 5,000.00.

Gonzaga and Sayson were properly turned over to Warrant & Subpoena Section for proper disposition.

“I greatly appreciate the effort of Las Piñas Police for the arrest of their wanted persons. I look forward to more standing warrants to be served and other accomplishments to be done by all stations. The apprehension of accused persons continues all over Metro Manila. This warning to other criminals is clear, we will not stop until all warrants are duly served,” said Police Major General DEBOLD M SINAS.

2M WORTH OF SHABU BUSTED IN MAKATI CITY

The National Capital Region Chief, PMGEN DEBOLD M SINAS acknowldeges the anti illegal drug efforts of Kamuning Police Station, Makati City Police Station and DID SPD for the successful operation conducted that resulted in the seizure of 2 million worth of shabu at around 11:00 PM of May 29, 2020 at Precillas Family Compound located at No. 139, Blk. 36 M.H. Del Pilar, Brgy Rizal, Makati City.

According to the initial report, the buy-bust operation conducted by Kamuning Police Station 10 (PS-10), QCPD, Makati Police Station and DID, SPD resulted in the arrest of three (3) Drug Personalities such as: Angel Maris Bueno y Garcia, 31 years old, single, native of and No. 194, FC Cruz St. Pateros, Metro Manila ; Maria Aira Caamic y Papa, 40 years old, single, native of Taguig and presently residing at Block 132 Lot 10, Fortune Ext., Bgy. Rizal, Makati City; and Norberto Ortiz y Rancaasajo, 43 years old, single, native of Pateros and presently residing at Block 39, MH Del Pilar St., Brgy. Rizal, Makati City. However one Prescillas Val y Viray, 39 years old, married, residing at Makati City remains at large.

The operation stemmed from the information of a regular confidential informant of Kamuning Police Station regarding the illegal activity of a certain “Gelle” particularly selling shabu in Brgy. Rizal, Makati City. Operatives of the station immediately coordinated with Southern Police District, Makati City Police Station and Philippine Drug Enforcement Agency to verify the veracity of the report.

The arrest was made through a buy bust operation wherein an operative acted as poseur buyer. And upon consumation of the drug deal, poseur buyer executed the pre-arranged signal and the back up operatives immediately effected the arrest. Supect Viray managed to escape during he apprehension.

Recovered pieces of evidence were Eight (8) pieces of Large Transparent Pastic containing undetermined amount of white crystalline substance suspected to be Shabu ; Six (6) of Medium size heat sealed transparent plastic sachet containing undetermined amount of white crystalline substance suspected to be shabu ) ; buy-bust money amountig to P 300,000; One (1) piece of paper bag with marking Happy birthday ; One (1) cellphone box color yellow; One (1) piece of Android cellphone ; and One (1) piece of analogue cellphone.

Further probing revealed that the the seized suspected shabu is weighting more or less three hundred grams (300) grams with estimated DDB value amounting to Php. 2,040,000.00.

The inventory of seized pieces of evidence was witnessed by the Brgy Elected Official- Kagawad Jose Biazon Jr of Brgy. Rizal, Makati City and a media representative.

The suspects will be presented before the Quezon City Prosecutor’s Office for Violation of Art II Section 5 and 11 of RA 9165. Similar Case will be filed against the suspect who remains at large.

“Our goal to keep the Metro safe from all forms of criminality and illegal drugs continues. Rest assured, we will conduct more operations to apprehend illegal drug peddlers and coddlers,” PMGEN SINAS said.

LRT1 PROPOSED NEW NORMAL THRU SIMULATION EXERCISE

NCRPO Chief PMGEN DEBOLD M SINAS personally inspected the Simulation Exercise of LRT 1 at around 2:00 PM of May 29, 2020 as part of the preparation for the General Community Quarantine in Metro Manila.

According to the Regional Director, Team NCRPO is very keen into this preparation because this is a directive from the Chief, PNP, POLICE GENERAL ARCHIE FRANCISCO F GAMBOA.

The Metro Cops must supervise the social distancing in this place of convergence as part of precautionary measures against the virus. They will be using batons to avoid physical contact with the passengers.

The simulation exercise was plotted to test the effectivity and applicability of protocols as well as to find solutions on the problems that may arise during the resumption of operations. The rain that transpired during the dry run made the scenario more realistic for all passengers. According to officers of LRT1 , the unexpected rain has been noted and they are looking to possible solutions for it.

Meanwhile, with regard to the checkpoints during GCQ, the Quarantine Control Points will be maintained except for expressways. Further, patrol duties of policemen will be resumed to other places of convergence to ensure implementation of GCQ protocols and public safety.

“We ask for the cooperation of the public to occupy only the seats/areas that have markings. The policemen will not be inside platforms but will be deployed outside to implement social distancing at the queues. Nevertheless, rest assured that the Metro Cops will exercise maximum tolerance in carrying out our task and will be ready to respond in cases where police assistance is necessary,” PMGEN SINAS said.

Top 2 Drug Target, Nabbed In Tondo

NCRPO Chief lauds the operatives of Moriones Police Station, PS2 Station Drug Enforcement Unit for the arrest of their top 2 Drug Priority Target and recovery of more or less Php 40,320 worth of illegal drugs in a buy-bust operation in Tondo, Manila yesterday.

Initial report disclosed that joint buy bust operation by operatives of MPD PS2 Station Drug Enforcement Unit on May 28, 2020 at about 8:45 PM along Masangkay St., Brgy 266, Tondo, Manila resulted in the arrest of JONATHAN POVEDA y LLANERA @PUTOL, 45 years old, single, jobless, and a resident of Estero De Magdalena, Brgy 259, Zone 23, Tondo, Manila.

During the apprehension, the police officers recovered pieces of evidence consisting of four (4) small heat-sealed transparent plastic sachets with white crystalline substance believed to be “shabu”, weighing an estimate of 6.3 grams with a DDB value of more or less Php 40,320 together with the buy-bust money.

The suspect will be facing charges for Violation of Section 5, and 11, ART II of RA 9165.

“I commend the dedication of my men rendered in our campaign against the proliferation of illegal drugs in the Metro. Team NCRPO will not lax in our effort and shall not cease in protecting the Metro against all forms of criminality and illegal drugs,” PMGEN SINAS said.

Joint Graduation And Send Off Ceremonies Of PSBRC 2019-03

PMGEN DEBOLD M SINAS, Regional Director of National Capital Region Police Office took pride in presiding the Graduation and Send off Ceremonies of PSBRC Class 2019-03 for the Field Training Exercises at the Five Police District of NCRPO in front of Admin Building, NCRPO Camp Bagong Diwa, Bicutan, Taguig City at around 8:00 AM, today, Friday, May 29, 2020.

A total of 553 new patrolmen successfully completed the Public Safety Basic Recruit Course and were turned over to the next phase of their service journey, the Field Training Exercises. 

Likewise, 297 members of PSBRC 2019-03 Criminal Investigation and Detection Group (CIDG) were also turned over for Field Training Exercises.

During the FTEx, they will be trained on the different functions of a police officer in the field of traffic, investigation and patrol duties with the guidance of Field Training Officers (FTOs).

In his statement, NCRPO Chief emphasized that faith must be the guide and strength of these patrolmen while performing their duties and they should make their family their inspiration to surpass any temptation. He also reminded them to always be proud as a policeman.

“As your Regional Director, I assure everyone that you have my support as long as you are on the right path. Let us work together and strengthen our dealings with the public so we can build a strong foundation in suppressing any form of criminality and illegal drugs in our community,” said NCRPO Chief PMGEN SINAS.

850K Worth Of Shabu Busted In Parañaque

The National Capital Region Chief PMGEN DEBOLD M SINAS lauds the successful operation conducted by the joint operatives of Quezon City Police District, District Drug Enforcement Unit (DDEU) together w/ the personnel of PCP-4 Parañaque City Police Station in close coordination with PDEA which resulted in the seizure of 850K worth of shabu in Parañaque.

According to the initial report, the buy-bust operation which resulted in the arrest of ALEX CANAO y NANDING @Puti, 27 years old, male, single, jobless, and a resident of Muslim Compound, Tramo St., Brgy. San Dionesio, Parañaque City was done at about 12:30 PM of May 28, 2020 in front of KIMJAY Fruit Shake Stand near the suspect’s residence.

Recovered from him were the following pieces of evidence to wit:

a. Three (3) pieces heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu marked ANC/BCC BUY BUST-1 5/28/20, ANC/BCC BUY BUST-2 5/28/20, and ANC/BCC BUY BUST-3 5/28/20 all with signature.

b. One paper bag with label “the sm store” marked as ANC/BCC 5/28/20 with signature.

c. One unit cellular phone marked as ANC/BCC-1 5/28/20 with signature; and

d. One piece genuine one thousand peso bill with SN. FW547344 with initials BCC at the lower left portion incorporated with 199 pieces fake/bogus one thousand peso bill.

The inventory of seized pieces of evidence was witnessed by the following persons:

1. Brgy Elected Official- Kagawad Raymond H Arceo of Brgy. San Dionesio, Parañaque City.

2. Media Representative- Mr Alex Mendoza, HATAW/QCPD Press Corp.

3. DOJ Representative – no available.

Further probing revealed that the seized suspected illegal drugs weighs more  or less 125  grams  with  an estimated DDB value of Php 850, 000.00. It was turned over to the crime laboratory for confirmatory chemical analysis.

The suspect remains detained in the District Drug Enforcement Unit Custodial Facility for filing of charges for Violation of Art II Section 5 of RA 9165.

“I commend the diligent effort of my men in the conduct of operation against the proliferation illegal drugs in the Metro. May this serve as a warning to those who continuously engage in similar unlawful activity that NCRPO will not lax in its sworn duty to keep the Metro safe from all forms of criminality and illegal drugs,” PMGEN SINAS said.

Ermita Police Nabs Drug Suspects And Hauls 686k Worth Of Shabu

The Chief of NCRPO, Police Major General DEBOLD M SINAS commends the Ermita Police Station of Manila Police District for arresting 3 drug suspects during an anti-illegal drugs buy-bust operation on May 27, 2020 in Quiapo Manila.

The Joint Buy-Bust Operation on May 27, 2020 around 4:30 PM along Rawatun Street near corner Palanca Street, Quiapo, Manila resulted in the arrest of suspects identified as Normilah P Ibrahim @ate, female, 36 years old, married, jobless and presently residing at Mamisan Street, San Miguel, Manila;  Abubacar C Maraorao; male, 31 years old single, jobless, alleged member of “Batang City Jail” and presently residing at Hidalgo Street, Quiapo, Manila; and  Leonardo P De Castro, male, 42 years old, single, jobless and presently residing at Maayon Street, Quiapo, Manila.

Confiscated from the possession of the suspects were one (1) piece Php 1,00.00 peso bill utilized as marked buy-bust money bearing and Seven (7) heat sealed transparent plastic sachet suspected to be “shabu” weighing 101 grams with a standard street value of Php 686,800.00 and the buy bust money.

The inventory of confiscated pieces of evidence was witnessed by Barangay Kagawad Francisco Dagandara of Brgy. 660-A Zone 71, District V, Manila and a representative from the media.

Recovered pieces of drug evidence will be turned over to MPD-CLO for forensic chemical laboratory examination.

Meanwhile, criminal complaints for violation of Section 5 (Selling, Distribution and Transportation of Dangerous Drug) and Section 11 (Illegal Possession of Dangerous Drug), Article ll of R.A. 9165 otherwise known as Dangerous Drug Act of 2002 will be prepared for filing in court.

EPD Apprehends #9 NCRPO Priority List In Marikina

POLICE MAJOR GENERAL DEBOLD M SINAS commends the Eastern Police District-Drug Enforcement Unit together with Malanday Police Community Precinct for apprehending ranked #9 of NCRPO Priority List and recovering P68k of illegal drugs in a buy-bust operation on May 27, 2020 at Marikina City.

Records show that the Joint Buy-Bust Operation coordinated with Philippine Drug Enforcement Agency on May 27, 2020 around 2:15 PM at #18 Falco Street, Purok 6, Brrgy. Malanday, Marikina City resulted in the apprehension of Jim M Cabacang, male, 28 years old, single, jobless, resident of Marikina City.

Confiscated from the possession of the suspect were Five (5) heat sealed transparent plastic sachet suspected to be “shabu” weighing 10 grams with street value of Php68,000 and the buy bust money.

The markings and inventory of confiscated evidence was done in the presence of Barangay Kagawad Rodel Bayhon of Brgy. Malandya, Marikina City and representative from the media. Recovered pieces of evidence will be turned over to EPD Crime Laboratory for examination.

Meanwhile, suspect will be detained at Pasig City Custodial facility while pertinent documents are being prepared for inquest proceedings for violation of Section 5 (Selling, Distribution and Transportation of Dangerous Drug), Section 11 (illegal Possession of Dangerous Drug) and Section 12 (Possession of Paraphernalia) Article Il of RA 9165 otherwise known as Dangerous Drug Act of 2002.

Makati Cops Nab 2 Chinese National For Operating Illegal Covid 19 Clinic

NCRPO Chief Police Major General DEBOLD M SINAS commends Makati City Police Station for arresting two (2) Chinese suspects in a Chinese clinic catering alleged COVID patients in Makati City.

Spot report showed that operatives of Station Investigation and Detective Management in coordination with FELIPE A. ALBAYDA Jr. of Makati Health Department Incident Management Team Task Force COVID-19 conducted inspection at the said establishment on May 26, 2020 around 3:30 PM at Goldstar Medical Clinic and Pharmacy Corp. located at Unit 501-506 5th floor New Lasema Spa  Building, 8846 Sampaloc Street, Barangay San Antonio, Makati.

The two suspects identified as DR. David Lai, 49 years old,  Chinese National, doctor and Liao Bruce aka Liao, Songhua, 41 years old, Chinese National, both are residing at Unit-4D One Central Tower, Makati City were arrested after operatives confirmed the reports that the Chinese doctor is practicing medicine and providing treatment for suspected COVID-19 patients.

Operation resulted in the confiscation of Rapid Test kits for COVID-19 and other medical paraphernalia such as swab sticks, vials and syringes, likewise multiple boxes of Chinese medicine that contains tablets and capsules with Chinese labels believed to be not registered under Food and Drug Administration (FDA).

Cases are being readied against the suspects and will undergo inquest proceedings before the Makati Prosecutors Office.

“The NCRPO keeps a keen eye regarding unauthorized clinics in Metro Manila immediately after unfolding the secret clinics exclusive for Chinese patients. These operating clinics must be closed because they are illegally dealing with the deadly pathogen and we cannot prejudice the health of the patients especially that they are residing in our country,” said NCRPO PMGEN SINAS.
