Makati Police Nabs Makati City’s PSD Employee For Robbery Extortion

The National Capital Region Police Office Regional Director, PMGEN DEBOLD M SINAS, lauded another prompt response of Makati City Police for nabbing an abusive employee of the Public Safety Department of Makati City Government yesterday, July 30, 2020 at Ayala Avenue, Brgy. San Antonio, Makati City.

The quick response of the Makati City Police was prompted by the report and complaint of Eduardo Aquino y Hernades, 40 years old, presently staying at Makati City Fire Station located at Ayala Avenue, Brgy. San Antonio, Makati City.

Aquino sought police assistance for the incident that happened around 10:00 o’clock in the morning of July 30, 2020, the suspect PSD employee Fidelito Atienza flagged down his motorcycle along the stretch of Ayala Avenue, Brgy. San Antonio, Makati City. Atienza confiscated his driver’s license and thereafter asked for money in exchange to his violation.

Taking cognizance of the report, Makati City Police Station immediately composed joint operatives of SIDMS and SWAT/TMR including the Public Safety Department of Makati City personnel to conduct entrapment operation against Atienza.

At around 12:00 PM of same date, the entrapment team of Makati City Police together with complainant proceeded to Ayala Avenue, Brgy. San Antonio, Makati City and strategically positioned thereat. Afterwards, complainant approached the suspect and handed over the entrapment money.

Bingo! The Makati City Police entrapment team approached the suspect and placed Atienza under arrest for Robbery Extortion. The entrapment money amounting to Php 500.00 with Serial No. P330827 from the possession of suspect PSD Atienza was recovered.

Subsequently, the suspect was brought to Ospital ng Makati for Mandatory Physical and Medical Examination while the recovered pieces of evidence were properly photographed and turned over to PMSg Harley Abuan, Evidence Custodian for safe keeping.

NCRPO Regional Director, PMGEN DEBOLD M SINAS reiterated and further encouraged the public to immediately report to the police any abusive person, groups and activities that could be a threat to peace and order so that appropriate and prompt police actions shall take place.   

NCRPO Nets Top 3 Most Wanted Person Of Mahayag Municipal Police Station, Zamboanga Del Sur

PMGEN DEBOLD M SINAS, Regional Director, National Capital Region Police Office lauded the joint personnel of Regional Intelligence Division, National Capital Region Police Office together with Southern Metro Manila District Field Unit (MMDFU), 301th SMG, Philippine Air Force (PAF), Taguig City Police Station, Mahayag Municipal Police Station, and Zamboanga Del Sur Provincial Police Office for the arrest of the Top 3 Most Wanted Person of Mahayag Municipal Police Station at about 5:00PM on July 30, 2020.

The accused was identified as Jerald Cabillon Y Natingor, 33 yrs old ( DOB: Oct 21, 1987), Married, Security Guard, Native of  Zamboanga Del Sur, resident of Block 65 Del Pilar St., AFPOVAI Village, Brgy Western Bicutan, Taguig City. Natingor is listed number 3 Most Wanted Person of Mahayag Municipal Police Station and a member of Ex Don Victoriano Criminal Group which is involved in gun for hire operations in Zamboanga Del Sur and provinces of Region 9.

Suspect was arrested along Bayani Road, Barangay Fort Bonifacio, Taguig City.

The OPLAN PAGTUGIS and SALIKOP stemmed from information from an unidentified security agency. After verification on the veracity of the report, joint operatives proceeded in the area and arrested the accused by virtue of Alias WOA for the Crime of Murder under Criminal Case No. 2017-10-3460 with No Bail recommended issued by Hon. Jaime B Caberte, Presiding Judge, 9th Judicial Region, RTC Branch 23, Molave, Zamboanga Del Sur dated January 18, 2018.

Natingor was informed of his constitutional rights and was turned over to the Southern MMDFU for proper documentation pending the issuance of commitment order against him.

NCRPO CELEBRATES EID’L ADHA THROUGH ANOTHER WAVE OF FOOD PACKAGE DISTRIBUTION

In line with the observance of Eid’l Adha 2020 and the culminating activity for the 25th Police Community Relations Month Celebration, The National Capital Region Police Office under the leadership of PMGEN DEBOLD M SINAS, simultaneously distributed relief packages to Muslim communities in different Masjid in Metro Manila today, July 31, 2020.

This Feast is celebrated throughout the Muslim world highlighted by the sacrificing of lamb and goat to commemorate Abraham’s obedience to the will of Allah.

Since the country is currently under the new normal, Muslims are celebrating Eid’l Adha differently from how they used to. Thus, Team NCRPO extended their hands in order to help them in its own simple way.

The Northern Police District was able to help 2,307 families; Eastern Police District gave out 1,850 food packages, and Manila Police District reached out to 3,800 families.

Southern Police District distributed 2,650 food packages; Quezon City Police District handed food packages to 3,000 families; and another 600 food packages were given to other beneficiaries.

A total of 14, 207 relief food packages were distributed region wide with 500 school supplies given by the Regional Mobile Force Battalion.

Meanwhile, a total of 34 live goats, 10 cows and 200 beef packs were also given by the Team NCRPO all over Metro Manila.

“We are hoping that these food packages will greatly help our Muslim brothers and sisters as we continue this plight against Covid 19. May the divine blessings of Allah bring lots of happiness in your life and may it fill your heart with wonders, hope and faith! Happy Eid’l Adha!”, said PMGEN SINAS.

Makati’s Top 8 Most Wanted Person, Nabbed In La Union

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS lauds the personnel of Makati City Police Station, Southern Police District for the successful arrest of their station’s Top 8 Most Wanted Person along McArthur Highway, Brgy. San Antonio, Agoo, La Union in front of Agoo Basilica at around 10:30 AM of July 30, 2020.

The operation stemmed after a confidential informant provided the location of the suspect. Upon confirming the veracity of the report, the operation ensued.

Suspect was identified as KEVIN VALENTIN y LARON, Filipino, Legal age, single and a resident of No. 7202 San Jose St., Brgy. Olympia, Makati City.

The above-mentioned suspect has a pending Warrant of Arrest issued by Hon. REDENTOR DC CARDENAS, Presiding Judge RTC Branch 134, Makati City, for the crime of Robbery docketed under Criminal Case No. R-MKT-20-00426-CR dated March 6, 2020 with Php100, 000 bail recommended.

The arrested suspect was brought to the office of Makati City Police Station Intelligence Section for documentation then later on turned over to Warrant and Subpoena Section (WSS), Makati City for proper disposition.

“I commend the operatives of Makati City Police, Southern Police District for their unwavering effort to arrest the Top Most Wanted Persons of Metro. We, Team NCRPO will not stop until we put all of these offenders behind bars,” PMGEN SINAS said.

NCRPO ARRESTS DILG’S TOP 1 MOST WANTED PERSON

The National Capital Region Police Chief, PMGEN DEBOLD M SINAS announced the successful arrest of the “supreme master” of the Philippine Benevolent Missionaries Association (PBMA), the subject of intensified and massive manhunt operations by police and military authorities for years and also tagged as the Top 1 Most Wanted Person of DILG on July 30, 2020 at about 5:00 AM in San Fernando City, Pampanga.

Subject was identified as Ruben Ecleo Jr, a.k.a “Manuel Riberal”, Top 1 National Level Most Wanted Person, male, 60 years old, a resident of Lot 6, Blk 8 by Orosa Subdivision, Balibago, Angeles City, Pampanga and a native of Dinagat Island, Surigao Del Norte.

Records show that Ecleo went into hiding for years and was monitored to leave Dinagat Island. Thereafter, intelligence operatives were able to locate him in Metro Manila in his short stay at Quezon City during the Enhanced Community Quarantine before going back to his residence at Diamond Subdivision, Barangay Balibago, Angeles City. He physically changed his appearance and identity in order to hide from the authorities. Accordingly, he was also being protected by his followers. However, persistent intelligence build up, casing, monitoring and operational research conducted by the operatives for almost six months led to a positive validation, which resulted in his arrest.

Investigation disclosed that operatives of National Capital Region Police Office – Regional Intelligence Division-Regional Special Operations Group together with the Regional Mobile Force Battalion accosted in coordination with Police Regional Office 3, the accused on board a vehicle near a golf course where he regularly plays.

During the arrest, Ecleo was accompanied by his driver identified as BENJIE RELACION FERNA a.k.a. “Smile”, male, 35 years old, a resident of Diamond Subdivision, Balibago, Angeles City, Pampanga and a native of San Jose Dinagat Island, Surigao Del Norte.

Seized from him were one (1) Toyota Grandia color white; Php 173, 150.00 cash; one golf club set; fake ID’s, three (3) cellphones and pieces of jewelry.

Ecleo has a standing Warrant of Arrest for Parricide issued by HON. SOLIVER C. PERAS, Judge, Regional Trial Court – Cebu, 7th Judicial Region, Branch 10, Cebu City docketed under Criminal Case No. 62307 dated May 10, 2012 and Alias Warrant of Arrest from Sandiganbayan, Quezon City, First Division for Violation of Sec 3 (e) of R.A. 3019 docketed under Criminal Case Nos. 24467 to 24469.

While Ferna, his driver, will be filed with Violation of Section 1 (c) of PD 1829 “Penalizing Obstruction of Apprehension and Prosecution of Criminal Offenders”.

A Search Warrant will also be prepared to search his residence and recover other pieces of evidence.

The suspects were apprised of their constitutional rights and right to Medico Legal Examination and were brought to NCRPO, Camp Bagong Diwa, Bicutan, Taguig City, Metro Manila for investigation and proper disposition.

“We are very happy for the successful arrest of Ecleo who has been hiding from his criminal activities for years. The long arm of the law will always catch up with criminals. No matter how long they try to elude, justice shall prevail,” PMGEN SINAS underscored.

NPD Nets 1 Million Worth Of Shabu Through Follow-Up Operation In Makati City

The National Capital Region Police Office Chief PMGEN DEBOLD M SINAS commended the successful buy-bust operation conducted by the District Drugs Enforcement Unit (DDEU), District Special Operation Unit (DSOU), Northern Police District at about 8:00PM of July 29, 2020 at No. 366, D. Gomez St., Brgy. Tejeros, Makati City.

The operation stemmed from the previous buy- bust operation in Caloocan City last July 16, 2020 wherein a total of 75 grams of Shabu were confiscated and three (3) drug personalities arrested. Thorough Intelligence driven and follow-up operation were conducted to plot an anti-illegal drug operation against the suspects.

Thereafter, upon completion of the transaction with a poseur buyer, suspects were arrested by the personnel of DDEU, NPD and  DSOU, NPD in coordination with Makati City Police Station.

Suspects were identified as:

1. Cheysser Asuncion y Puno, 25 y/o, married, delivery boy, residing at No. 2859, H. Santos St., Brgy. Singkamas, Makati City;

2. Mark Oñate, 18 y/o, single, jobless, residing at No. 41, H. Cruz St., Brgy. Tejeros, Makati City;

3. Paul Anthony Rita y Kabigting, 36 y/o, single, electrician, residing at No. 366, D. Gomez St., Brgy. Tejeros, Makati City;

4. Lorence Lagman y Calilung, 37 y/o, tricycle driver, single, residing at No. 366, D. Gomez St., Brgy. Tejeros, Makati City; and

5. Mary Anne Aspiras y Moraleda, 32 y/o, jobless, single, residing at No. 366, D. Gomez St., Brgy. Tejeros, Makati City.

Pieces of evidence seized from their possession and control were:

a. Twenty-nine (29) pcs. Medium heat-sealed transparent plastic sachets containing suspected Shabu;

b. One (1) pc. small Open Cut transparent plastic sachet containing suspected Shabu;

c. One (1) pc. Rolled Aluminum foil with traces of suspected Shabu;

d. One (1) pc. Thin Strip aluminum foil with traces of suspected Shabu;

e. Two (2) pcs. disposable lighter color pink and blue;

f. One (1) pc. genuine P1,000.00 bill with serial No. SB 583242 incorporated with eleven (11) pcs. boodle money;

g. One (1) unit Oppo cellular phone color green; and

h. Two (2) pcs. pouch color maroon and brown.

Estimated total weight of confiscated Shabu more or less 150 grams with Standard Drug Price amounting to P1, 020, 000.00 will be submitted to SPD Crime Laboratory for confirmatory testing.

The seized items were duly photographed, marked and inventoried at the place of arrest and in the presence of witnesses, Mr. Alex Mendoza, Hataw Balita/QCPD Press Corps – Media Representative; and Brgy. Kgwad Gregorio Ordas Jr., Brgy Tejeros, Makati City.

Suspects were brought at DDEU, NPD office for documentation and will be turned-over to Makati City Police Station Custodial Facility pending filing of cases for Violation of Sec. 5 (Sale of Dangerous Drugs); Sec. 11 (Possession of Dangerous Drugs); Sec. 26 (Conspiracy) and Sec. 13 (Pot Session) under Article ll of R.A. 9165 through Follow-up Buy-bust Operation.

“Another million worth of shabu has been busted by our operatives from Northern Police District. I would like to commend them and encourage them to continue the momentum of this war against illegal drugs” said PMGEN SINAS.

Drug Suspect From Navotas, Collared By Operatives

Chief of the National Capital Region Police Office, Police Major GENERAL DEBOLD M SINAS applauded the operatives of Navotas City Police Station for the successful conduct of buy-bust operation that yielded the arrest of a drug suspect and recovery of shabu worth Php 217,600.00. Despite the implementation of 14-day lockdown, Navotas City Police Station did not cease in the conduct of anti-criminality operations.

Records show that operatives received information regarding the illegal drug activities of the suspect. Upon verification of the report, operatives plotted a buy bust operation along R10, Brgy NBBN, Navotas City at about 11:40 PM, July 28, 2020.

Investigation shows that personnel of SDEU NCPS conducted a drug buy-bust operations covered with PDEA coordination that resulted in the arrest of RONNIE ALTIRADO y Jori @Ronnie kalbo, (Pusher/Not listed), 50 years old (DOB: July 7, 1980), male, single, welder and resident of 3 rd Ave., Grace Park, Brgy., 120, Caloocan City. He was informed of his Miranda rights in the language he understood but he opted to remain silent.

Pieces of evidence seized/confiscated were:

1) One (1) piece of small, heat-sealed, transparent plastic sachet containing white crystalline substance suspected to be “shabu” (Subject of buy bust;

2) Thirty (30) pieces of heat-sealed, transparent plastic sachets containing white crystalline substance suspected to be “shabu” (recovered after valid search upon the arrested suspect);

3) Three (3) pieces of one hundred peso bills used as buy-bust money;

4) One (1) coin purse

Estimated aggregate weight of all seized and confiscated suspected “shabu” were 32 grams with corresponding standard drug price of Php 217,600.00.

The markings of said pieces of evidence were conducted at the site right after the arrest of the suspect. Likewise, the physical inventory of the same was done in the presence of  Brgy. Kagawad Armando Sevilla (Elected official) and Esmael “Ka Maeng” Santos (Media)

The seized/confiscated suspected “shabu” will be submitted to PNP-NPD CLO, Samson Rd., Sangandaan, Caloocan City for quantitative and qualitative analysis.

Further, the said suspect was temporarily placed under the custody of Navotas City Police Station pending his presentation to the City Prosecutors Office for the Inquest proceedings.

“I commend the SDEU for another job well done. Despite the pandemic, the efforts and perseverance shown by Navotas City Police Station, Northern Police District in this war on drugs through successful anti-drug ops are of big help for the Metro Manila as a whole,” said PMGEN SINAS.

Top 1 Most Wanted Person Of Las Piñas Nabbed

PMGEN DEBOLD M SINAS, Regional Director, National Capital Region Police Office applauded the joint operatives of Warrant Service Section, Intelligence Section and SWAT of Las Piñas City Police Station, Southern Police District for the arrest of the Top 1 Most Wanted Person for Murder.

The suspect identified as Jayvee Tolin y Celahis also known as Robin, male, 29 years old and residing at B9 L8 Christ the King Subd., Brgy Pulo, Talon 4, Las Piñas City.

Initial reports disclosed that upon verification of the information about suspect’s presence in the area, joint operatives of the Warrant Service Section, Intelligence Section and SWAT of Las Piñas City Police Station arrested the suspect at about 8:30PM on July 27, 2020.

The suspect was arrested by virtue of Warrant of Arrest issued by Hon. Judge EDUARDO ISRAEL TANGUANCO, REGIONAL TRIAL COURT Branch 89, Bacoor City, and Docketed under Crim. No. #B-2016-624 dated April 26, 2017, with No Bail Recommended.

During the service of the warrant, Tolin was informed regarding the pending warrant of arrest against him and was properly apprised of his Constitutional Rights.  Further, accused is presently detained at the Station Custodial Facility, Las Piñas City while waiting for the issuance of commitment order and return of the Warrant of Arrest to the court of origin.

“The continuous manhunt operations for individuals with standing Warrants of Arrest is an indication that our personnel are committed and dedicated to their job in spite of the dangers we are facing this time of pandemic,” PMGEN SINAS said.

Statement of PMGEN DEBOLD M SINAS Regional Director, NCRPO Re: Confiscation of Placards During a Mass in Quiapo Church

In a video circulating in social media, police officers were seen confiscating placards and other paraphernalias as part of police response during a celebration of a mass in Quiapo Church.

Based on the report of Manila Police District, I would like to clarify that responding police officers received a report from church security officers that members of Akbayan Party List pulled out a placard and publicly displayed it which reads “IPAGLABAN ANG KALAYAAN! RESIST TERROR LAW!” during the mass.

The scene caused distraction to other churchgoers inside the Quiapo Church, affecting the solemnity of the mass. Meanwhile, other members of the group were outside and were also displaying the placards. Henceforth, police officers responded to the report and confiscated the said placards. Photos are attached to see what had happened on that day.

In its highest form, NCRPO respects human rights and freedom of speech. However, we would like to emphasize that we must observe the solemn celebration of the mass and find appropriate place to air grievances.

At the same time, we respect the sacred place where not only the partylists are welcome but everyone who wishes to hear the gospel. Thus, we will not tolerate such deplorable acts for the benefit of all especially of the ordinary people.

Kung talagang pagsisimba lang ang intention ng Akbayan, hindi na dapat nila dinala sa loob ng simbahan ang mga anti government placards, at habang nag mimisa ang pare ay inilabas nila ang mga placards so naalarma ang ibang church people kaya nagsumbong sa pulis.

Accordingly, pagkatapos ng misa sabay sabay silang lalabas sa gilid ng simbahan at doon mag sasagawa ng kanilang protest statement dahil may nakaantabay na mga media doon.

Yung ibang parishioner na nagdadasal ng taimtim nagulat din bakit may mga taong naglalabas ng placard sa loob ng simbahan kaya minabuti ng pulis natin na kumpiskahin na lang ang mga ito. Dapat sa Manila Cathedral nila ito gagawin kaya lang tumanggi ang Manila Cathedral na mag mass para kay Sen. Risa Hontiveros kaya sila napunta ng Quiapo.

They want to make a protest using the church as cover, kung simba at dasal lang talaga ang pakay na Akbayan hindi nila dapat ipasok sa loob ng simbahan ang mga anti govt placards nila at inilabas pa nila habang may mass, so yung ibang nagdadasal nawala din sa concentration ng panalangin nila.

LEADER OF SIGUE-SIGUE SPUTNIK GANG AND NONOY ROBBERY/SNATCHING GROUP ARRESTED IN SAMPALOC, MANILA

PMGEN DEBOLD M SINAS, Chief, NCRPO commends the joint operatives of the Regional Intelligence Division, NCRPO; MPD Police Station 4 (Sampaloc, Manila Police District; and Manila District Field Unit for the successful arrest of the leader of Sigue-Sigue Sputnik Gang and Nonoy Robbery/Snatching Group along Loreto St. Sampaloc, Manila at around 4:00 PM of July 27, 2020.

The operation stemmed under the “OPLAN PAGTUGIS” in which the operatives conducted manhunt operation against wanted person that resulted in the arrest of the suspect.

Investigation report disclosed that the suspect was identified as Rolando Loyola a.k.a Eduardo Loyola Jr. y Quinagoran & a.k.a. Nonoy, male, 29 years old, single, jobless, and a resident of no. 87 Loreto St. Sampaloc, Manila.

The above-mentioned suspect has a pending warrant of arrest for the violation of RA 7610 docketed under Criminal Case No. 15-315418 issued by HON. Judge Silverio Q. Cadtillo of Regional Trial Court, Branch 48, Manila dated December 14, 2016 with Php 80,000.00 bail recommended.

The arrested suspect was brought to MANILA DFU for proper documentation and disposition prior to the return of warrant to issuing court.
