The District Director of Quezon City Police District (QCPD), PBGEN RONNIE S MONTEJO reported to Regional Director, PMGEN DEBOLD M SINAS the shooting incident that transpired about 2:30 PM of April 21, 2020 in front of Genel’s Silog along Maligaya Drive corner Sampaguita St., Brgy. Pasong Putik, Quezon City resulting in the neutralization of one male suspect.
The Chief of National Capital Region Police Office identified the suspect as Winston Aquino Ragos, 33 years old, male, married, retired AFP personnel, college level and resident of No. 65 Sampaguita St. Brgy. Pasong Putik, Quezon City.
Investigation disclosed that PMSg Daniel Florendo and four police trainees from the Highway Patrol Group were manning a quarantine control point along Maligaya Drive Brgy. Pasong Putik when the Ragos, approached the Police Trainees and started shouting and uttering intimidating words.
Police officers asked him to go home and stay inside his house as he was violating the Enhanced Community Quarantine. However, Ragos ignored the authorities and further identified himself as a former soldier.
Later on, authorities learned that he was carrying a caliber 38 revolver loaded with ammunition inside his sling bag, hence, PMSg Florendo drew his firearm and cautiously approached Ragos.
Thereafter, PMSg Florendo ordered Ragos to yield peacefully but he refused to do so. Instead of heeding to a lawful order, the former soldier tried to pull a handgun in his carried handbag. Sensing imminent danger and a threat posed to his life, said lawmen ordered him to ease his hand on the weapon but he resisted. Having no option left, police officer fired upon the suspect and subdued the latter.
The suspect was rushed to Commonwealth Hospital but was declared dead by the attending physician.
Recovered from the possession and control of the Ragos were one caliber 38 revolver Smith and Wesson without serial number, loaded with four (4) live ammunitions, one wallet with assorted ID’s, Landbank ATM card, BDO ATM card. Meanwhile, PMSg Florendo voluntarily surrendered himself and his service firearm to the Criminal Investigation and Detection Unit (CIDU) QCPD for further investigation.
PMGEN SINAS said investigation is being conducted by the CIDU QCPD and the District Internal Affairs Service. “A formal fact-finding investigation has been conducted for necessary criminal and administrative charges,” he said.
“We can see that the police officer was prompt in making decision especially that lives of people are in danger. We are bound to serve and protect our people, implementing the law for the benefit of everyone. Kakampi nyo po kami,” he added.
