SOURCE OF ILLEGAL DRUGS BUSTED IN MARIKINA, 2 KLS OF SUSPECTED DRIED MARIJUANA RECOVERED

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS commended the Station Drug Enforcement Unit (SDEU) Marikina City Police Station, Eastern Police District for a successful buy-bust operation along No. 16 Desemporado St., Saint Mary Subd., Brgy. Nangka, Marikina City at around 5:45 PM of September 28, 2020.

The arrest was the result of a simultaneous follow-up operation of SDEU Marikina City Police Station operatives. On or about 3:20 PM of September 28, 2020 a buy-bust operation was made at Ampalaya St., Brgy. Tumana, Marikina City wherein the operatives were able to arrest two (2) suspects.

Subsequently, on the same date a follow-up operation ensued to locate the source of the illegal drugs confiscated from the first buy-bust.

A poseur buyer with the police operatives set-up a transaction with a certain Andrei. Subject person Andrei sent a picture of his merchandise wherein the operatives managed to see the rolled package containing suspected marijuana. Afterwards, the transaction took place inside Andrei’s house where he has two (2) cohorts helping him repack the merchandise to be sealed and sold in a ziplock form.

After the transaction, the operatives pushed through with the pre-arranged buy-bust operation which resulted in the arrest of Andrei along with his two (2) other cohorts.

Further investigation disclosed that Andrei was under surveillance by the SDEU operatives for a week before the said arrest.

Initial investigation showed that the arrested suspects were identified as:

a.) Andres Segubiense y Secretario a.k.a. Andrei, 19 years old, single, jobless and residing at no. 16 Desamporado St., St Mary Subd., Brgy. Nangka, Marikina City;

b.) Angelo Ugay y Visinica a.k.a. Gelo, 20 years old, single, jobless and residing at no. 12 St Joseph St., Tierra Vista St., St Joseph Brgy Nangka, Marikina City; and

c.) Edgar Alvin Buenaventura y Alfonso a.k.a. Babin, 20 years old, single, jobless and residing at Apo St., Marikina Village, Brgy Nangka, Marikina City.

Seized from the suspects are the following pieces of evidence:

a) Seven (7) pieces of transparent ziplock containing suspected dried marijuana leaves with fruiting tops;

b) Six (5) pieces brown bag containing suspected dried marijuana leaves with fruiting tops;

c) Two (2) pieces rolled package containing suspected dried marijuana leaves with fruiting tops;

d) One (1) pack transparent ziplock;

e) One (1) piece digital weighing scale;

f) One (1) piece blue pale (biscuit container); and

g) One (1) piece One Thousand  peso bill with serial no. LG553807.

The items were duly marked and inventoried in the presence of Brgy. Kagawad Redentor C Masangkay of Brgy Nangka, Marikina City and Media Representative Ms. Margie Bautista of REMATE.

The confiscated illegal drugs has an estimated aggregate weight of more or less 2 kilograms with DDB value amounting PHP 240, 000.00. It was turned-over to EPD Crime Laboratory for chemical analysis.

Meanwhile, the arrested suspects are now detained at Marikina City Police Station Custodial Facility for proper disposition pending the filing of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of R.A. 9165 or otherwise known as “Comprehensive Dangerous Drugs Act of 2002.”

“I commend SDEU of Marikina City Police Station for another successful buy-bust operation. The arrest of the source of the illegal drugs will have a great impact in lessening illegal drug activities in the area and sooner or later we will be able to eliminate illegal drug activities in the Metro,” PMGEN SINAS stated.

CLASH OF RANKS SHOOTFEST, LAUNCHED IN NCRPO

The National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS spearheaded the conduct of NCRPO Clash of the Ranks Shootfest from September 19-20 and 26-27, 2020 at NCRPO Firing Range, Camp Bagong Diwa, Bicutan, Taguig City.

The shootfest is geared to simultaneously conduct PNP Standard Handgun Marksmanship Training among NCRPO personnel in line with the 9-point agenda of the current Chief PNP, PGEN CAMILO PANCRATIUS P CASCOLAN embodied in the PNP Sustainable Development Plan.

This training aims to develop, boost and sustain the level of confidence and proficiency of police officers in the use of their issued short firearms.

The event was participated by personnel from the Regional Headquarters, Regional Mobile Force, Regional Support Units and all police districts of NCRPO.

At the end of the shootfest, participants are expected to receive badges representing their shooting capabilities such as Marksman, Sharp Shooter and Expert. Moreover, awards such as best shooter per rank, best team per rank, worst shooter per rank, worst team per rank and perpetual trophy for best unit will also be given to deserving participants.

From September 19-20, 2020, 237 participants already received their classification badges wherein 43 were marksman, 20 were sharp shooters and 4 were experts shooters.

During the 2nd part of the shootfest held on September 26 to 27, 2020, a total of 513 personnel participated wherein 122 were classified as Marksmen, 34 were tagged as sharp shooters, 7 were identified as experts and 1 was found to be master in handling short firearms. The rest of the other participants failed to classify in any of the aforementioned category.

“I am elated that all NCRPO personnel are participating in this endeavor to ensure that we are proficient in the use of our issued weapons. As law enforcers, we should always be prepared for the dynamic and life-threatening situations we may face everyday in the streets,” said PMGEN SINAS.

DIALOGUE AND SIGNING OF PEACE COVENANT WITH MUSLIM BROTHERS AND SISTERS CONTINUES

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS applauds Manila Police District and Northern Police District for the successful conduct of Dialogue and Signing of Peace Covenant with our Muslim Brothers and Sisters that aims to strengthen the relationship between our police personnel and the Muslim community.

Initially, NCRPO Regional Director PMGEN SINAS started the first Dialogue and Signing of Peace Covenant with our Muslim Brothers and Sisters at the Blue Masjid, Mindanao Avenue, Maharlika Village, Taguig City on August 28, 2020 at around 1:30 PM.

Following the initial dialogue, on September 24, 2020 at around 2:00 PM, Northern Police District conducted the Dialogue and Signing of Peace Covenant with our Muslim Brothers and Sisters in Northern Metro. It was held at the Cinema 4 SM City Valenzuela, Mc Arthur Highway, Karuhatan, Valenzuela City.

The occasion was graced by PBGEN Ronaldo Genaro E Ylagan, District Director, of Northern Police District and was participated by the Chiefs of Police and Chief, Community Affairs Section of CAMANAVA City Police Stations and twenty six (26) Imam/Leaders and Salaam civilian volunteers, Barangay Officials, Barangay Peacekeeping Action Team and other members of Non-Government Organizations.

The Dialogue and Peace Covenant aims to educate the public on the factual intent of the Anti-Terrorism Act of 2020, to provide support for the information dissemination and to counter the negative issues that may be thrown against the PNP associated with this act.

Subsequently, on September 25, 2020 about 3:00PM at the Covered Gym of Nazarene Catholic School at 1053 R. Hidalgo St., Quiapo, Manila Police District conducted similar activity.

The occasion was headed by Manila Police District, District Director PBGEN Rolando F Miranda represented by PCOL Nicolas S Salvador, District Deputy Director for Operations, MPD and participated by all the Station Commanders of MPD, the District Community Affairs Development Division personnel and Sultan Omar Paumbaya the Administrator for Manila Golden Mosque along with eighty one (81) other Muslim Brothers, Sisters.

Moreover, as a proof to this agreement, both NPD and MPD personnel along with our Muslim Brothers and Sisters recited their Pledge of Commitment and affixed their name and signature in the Peace Covenant.

“This Peace Covenant will surely bring a harmonious relationship with our Muslim Brothers and Sisters in terms of coexisting in one community. Having shared responsibility to maintain peace and order and avoiding any form of crimes that may compromise each other. This also manifests that regardless of our differences we can unite as one for the betterment of the community we are living in,” PMGEN SINAS stated.

NCRPO GAVE TRIBUTE TO RETIRING PNP PERSONNEL AND CANINE DOGS

PMGEN DEBOLD M SINAS graced the Salamat Kapatid Program of the National Capital Region Police Office (NCRPO) held on September 25, 2020 at Hinirang Multi-Purpose Hall, Camp Bagong Diwa, Bicutan, Taguig City.

The “Salamat Kapatid Program” was conducted to honor the six (6) PNP uniformed personnel and (1) one Non-Uniformed Personnel who selflessly dedicated themselves in performing their mandated task. The Chief of NCRPO led the awarding of medals, plaques and mementos to the retiring PNP personnel.

Additionally, the ceremony included six (6) canine retirees whose contributions and impact to policing were also recognized.

During the speech of PMGEN SINAS, he congratulated the retirees for surpassing the adversities brought about by their chosen career. The the blood, sweat, tears, time and effort that they have given in their years as law enforcers of this nation is priceless and incomparable.

He also emphasized that the retirees will serve as an inspiration to all police officers still in service to work efficiently and effectively to achieve what they have achieved.

At the end of the event, he encouraged the retirees to continue supporting the programs of the PNP regardless of their retirement.

SPD’s Top 10 Illegal Drug Personality Busted In Makati City

PMGEN DEBOLD M SINAS, Chief, NCRPO applauds the Station Drug Enforcement Unit (SDEU) of Makati City Police Station, Southern Police District for a successful buy-bust operation which resulted in the apprehension of SPD’s Top 10 Illegal Drug Personality along 304 Blk 8, Suha St., Brgy. West Rembo, Makati City at around 11:15 PM of September 23, 2020.

The arrest was plotted after a confidential informant reported about the illegal drug activities of the suspect in the area of Brgy. West Rembo. One of the operatives acted as a poseur buyer to confirm the veracity of the report. He was able to purchase one (1) piece small transparent plastic sachet containing white crystalline substance suspected to be shabu from JUDITH in exchange of PHP 1,000.00.

Subsequently, after the transaction, personnel of Makati conducted the pre-arranged buy-bust which resulted in the arrest. Moreover, further investigation disclosed that JUDITH is tagged as Top 10 Illegal Drug Personality of the Southern Police District.

Initial investigation disclosed that the arrested suspect was identified as Judith Abella Y Finez aka Judith, female, widow, 60 years old, residing at 304 Block 8, Suha St.  Brgy. West Rembo Makati City.

Seized from suspect’s possession are the following pieces of evidence:

a) Eight (8) pieces small heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu;

b) One (1) transparent plastic containing white crystalline substance suspected to be shabu;

c) One (1) piece 1000 peso bill money (buy-bust money);

d) One (1) weighing scale;

e) One (1) eyeglass case color dirty white;

f) One (1) disposable lighter color green;

g) One (1) cigarette pack color green; and

h) One (1) foil strip with residue.

The items were duly marked and inventoried with the presence of Kagawad Rodrigo Neri of Brgy. West Rembo, Makati City and Media Representative Don King Zarate of DZXL.

The confiscated illegal drugs has an estimated aggregate weight of more or less 30 grams with DDB value amounting PHP 204,000.00. It was turned-over to SPD Crime Laboratory for chemical analysis.

The arrested suspect was brought to SDEU Office Makati City Police Station for proper disposition pending the filing of appropriate charges to the court for violation of Sec. 5, Sec. 11 and Sec. 12 Article II of R.A. 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002”.

“I commend the operatives of SDEU Makati City Police Station for another successful buy-bust operation. The arrest of SPD’s Top 10 Illegal Drugs Personality will greatly contribute to the reduction of drug proliferation in the Metro,” said PMGEN SINAS.

6.8 Million Worth Of Suspected Shabu, Busted In Taguig

The National Capital Region Police Chief PMGEN DEBOLD M SINAS commended the successful anti-illegal drug operations conducted by the District Special Operation Unit and District Drug Enforcement Unit of Northern Police District which resulted in the seizure of PHP 6.8 Million worth of suspected illegal drugs at around 1:00 PM of September 24, 2020 infront of No. 178, M.L. Quezon St., Brgy. New Lower Bicutan, Taguig, City.

The operation ensued after intelligence information developed from previous buy bust operations conducted on September 2, 2020 and September 10, 2020 in Caloocan City against ‘Onie Drug Group’, a notorious illegal drug syndicate operating within CAMANAVA area wherein 8 Drug Personalities were already arrested and a total of 400 grams of Shabu were confiscated.

Consequently, the operatives were prompted to conduct a tactical follow-up buy-bust operation against the suspect who was later identified as Rahib Abdul y Linge, 34 y/o (DOB August 15, 1978), married, jobless, residing at Road 18, Roldan St., Brgy. New Lower Bicutan, Taguig City.

According to the initial report, one of the police officers acted as the poseur buyer and transacted to purchase illegal drugs from the suspect. Upon his arrest, the following items were recovered from him thus:

a. One (1) pc. Vacuum sealed transparent plastic bag containing supected Shabu;

b. One (1) pc.  paper bag color dark brown;

c. One (1) pc. Back pack color red and gray;

d. One (1) unit motorcycle Yamaha MIO 125i color yellow bearing MV File number 0401-0655666; and

e. One (1) pc. genuine P1,000.00 bill with serial number BK429292 incorporated with 149 pcs. P1,000.00 of boodle money.

The recovered suspected illegal drugs has an estimated total weight of more or less 1 kilogram with a Standard Drug Value amounting to P6,800,000.00.

Consequently, the suspect was brought to the custody of NPD-DDEU for documentation before he was turned-over to Taguig City Police Station Custodial Facility pending the filing of appropriate charges for violation of Sec. 5 (Sale of Dangerous Drugs) and Sec. 11 (Possession of Dangerous Drugs) Article ll of R.A. 9165.

The pieces of evidence recovered during the operation were duly marked and inventoried at the place of apprehension and in the presence of the suspect and mandatory witnesses, Mr. Nolan Areola of Leaders News – Media Representative and Brgy. Kgawad Ruel Q Dela Cueva, Brgy. New Lower Bicutan, Taguig City while the seized pieces of drug evidence were submitted for analysis to SPD Crime Laboratory.

“I commend the concerted effort of District Special Operation Unit (DSOU) and District Drug Enforcement Unit (DDEU) of NPD in tracking down this drug personality from the notorious drug group and recovering a large amount of suspected illegal drugs from his possession. This successful anti-illegal drug operation once again reflected our commitment to free the Metro from this dangerous and deadly substance,” PMGEN SINAS emphasized.

TOP 3 Most Wanted Person of Mandaluyong City Police Arrested in PRO-4A

National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS lauds the operatives of the Intelligence Section (F2)-Regional Mobile Force Battalion (RMFB), NCRPO, District Intelligence Division, Eastern Police District and Binangonan Municipal Police Station, Rizal Provincial Police Office for the arrest of the Top 3 Most Most Wanted Person of Mandaluyong City Police Station at about 4:30PM on September 23, 2020 at Purok 1, Barangay Macamot, Binangonan, Rizal (PRO-4A).

Arrested Wanted Person was identified as John Mark Labiano y Hipolito alias “Jim” male, jobless single, 29 and a resident of 281-A Luna St Brgy Burol, Mandaluyong City.

Investigation disclosed that the operation was plotted after series of surveillance and social media exploitation were conducted regarding the whereabouts of the subject person. Upon validation of the intelligence report, operatives served and effected the arrest of the above accused who went into hiding for three (3) years in Binangonan, Rizal.

The accused was arrested by virtue of the Warrant of Arrest issued by Hon. Imelda Poster Saulog, Presiding Judge, Mandaluyong City Regional Trail Court Branch 214 dated November 9, 2018 with Criminal Case No. R-MND-17-00739 for the Crime of Rape with no bail recommended.

Upon arrest, Labiano was apprised of his constitutional rights and is now under the custody of the NCRPO operating units for documentation and proper disposition.

This accomplishment manifests the dedication and commitment of our men to serve and effect warrants of arrest to accused persons hiding in the Metro and even in other regions of the country,” PMGEN SINAS stated.

MORE THAN 200K WORTH OF ILLEGAL DRUGS SEIZED IN A BUY-BUST IN QUEZON CITY

The National Capital Region Police Chief, PMGEN DEBOLD M SINAS lauded the anti-illegal drugs campaign of Batasan Police Station-6, Quezon City Police Disrict which resulted in the confiscation of around Php 210,000 worth of suspected illegal drugs at about 9:30PM of September 23, 2020 along #26 Adelfa Street (Abanay), Barangay Culiat, Quezon City.

The operation stemmed from an information gathered from confidential informants regarding the involvement of the suspects in illegal drug activities within the area. Consequently, the information was validated through a series of intelligence monitoring and case build-up. Thereafter, an operation was ploted wherein one of the police officers acted as the poseur buyer in a deal established with the suspects.

After due coordination with PDEA NCR, a joint buy-bust operation ensued together with the operatives of PS-6, QCPD Station Drug Enforcement Unit and personnel of the PS-3 QCPD Station Drug Enforcement Unit which resulted in the arrest of a newly identified drug personality who was later identified as BENJAMIN PARCON y VESTAS alias Nonoy, male, 22years old (October 13, 1997), single, delivery driver and a resident of #26 Adelfa Street, Visayas Ave., Barangay Culiat, Quezon City.

Recovered from him were the following pieces of evidence thus:

  1. Four (4) pcs large bubble wrap plastic containing suspected dried Marijuana; and
  2. One (1) pc Php500 bill bearing serial number DK162351 with initials of PB and Nine (9) pcs 1000 boodle money, utilized as Buy-bust money.

The confiscated items were duly marked and inventoried in the presence of mandatory witnesses, Kagawad Marichu Montehermoso of Barangay Culiat, QC and Mr. Christopher Yu of Tuklas news National.

The seized illegal drug suspected to be marijuana has an aggregate estimated weight of more or less 1.75 kilograms with a DDB value amounting to Php 210,000 pesos. It was turned over to the PNP Crime laboratory for confirmatory testing while the suspect was detained at Police Station 6, QCPD pending the filing of appropriate charges.

BUY-BUST OPS CONDUCTED IN SAMPALOC, SUSPECT NAILED, 500K WORTH OF SUSPECTED SHABU RECOVERED

The National Capital Region Police Office, Chief, PMGEN DEBOLD SINAS commended the operatives of Station Drug Enforcement Unit (SDEU), Galas Police Station – 11, Quezon City Police District for the successful apprehension of a High Value Individual through a buy-bust operation along No. 1132 Dos Castillas St., Sampaloc Manila at around 3:45 PM of September 23, 2020.

Initial report showed that the suspect was identified as MOHAMMAD IMRAN ABDULGONI Y AWIS, Filipino, 27 years old, Single, Call Center Agent (Alorica), native of Mampang, Zamboanga Del Sur, and currently residing at No. 1132 Dos Castillas St., Sampaloc, Manila.

The arrest was plotted after intelligence driven efforts of the Intelligence Officers and Station Drug Enforcement Unit (SDEU) who conducted surveillance and monitoring against IMRAN.

Moreover, since IMRAN is considered a High Value Individual, he was already closely monitored by the operatives of PS – 11 even before the operation and on the said date of the buy-bust IMRAN was finally arrested.

Seized from the suspect’s possession are the following pieces of evidence:

a) Six (6) pcs heat-sealed transparent plastic sachet containing suspected shabu;
b) Two (2) pcs (genuine) one thousand peso bill and Eight (8) pcs (boodle) one thousand peso pre marked with initial RR used as buy-bust money;
c) One (1) unit Digital weighing scale;
d) Several small empty transparent sachet;
e) One (1) Stainless scissor; and
f) One (1) Yellow pouch

The items were duly marked and inventoried in the presence of Barangay Kagawad Rommel Ortizano of Brgy.481 Zone 47, Sampaloc, Manila and Media Representative Mr. Jimmy Mendoza of Sunshine Radio.

The confiscated illegal drugs has an aggregate estimated weight of more or less 75 grams with DDB value amounting to PHP 510,000.00. It was turned over to QCPD Crime Laboratory Office for examination together with other confiscated pieces of evidence.

The arrested suspect was brought to PS – 11 Galas for proper disposition pending the filing of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of R.A. 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002.”

“Series of buy-bust operations are conducted all around Metro to arrest these drug peddlers and I must commend our operatives who tirelessly work behind all of it. In no certain time I believe that TEAM NCRPO will be able to eliminate illegal drug activities circulating in Metro,” PMGEN SINAS stated.

400K WORTH OF SUSPECTED SHABU AND FIREARM RECOVERED IN A BUY-BUST OPS IN MARIKINA

PMGEN DEBOLD M SINAS, Chief, NCRPO lauds Marikina City Police Station, Eastern Police District for a successful buy-bust operation which resulted in the arrest of the suspect in possession of dangerous drugs and firearm along Gen Ordoñez St., in front of Bubbles Car Wash, Brgy. Marikina Heights, Marikina City at around 10:00 PM of September 22, 2020.

The operation stemmed from a report of a reliable informant about the illegal drug activities of the suspect in the area of Brgy. Marikina Heights.

Subsequently, Marikina police immediately coordinated with PDEA for validation of the report and upon positive validation, arranged a buy-bust operation against the suspect.

Initial investigation disclosed that the arrested suspect was identified as Mellowie Cruz y Buen @Bossing, 28 y/o, single, jobless, and residing at Palimbang, San Marcos, Bulacan.

Seized from suspect’s possession are the following pieces of evidence:

a) Ten (10) pieces of small heat sealed plastic sachet containing white crystalline substance suspected as dangerous drugs;

b) Seven (7) pieces of medium heat sealed transparent plastic sachet containing white crystalline substance suspected as dangerous drugs;

c) One (1) sling bag color black;

d) One (1) unit 9mm Pistol (Norinco);

e) One (1) pcs 9mm magazine;

f) Four (1) pieces live ammunition of 9mm;

g) One (1) unit Toyota Avanza bearing plate no. DAD 4711 color champagne; and

h) One (1) piece Five Hundred peso bill with serial no. FZ960290 used as buy bust money.

Marking and inventory of the recovered pieces of evidence was witnessed by Brgy. Kagawad Orlando M Torres Brgy. Marikina Heights, Marikina City and Media Representative Ms Margie Bautista of REMATE.

The confiscated illegal drugs has an aggregate estimated weight of more or less 60 grams with DDB value amounting PHP 408,000.00. It was turned-over to EPD Crime Laboratory for chemical analysis together with the other recovered pieces of evidence.

Meanwhile, the arrested suspect is now detained in Marikina City Police Station Custodial Facility for proper documentation pending the filing of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of R.A. 9165 or “Comprehensive Dangerous Drugs Act of 2002” and violation of R.A. 10591 known as “Comprehensive Firearms and Ammunition Regulation Act”.

“I commend the operatives of Marikina for instantly taking action to the report about the illegal drug activities which resulted in this successful operation. I would also like to extend my gratitude to the public for their continuous support to Team NCRPO,” PMGEN SINAS said.
