Opening of PNP Youth Camp 2019

In preparation for the celebration of the 500th Year of Christianity in the Philippines, the CBCP has declared 2019 as the Year of the Youth. The occasion was officially opened last Sunday (Dec. 2), the first Sunday of Advent, and will close on Nov. 24, 2019, the feast of Christ the King. The year-long celebration will reflect on the theme “Filipino Youth in Mission: Beloved, Gifted, Empowered”. Activities both in the national and diocesan levels are aimed on at least four objectives: youth in formation, youth in community, Church and society, youth in mission, and youth ministry and youth ministers.

In line with this celebration, joint efforts of PNP Headquarters, NCRPO, NCRPO Ladies Club spearheaded by Madam Rosalie H. Eleazar, NCRPO Regional Community Affairs Development Division and NCRPO Chaplain Service formally opened the PNP Youth Camp 2019 with a theme, “I am Youth. I am Beloved. I am Gifted. I am Empowered. ONE IN MISSION THROUGH CHRIST”, this afternoon at St. Michael Retreat House, San Jose Extension, L Sumulong Memorial Circle, Antipolo City. 

The NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR called on the 142 youth participants to deepen their understanding about the responsibilities of a Filipino youth to their family, community and country. He encourage them to be inspired by the call of the Church for the year of the Youth as Beloved, Gifted and Empowered.

The PNP Youth Camp 2019 is a three days activity that will end on April 25, 2019.

Arrest of four drug suspects, confiscation of 1.1M of shabu and contrabands

Joint elements of NCRPO Regional Drug Enforcement Unit, Taguig City Police Station and Philippine Drug Enforcement Unit successfully conducted an anti-illegal drugs buy-bust operation at about 12:30am of April 26, 2019  at C6 Road, Brgy. Napindan Taguig City which resulted in the arrest of 4 drug suspects, confiscation of 1.1M suspected shabu and contraband.

The operation was hatched from the information given by a civilian informant. Casing and surveillance for couple of months were conducted against the criminal gang resulting in a positive validation. 

Arrested suspects were identified as; 1. Joseph Marcelo y Venus, 41 years old, Driver, with live-in partner and presently residing at Brgy. Valenzuela, Makati City;  2. Ronald Kerwin Bustos y Langit @ “Kerwin”, 32 years old, single, jobless and residing at San Andres Bukid, Manila; 3. Anthony Cruz y Estacio @ “Boy”, 41 years old, married, Driver and presently residing at Bagong Calzada Pateros; and 4. Robert Saligan y DelaCruz @ “Obet”, 40 years old, Laborer, and presently residing at Brgy. Calzada, Tipas Taguig City.

Upon apprehension, operatives yielded a total of 165 grams of suspected shabu with street value of Php 1,122,000.00, two hand guns loaded with ammunitions, one hand grenade and two weighing scale.

Investigation revealed that the arrested suspects are members of a criminal gang engaged in the illegal drug trade listed in the SPD illegal drug watch list, operating in the Southern part of Metro Manila. They have been previously arrested and charged before the Courts of Makati and Taguig City for the past 2 years for the same offense, but their cases were repeatedly dismissed.

The arrested suspects and recovered pieces of evidence were brought to RDEU office and will be subjected for technical examination before the PNP Crime Laboratory Office. 

Cases for violation of Section 5, 11 and 26 of RA 9165 (Comprehensive Dangerous Drugs Act of 2002), RA 10591 (Comprehensive Law on Firearms and Ammunition)  and RA9516 ( Illegal posession of explosives) in relation to Omnibus Election Code and Comelec Gun Ban are being prepared for filling in the proper Court against the suspects.

The NCRPO Regional Director PMGEN GUILLERMO LORENZO ELEAZAR commended the operatives for the arrest of the suspects considering that the firearms recovered from them can possibly be used for gun for hire and other criminal activities with the  elections forthcoming. 

PMGEN ELEAZAR also said that they will further investigate the reasons why their previous cases were dismissed. “Yung pagtutulak ng iligal na droga, wala dapat bail yan. walang dahilan para makabalik sa komunidad ang mga suspects na yan para makapagtulak pa rin ng droga. Papa imbestigahin ko kung bakit nakakalaya pa mga iyan. Alam natin na itong pagbebenta ng ilegal na droga ay isang magandang negosyo para sa kanila at madali ang pera. Ating alamin kung ginagamitan nitong mga ito ang pera para maabsuwelto sila sa mga kaso nila”, PMGEN ELEAZAR said.

PNP Absentee voting

Press Statement of NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR on right to suffrage of the police. 

The NCRPO is all set to ensure peaceful Local Mid-year Elections on May 13, 2019. The public can highly expect that our policemen will continue to implement the Comelec’s Gun Ban policy, will maintain  the frequency of checkpoints in the Metropolis to help deter criminal minds in executing their evil designs and maintain a non-partisan position in handling political cases.

While it is true that PNP serves and protects our countrymen so they may peacefully exercise their right to vote, most of our policemen disregard their own rights to suffrage. It is the very reason that I would like to encourage all policemen, especially those who come from their hometowns in the provinces, that every vote counts and your votes are equally significant.

Based on COMELEC Resolution No. 10443, Section 2 stated, that members of the PNP are entitled to avail of Absentee Voting, provided, they are duly registered voters and temporarily assigned in places where they are not registered, in the course of undertaking their public functions and duties.
In fact, the COMELEC had scheduled April 29, 30 and May 1, 2019 for the police assigned in NCRPO and Camp Crame Headquarters personnel to avail of the Absentee Voting at the following locations: Camp Crame Multi-purpose Hall, Quezon City; Malabon City Police Station; Eastern Police District Headquarters, Caruncho Ave.,Pasig City; Pateros Municipal Hall; Quezon City Police District Headquarters; and Regional Mobile Force Batallion Multipurpose Hall, Camp Bagong Diwa, Taguig City.

The PNP takes advantage of the Absentee Voting in order to maximize the deployment of police force and utilize all its resources in securing peace and order during the actual date of Elections. 

Again, I exhort all policemen to vote and vote wisely.

Our country deserves good leaders and we will be able to attain this by exercising our right to suffrage wisely.

NCRPO seized contrabands, shabu and drug parapharnalia

The NCRPO Regional Special Operations Unit (RSOU) in coordination with Makati City Police Station successfully implemented a Search Warrant at about 4:00am of April 27, 2019 at No. 41 Solar Street, Bel-Air III, Makati City. The subject area of operation was a house owned by Victor Caluag y Africa aka Victor Emmanuel Caluag y Africa, 52 years old.

The search warrant was issued by Hon. Rommel O. Baybay, Presiding Judge of RTC Branch 132, NCJR, Makati City dated April 25, 2019.

The operation stemmed from the information given by a confidential informant that Caluag was fond of collecting firearms and in possession of different caliber. Upon verification from PNP Firearms and Explosives Office, it was then confirmed that the licenses of the firearms are already expired several years ago.

During the search in the room occupied by Caluag, operatives confiscated a rifle; (7) seven handguns, ten boxes of ammunition and 294 assorted ammunition. Incidental to the search, operatives were also able to seize 3 small plastic sachets of suspected shabu; 12 bottles of suspected ketarol liquid substance and other drug paraphernalia.

Unfortunately, Caluag was not around during the operation and will be charged at-large.

The Search Warrant will be returned to the court of origin. Cases for violation of RA 10591 (Comprehensive Firearms and Ammunition Regulation Act of 2013) and RA 9165 (Comprehensive Dangerous Drugs Act of 2002) will be filed against Caluag.

“Rest assured that we will conduct follow-up operations for the apprehension of Caluag and for him to face the charges filed against him”, NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR said.

“The Team NCRPO intensifies the conduct of police operations to recover all illegally possessed/loose firearms to prevent its utilization in illegal activities especially during the upcoming 2019 Midterm Elections. Together with the full support of the public, we can defeat all criminal elements”, PMGEN ELEAZAR added.

NCRPO ensures a peaceful and safety SUMVAC 2019

In observation of the Lenten Season and Summer Vacation, the National Capital Region Police Office implemented the “Ligtas Sumvac 2019” and will deploy more than 11,500 police officers to secure the public including local and international tourists visiting Metro Manila this summer. 

Summer vacations for students have started and is expected to last till June 3, 2019. During this season, various activities are being observed such as: Lenten Season; Philippine Veterans Week; Araw ng Kagitingan; Labor Day; National Flag Day; Flores de Mayo; and Fiestas. These activities draw huge numbers of people in places of convergence like malls, churches, recreational areas, tourist destinations & areas of transport services like the MRT, LRT, bus terminals, airports and seaports.

Aside from the full alert status, the NCRPO Regional Director, PMGEN GUILLERMO LORENZO T ELEAZAR, ordered all District Directors and Station Commanders to focus on the Enhanced Managing Police Operations Strategy, maximum police presence, establishment of Police Assistance Desks and Tourist Police Assistance Desks and other pre-emptive measures while the public celebrates the Lenten Season.

The NCRPO also coordinated with the Armed Forces of the Philippines (AFP), Local Government Units (LGUs),  force multipliers,  volunteer groups and other concerned agencies in the conduct of anti-criminality operations; target hardening measures; traffic management/direction and control other related police public safety services  to ensure the safety and protection of the public and their properties.

Part of the Ligtas Sumvac 2019, the NCRPO through its Regional Community Affairs Development Division (RCADD), distributed safety tips flyers for summer vacation; strengthen public engagement and information dissemination through series of inspections at places of convergence and transport services.

Further, PMGEN ELEAZAR asked for the cooperation and support of the public to the NCRPO’s anti-criminality endeavors for a peaceful and enjoyable summer vacation in Metro Manila. He also encouraged the public to report immediately to the nearest Police Station and Police Assistance Desk whenever there is any suspicious person or activities observed.
