E- INQUEST PROCEEDINGS AGAINST COCK FIGHTERS IN VALENZUELA CITY

The National Capital Region Police Office through E -inquest Proceedings brought seventeen (17) male arrested suspects for Violation of PD 1602 ” TUPADA” docketed under NPS No. XV-17-INQ- 20D-353
for inquest proceedings at the office of Station Investigation Unit of VCPS at around 2:16 pm of April 13, 2020,
through video conferencing before the duty Inquest Prosecutor Mary Jenneane M. Yambot , ACP of Valenzuela City Prosecutor’s Office and duly assisted and counselled by Atty . Abraham Alipio of Public Attorney’s Office.

NCRPO Regional Director, PMGEN DEBOLD M SINAS identified the suspects as follows:

(a) Michael Go Uy , male, 52 years old, (DOB: November 10, 1968) single, native of Manila, resident of No. 51 San Francisco St, Karuhatan, Valenzuela City.

(b) Melvin Fuller Dizon, male, 41 years old, (DOB: June 29, 1978) (POB:Manila) married, Grab Driver and resident of No.1 Captain Padrinzo Street, Karuhatan, Valenzuela City;

(c) Alexander Mendoza Santos, male, 49 years old, (DOB:June 12, 1970) (POB:Manila) married, jobless, and resident of 53 F Palasan Street, Valenzuela City;

(d) Joey Medallye Sualibio, male, 41 years old, (DOB: November 12, 1978) married, electrician and resident of #219 T. Santiago, Veinte Reales Valenzuela City;

(e) Reynaldo Embido King, male, 54 years old, (DOB: June 7, 1966) married, jobless and a resident of #179 P. Sevilla Street, Caloocan City;

(f) Dennis Malit Dula, male, 47 years old, (DOB:December 29, 1971) married, driver, and a resident of #135 A Tongko Street, Malinta, Valenzuela City;

(g) Joey Gamilo Ablao, male, 37 years old, (DOB: November 22, 1982) married, barber and a resident of Menlo Subdivision, Dalandanan, Valenzuela City;

(h) Anthony Espocia Dela Cruz, male, 34 years old, (DOB: November 25, 1985) with live-in partner, delivery boy and a resident of #11 C Guiyabano Street, Antonio Subdivision, Dalandan, Valenzuela City;

(i) Jorge Miras Barbiran, male, 59 years old, (DOB: November 8, 1960) (POB:Cebu) married, factory worker and a resident of Door 2 Atlas Condo, San Francisco Street, Karuhatan, Valenzuela City;

(j) Joselito Abracero Casimiro, male, 49 years old, (DOB: October 16, 1970) (POB:Meycauyan Bulacan) married, jobless and resident of No. 69 Rubber Master Road, Lingunan, Valenzuela City;

(k) Marvin Fernando Reyes, male, 36 years old, (DOB:December 26, 1983) single, jobless and a resident of No. 564 O. Fernando Street, Malanday, Valenzuela City;

(l) Michael De Leon Bayucan, male, 37 years old, (DOB:December 6, 1983) (POB:Cagayan Valley) married, Civil Engineer and a resident of No. 117 Atis Street, Dalandanan, Valenzuela City;

(m) Mark Joseph Pascual Casimiro, male, 24 years old (DOB:December 11, 1995) (POB:Sta Maria Bulacan) single, jobless and a resident of #69 Rubber Master, Lingunan, Valenzuela City;

(n) Dominick Astero Medalle, male, 37 years old, (DOB:April 11, 1983) single, Electrician and a resident of #219 T. Santiago, Veinte Reales, Valenzuela City;

(o) Celso Conception Buenaventura, male, 47 years old, (DOB:May 9, 1972) married, tricycle driver and a resident of #65 Pasolo, Valenzueala City;

(p) Marlon Medalle Sualibio, male, 32 years old, (DOB:September 3, 1987), single, electrician and a resident of #289 Dalandanan, Valenzuela City;

(q) Larry Ramos Concensino, male, 47 years old, (DOB:September 5, 1972) (POB:Butuan Masbate) with live-in partner, construction worker and a resident of #27 Vinegar Street, Llnado, Karuhatan, Valenzuela City.

The Station Intelligence Branch of Valenzuela City Police Station caught the suspects in the act of engaging in illegal activity locally known as “tupada”, thus, they were immediately arrested.

Upon arrest, police officers informed the suspects on the nature of their offense. Meanwhile, recovered pieces of evidence were: four (4) fighting cocks with gaffs, two (2) pieces of scabbard and money bet amounting to Php. 6,480.00 in different denomination.

Subsequently, recovered pieces of evidence were brought to Valenzuela Police Station for investigation and proper disposition.

Criminal complaints for violation of P.D 1602 (Illegal Cock Fighting) in relation to Proclamation No. 922 (Declaring A State Of Public Health Emergency Throughout The Philippines) were filed against the suspects.

PMGEN SINAS encouraged all stations to coordinate with their LGUs, judges and prosecutors for the implementation of electronic inquest for the continues enforcement of criminal laws amidst COVID-19.

“Tupada” aside from violation of PD 1602, is also a clear violation of ECQ where men are illegally gathered and violating social distancing. Therefore, NCRPO ensures intensified operations are conducted in the entire Metro Manila to apprehend such violators,” he added.
