General Sinas’ Random Drug Testing For Cops Bags Another Policeman

The National Capital Region Police Office sustains its efforts to cleanse its rank. In line with the directive of the C, PNP, PGEN ARCHIE FRANCISCO GAMBOA, the Chief of NCRPO ordered the continuing conduct of random drug testing among all personnel of the NCRPO Regional Headquarters, its five districts to include the police stations, precincts as well as those newly reassigned to NCRPO.

On February 29, 2020, the Southern Police District Crime Laboratory Office (SPDCLO) conducted random drug testing to 129 personnel of Parañaque City Police Station.

The screening test was done and yielded negative results for all sample urine except for the urine specimen submitted by PSSg Jonel Pandoro Torreblanca which yielded positive result for the presence of Methamphetamine hydrochloride (shabu). The same urine sample was subjected to a confirmatory test using GCMS at NHQ-CL, Camp Crame, Quezon City and yielded same positive result of the presence of Shabu.

“I will not stop to cleanse the NCRPO. I repeat, narco-cops or drug using cops have no place in NCRPO. I will ensure the relief of police users and those involved in illegal drugs.”.

Regional Director PMGEN DEBOLD M SINAS directed the District Director of Southern Police District and the Parañaque City Chief of Police to disarm the police officer of his issued firearms and recall all his other government issuances. The Regional Personnel and Records Management Division was directed to issue order of his relief while Regional Intelligence Division was tasked to coordinate with Integrity Monitoring and Enforcement Group (IMEG-NCR) to determine Torreblanca’s background and drug source.

PMGEN SINAS guaranteed that appropriate administrative charges will be filed against the policeman and follow-up investigations are being conducted. Further, he ordered to facilitate the early release of the chemistry report for the information of Torreblanca as well as the other concerned units/offices and the possible challenge of PSSg Jonel Torreblanca of the result of Random Drug Test.

“This may serve as a stern warning to all policemen in the region. No one can run or hide with the continuing conduct of random drug testing”, PMGEN SINAS stated.
