NCRPO Anti-Illegal Gambling Operation Net

The National Capital Region Police Office through the Regional Special Operations Unit (RSOU) nabbed 7 suspects at East Fairview, Quezon City on Wednesday for violation of PD 1602 as amended by R.A. 9287 (Illegal Numbers Game/Loteng/EZ2).

NCRPO Regional Director, PMGEN GUILLERMO LORENZO T ELEAZAR said that the drive was held following the directives of PRESIDENT RODRIGO ROA DUTERTE and Chief, PNP, PGEN OSCAR DAVID ALBAYALDE to intensify campaign against all forms of illegal gambling including the shutdown of Philippine Charity Sweepstakes Office’s (PCSO) gaming such as lotto and Small Town Lottery (STL); and in consonance with the Executive Order No. 13 dated February 2, 2017 known as Strengthening the Fight against Illegal Gambling and Clarifying the Jurisdiction and Authority of concerned Agencies in the Regulation and Licensing of Gambling and Online Gaming Facilities, and for Other Purposes.

The arrested suspects are now under RSOU’s custody were identified as follows:

a. Edgar Tadili y Valencia, male, married, 66 years old, native of Sta. Teresita, Cagayan Valley, resident of No. 20-A Molave St., Sapa Manai, East Fairview, Quezon City, (Finance Supervisor/Operator/Kabo);

b. Mark Emmanuel Torres y Macatuggal, male, married, 27 years old, native of Fairview Quezon City, resident of No. 9-A Molave St., Sapa Manay, Fairview, Quezon City, (Table Manager/ Bet Supervisor);

c. Rhodora Gado y Silva, female, married, 46 years old, native of Camarines Sur, resident of No. 83 Sitio Ruby, West Fairview, Quezon City, (Table Manager /Bet Supervisor);

d. Zenaida Hate y Beltran, female, single, 68 years old, native of Albay, resident of North Fairview, Quezon City, (Table Manager/Bet Supervisor);

e. Vilma Moreno y Tapel, female, married, 48 years old, native of Catanduanes, Bicol Region, resident of Samafa, East Fairview, Quezon City, (Bet Collector);

f. Rowena Doctor y Olivar, female, married, 51 years old, native of Gasan Marinduque, resident of East Fairview, Quezon City, (Table Manager/Bet Supervisor); and

g. Emmanuel Delos Santos y Roque, male, single, 31 years old, native of Dagupan, Pangasinan, resident of Tala, Bagong Silang, Caloocan City, (Bet Supervisor/Runner).

Based on reports from the public, RSOU pulled off the operation against illegal gambling within the areas of Quezon City at about 8:00 PM of August 21, 2019, at No. 20A Molave St., Sapa Manai, East Fairview, Quezon City.

During the course of surveillance, the operatives chanced upon one (1) female bet collector wearing black shirt in the act of collecting bets from the bettors of illegal numbers game commonly known as Loteng/EZ2. They immediately approached her and introduced themselves as police officers.

A few minutes later, the female bet collector pointed out the specific place where their collections are being remitted. Hence, they proceeded at the target address and caught members responsible in the operations of illegal numbers game, composed of two (2) female and four (4) male persons while in the act of accounting their net collections. The NCRPO operatives also put them under arrest.

Upon the implementation of arrest, police officers immediately informed the suspects on the nature of their offense and were apprised with their constitutional rights but suspects opted to remain silent.

The following pieces of evidence were confiscated from the possession and control of the arrested individuals:

a. Loteng/EZ2, bet receipt with written numerical figures;

b. Seven (7) pieces of ball pen;

c. One (1) piece of stapler;

d. One (1) piece of sling bag;

e. Three (3) pieces of coin purse;

f. One (1) piece of tupperware; and

g. Bet Collection money with an aggregate amount of Four Thousand Forty Five Pesos (Php 4, 045.00) in different denominations.

Subsequently, recovered pieces of evidence were later brought to RSOU’s office for investigation and proper disposition.

Criminal complaint for violation of PD 1602 as amended by R.A. 9287 (Illegal Numbers Game/Lotteng/EZ2) will be referred for inquest proceedings before the Quezon City Prosecutors Office against the arrested suspects.

Meanwhile, PMGEN ELEAZAR stressed that the NCRPO will pursue its INTENSIFIED CLEANLINESS drive and issued a stern warning that anyone who dares to operate illegal gambling will be meted with the corresponding charges and penalties under the law.

“Walang sisinuhin ang batas at sa pamamagitan ng ating itinataguyod na INTENSIFIED CLEANLINESS ay patuloy kong lilinisin ang Metro Manila laban sa krimen at lahat ng uri ng katiwalian,” PMGEN ELEAZAR said.
