The NCRPO’s Regional Special Operations Unit (RSOU) continue to go relentless against illegal gamblers with the arrest of 5 persons at about 8:30 PM, of August 26, 2019, at No. 635 Pavia St., Brgy 57, Tondo, Manila.
The operation was held following the information given by confidential informants pertaining to the existence of alleged Illegal Gambling Operations at Pavia St., Brgy 57, Tondo, Manila.
The move by NCRPO is in consonance with the directives of PRESIDENT RODRIGO ROA DUTERTE and Chief, PNP, PGEN OSCAR DAVID ALBAYALDE to intensify campaign against all forms of illegal gambling and in consonance with the Executive Order No. 13 dated February 2, 2017 known as Strengthening the Fight against Illegal Gambling and Clarifying the Jurisdiction and Authority of concerned Agencies in the Regulation and Licensing of Gambling and Online Gaming Facilities, and for Other Purposes.
The arrested suspects under RSOU’s custody were identified as follows:
a. Ramon De Mesa y Ramos, male, married, 61 years old (DOB: August 14, 1958) Native of Manila, and resident of No. 635 Pavia St., Brgy 57, Tondo, Manila (Bet Supervisor/”Kabo”);
b. Richa Nicolas y Herona, female, single, 35 years old (DOB: November 5, 1984) native of Manila, and resident of No. 643 Pavia St., Brgy 57, Tondo, Manila (Bet Collector);
c. Arthur Yabut y Burabien, male, married, 40 years old (DOB: October 12, 1978), native of Manila and resident of 643 Pavia St., Brgy 57, Tondo, Manila (Bet Collector);
d. Gerwen De Mesa y Cinedoza, male, married, 35 years old (DOB: August 22, 1984), native of Metro Manila, and resident of No. 635 Pavia St., Brgy 57, Tondo, Manila (Bet Collector); and
e. Sipriano Gula, Jr. y Sacro, male, single, 31 years old (DOB: May 9, 1987), native of Leyte, and resident of No. 637 Pavia St.,Brgy 57, Tondo, Manila (Bettor).
During the course of surveillance, the operatives noticed one (1) male in the act of inducing bettors for Loteng/EZ2 while in possession of a ballpen and bet booklet/lastillas. To ensure that it is a form of illegal numbers game, an operative pretended to be a bettor. Poseur bettor was able to deal with the suspect identified as Arthur Yabut. Then, Yabut accepted the twenty pesos (Php 20.00) bet from the poseur bettor and wrote the numbers in the booklet. He tore the bet receipt and handed it over operative. Thereafter, another male bettor, Gula, Jr. approached Yabut and placed his bet amounting to forty pesos (Php40.00). Upon confirming that he was indeed a bet collector, and the other man a bettor, poseur-bettor introduced himself as a police officer and placed them under arrest.
At that instance, Yabut attempted to elude the arrest and ran into an open door of the afore-mentioned house by pulling himself from the arresting officer. Operatives of RSOU then restrained the suspect and they ended up inside the house. They saw in plain view, three (3) other individuals gathered around in possession of betting booklets, bet record sheets and other gambling paraphernalia. Operatives then introduced themselves and immediately apprehended the suspects.
Subsequently, following betting paraphernalia were seized from the possession and control of the arrested suspects and were later brought to RSOU’s office for investigation and proper disposition:
a. Bet money amounting to one hundred fifty pesos (Php150.00) marked as AYB-1;
b. One (1) black ball pen marked as AYB-2;
c. One (1) small bet receipt marked as AYB-3;
d. One (1) bet collector receipt copy marked as AYB-4;
e. One (1) bet collector receipt copy marked as SGS;
f. One (1) bet record booklet marked as AYB;
g. One (1) black ball pen marked as RNH-1;
h. Bet money amounting to three hundred eighty pesos (Php380.00) marked as RNH-2;
i. One (1) small bet receipt marked as RNH-3;
j. One (1) bet record booklet marked as RNH;
k. Bet money amounting to three hundred sixty pesos (Php360.00) marked as GDMC-1;
l. One (1) black ball pen marked as GDMC-2;
m. One (1) small bet receipt marked as GDMC-3;
n. One (1) bet record booklet marked as GDMC;
o. Bet money amounting to two thousand two hundred twenty (Php2,220.00) marked as RDMR-1;
p. One (1) digital calculator marked as RDMR-2;
q. One (1) ball pen marked as RDMR-3;
r. One (1) bundle of small bet receipt marked as RDMR-4;
s. Assorted bet record booklets marked as RDMR;
Criminal complaint for violation of P.D. 1602 as amended by R.A. 9287 (Illegal Numbers Game/Loteng/EZ2) will be referred for inquest proceedings before the Manila City Prosecutors Office against the arrested suspects to include alias Lorna (female and identified as the Maintainer/Operator) who remain at large.
