NCRPO Chief Warns Metro Police on Drinking Liquor While on Duty

Three Southern Police District personnel were caught drinking liquor while on duty on March 14, 2020 at about 6:00PM at Discipline, Law and Order Section. SPD Headquarter, Fort Bonifacio, Taguig City.

The Acting District Director of SPD reported to PMGEN DEBOLD M SINAS that while he was conducting rounds within SPD Headquarters together with the other officers, he caught the three SPD personnel drinking liquor inside their office. Upon confronting, the policemen yielded strong smell of alcohol on their breath. Said policemen were reprimanded by the ADD, PCOL EMMANUEL B PERALTA.

Suspects were identified as PEMS Dennis C Matriano, PCpl Misael M Ruby and PSSg Marvin F Hipolito.

Confiscated pieces of evidence were one Johnnie Walker Black Label (3 liters), two plates of “pulutan” and five glasses.

PMGEN DEBOLD M SINAS ordered the three personnel to be disarmed and assigned to SPD control points. Regional Investigation and Detective Management Division is preparing for the filing of appropriate administrative cases against them.

“The mere fact that they are from Discipline, Law and Order Section, they are fully aware that drinking liquor while on duty and in uniform is already in violation of a provision of NAPOLCOM MEMO CIRCULAR 2007-001 that prohibits any police personnel to engage in regulated gambling or game of chance while on duty; to be drunk or disorderly while off duty, or drunk while on duty and in uniform or in recognizable police uniform. This should serve as a warning to all. This is a clear act of disobedience and I will not tolerate this kind of action. I will assure that sanctions will be served. More inspections will continue in adherence to our Internal Cleansing Policy. “
