NCRPO arrests Policeman involved in illegal drugs

NCRPO CRACKS DOWN ON POLICE SCALAWAGS, ADDRESSES COMMAND RESPONSIBILITY “Greed. Isa pa, siguro tingin nila, hindi ko sila abot yan ang malaking pagkakamali nila,” NCRPO Regional Director, PMGEN GUILLERMO LORENZO T ELEAZAR stated, as his reply to the question why some policemen still do unscrupulous things that can ruin their career and reputation.” The NCRPO Regional Director added, ” When this anti-illegal drug war was launched then by our former PNP Chief, PGEN RONALD “BATO” DE LA ROSA, he said that we should handle this drug war carefully. PGEN DELA ROSA said that this drug war is a noble war. It is designed to save our youth and our families from getting destroyed by illegal drugs and its evil effects. PGEN DELA ROSA emphasized that this drug war requires the cooperation of all branches of government, the local LGU’s, the Barangays, the church, the academe and most of all the family, for it is the family that will be hardest hit by illegal drugs. PGEN DELA ROSA even cited the numerous heinous crimes done under the influence of drugs.” PMGEN ELEAZAR further said, ” That is why our current Chief PNP, PGEN OSCAR D ALBAYALDE is relentlessly pursuing the Internal Cleansing policy of the PNP. Being a noble war, an internal war of a country, it should always be respectable in intent and in deed. We will not allow a few rotten policemen in our ranks to bastardize this campaign for their own greedy intentions”. Related to this, the NCRPO Regional Special Operations Unit (RSOU) arrested a police officer of the Disrict Drug Enforcement Unit (DDEU) of the Eastern Police District (EPD) via an entrapment operation for his involvement in a robbery extortion incident. The RSOU arrested PCpl Mario S Quibete at about 10:30PM of March 5, 2019, in front of Jollibee along Evangelista St cor. Dela Paz St. Brgy Santolan, Pasig City. The operation stemmed from the complaint of Eva Cabansag, who personally reported at RSOU office that PCpl Quibete was extorting money from her in exchange for dropping the case against her live-in partner. Her said partner was earlier arrested by the PCpl Quibete’s unit via an alleged illegal drugs operation. Cabansag further revealed that the suspect, together with other DDEU personnel including their Chief, had extorted some Php 60,000 from her. They also forcibly made her sign a deed of sale for their brand new motorcycle. PCpl Quibete also allegedly took her necklace worth Php 42,000. All of the allegations were confirmed by text messages from PCpl Quibete to his Chief and cohorts, which were found in the confiscated phone of PCpl Quibete. PCpl Quibete is now under the custody of RSOU for proper documentation and he will be referred for inquest proceedings for robbery-extortion case. In view of PCpl Quibete’s arrest, 14 other personnel of EPD-DDEU have been relieved from their unit by NCRPO Regional Director PMGEN ELEAZAR. Reassigned to NCRPO Holding Unit for investigation are Chief of DDEU, PMAJ ALLAN MIPARANUM and his 13 other personnel, PSMSgt Alex Recio, PMSgt Ryan Escorial, PSSgt. Arnel Parado, PSSgt Rommel Moises, PSSgt Dennis Singuillo, PSSgt Frederick Nervar Jr., PCpl Arnel Parado, Pat Reynold Orillo, Pat Maricris Doong, Pat Charles Anthony Quinto, Pat John Patrick Deguzman, Pat Arlon Hernandez, Pat Marisa April Piga. Another accomplishment of the RSOU, NCRPO is the implementation of Warrant of Arrest to PSSgt Rafael Muchuelas for the case of Estafa inside the Custodial Detention Facility of Regional Headquarters Support Unit(RHSU), NCRPO in the afternoon of March 5, 2019. The Warrant of Arrest was issued by Hon. Eugenio G Dela Cruz, Presiding Judge, Regional Trial Court, Branch 117, Pasay City dated February 15, 2019. The operation stemmed from PMSgt Jenaline U. Sad-Ang assigned in Taguig City Police Station who personally appeared at RSOU office and sought police assistance for the possible arrest of the accused. Case records revealed that on December 1, 2015, spouses Sad- Ang invested their money amounting to Two Million Six hundred thousand pesos (Php2,600,000.00) to Muchuelas who represented to be belonging to the Rafael Muchuelas Group of Companies and with contact ties with the Philippine Amusement and Gaming Corporation (PAGCOR) concerning casino operations where profitable return was guaranteed. However, they were not able to receive their money back despite of their demands, thus, they filed a case of estafa to Muchuelas. Further verification made with the Securities and Exchange Commission (SEC) later showed that Rafael Muchuelas Group of Companies was a non- existent entity. Based on records, on February 20, 2018, the National Capital Region Police Office placed PSSgt Muchuelas under restrictive custody for his involvement in said investments scams and administrative case of Grave Misconduct was filed against him. PSSgt Muchuelas was later brought to RSOU office for documentation and the Warrant of Arrest will be returned to the court of origin. Meanwhile, PCpl Sajid Anwar Nasser of Pasay City Police Station Drug Enforcement Unit was arrested for robbery extortion by the PNP Counter Intelligence Task Force (CITF) early this morning. In the light of these events involving rouge cops, per instruction of the C, PNP PGEN OSCAR D ALBAYALDE, the District Director of EPD, PBGEN BERNABE BALBA and Pasay City Police Station Chief of Police PCOL NOEL FLORES have been relieved for Command Responsibility and reassigned at Camp Crame. PMGEN ELEAZAR strongly abhors the undesirable conduct of the police scalawags and will further fortify the internal cleansing initiated by C, PNP PGEN OSCAR D ALBAYALDE. He also acknowledged the unwavering trust of the public to the campaign. PMGEN ELEAZAR further said, “Bakit natin gustong hulihin yung ating kasamahan? Para ipakita sa ating mga kababayan na totohanan kami sa ginagawa nating kampanyang paglinis ng hanay ng PNP; at para ipakita sa kasamahan namin na ganyan ang mangyayari pag gumawa sila ng kalookohan.” He also added, “Sa NCRPO with more than 28,000 na mga policemen natin, kakaunti lang yang scalawags, pero hindi tayo titigil, hindi tayo magsasawa na hanapin at hulihin ang mga scalawag na ito”.
