NCRPO Cracks Kidnap for Ransom Syndicate

The National Capital Region Police Office launched its offensive against a high-profile kidnap for ransom syndicate, by serving search warrants in various areas of Metro Manila and Region 3 jointly with the elements of the NCRPO Regional Special Operations Unit, NCRPO Regional Intelligence Division, NCRPO Regional Mobile Force Battalion – Special Weapons and Tactics (RMFB-SWAT), Anti-Kidnapping Group (AKG), Highway Patrol Group (HPG), Regional Mobile Force Battalion- Police Regional Office 3 and Special Weapons and Tactics (SWAT) -Bulacan Police Provincial Office.

The lightning raids ordered by Chief PNP PGEN OSCAR D ALBAYALDE and personally supervised by NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR signified the first step of a major legal offensive against these syndicates.

“We have been monitoring this syndicate for more than a year now. To say that this group is just a gang is very understated. This is one of the biggest syndicates to arrive in the country’s Crime Scene in arguably the past 2 decades,” PMGEN ELEAZAR expounded. “It was very difficult for us to start our drive against this syndicate because none of the victims complained or wanted to complain, perhaps for fear of their lives as well as their families’ lives.This syndicate is cold blooded,” added PMGEN ELEAZAR.

Search warrants yielded positive results with the discovery of various armaments, illegal explosives, fake police uniforms and motor vehicles in all houses.

In all five raids, only 1 suspected member was in a safehouse namely Leo S Dela Fuente alyas “Maniac” a resident of Soccorro, Cubao, Quezon City who chose to shoot it out but was immediately neutralized by the firepower of the police operatives.

In the meantime, another four (4) occupants from the different safehouses were arrested by the operatives.

To summarize, safehouse 1 allegedly owned by of Joever Garcia located at Carnation Corner Aster St., Residencia Regina, Loma De Gato, Marilao, Bulacan yielded the following:
• 1 Hand Grenade,
• 2 M16 Rifle, 1 Cal. 45,
• 1 Uzi, 1 9mm beretta
• 1 9mm glock with ronin kit,
• 1 9 mm Taurus,
• 1 cal. 38 Llama,
• 1 long magazine for 16,
• 4 short mag for M16, 3 mag hicap for cal. 45
• 2 long mag for Uzi
• 2 mag for cal. 38
• 2 long mag for 9mm
• 3 short mag for 9mm
• 1 jungle knife
• 2 rig
• 4 sets of PNP uniform
• 1 CIDG Jacket
• 1 inside holster
• 2 sets of Patrol Shoes
• 2 sets of wetlook/charole
• assorted ammunitions (cal. 45, M16 and 9mm)
• assorted IDs/Documents
• 1 vault
• 1 apple ipad
• 3 cellphones
• 1 M16 rifle bag,
• 1 Toyota Fortuner
• 1 Toyota Wigo
• 1 Mitsubishi Adventure.

In safehouse 2, allegedly owned by Romeo Manalastas alyas Bakal with address at Sta. Rita, Deca Homes, Loma De Gato, Marilao, Bulacan the following were confiscated:

• 3pcs Cal. 45 live ammos
• 3pcs Cal. 40 live ammos
• 1pc PNP bullcap
• 1pc Cal. 45
• 1pc Cal. 45 magazine
• 2pcs Cal. 45 live ammos
• 1pc 9mm pistol w/o serial no.
• 5pcs 9mm live ammos
• 1pc 9mm magazine
• 1pc hand grenade
• 1pc M203 live ammo
• 1pc reflectorized jacket with PNP markings

Three (3) occupants were arrested from the 3rd safehouse allegedly owned by Joever Garcia alyas Nick located at Residencia De Muzon, Brgy. Gaya-Gaya, San Jose Del Monte, Bulacan identified as Rosalinda Garcia y Alayon, Christine Joyce Garcia y Alayon and Joseph Nicholas Garcia Jr.. Recovered were 1 shotgun loaded w/ 5 live ammos,33 shotgun ammunitions, 1 hand grenade, and 1 motorcycle.

The apprehension of another one occupant identified as Julieto Arrubio Tering, 75 years old, married and a retired government employee, took place at the 4th safehouse purportedly owned by Lloyd Antonio situated at #47 Sikatuna Avenue, Urduja Village, Caloocan City with the confiscation of one 45 Cal. pistol with one magazine containing 7 live ammunitions.

The operatives pursued the 5th safehouse owned by Romeo Manalastas at Cuenca St, Congress Village, Brgy.173 Agumbong, Caloocan City where they recovered two (2) pcs hand grenade; one (1) Cal 45 pistol with one (1) magazine loaded with five (5)pcs live ammos; one (1) PNP Bull Cap (PNCO) and one (1) pair PNP dress shoes (wet look).

Arrested suspects and confiscated pieces of evidence were brought to NCRPO Regional Special Operations Unit for documentation.

Proper criminal complaints will be filed against the arrested suspects while search warrants will be returned to the issuing courts.

PMGEN ELEAZAR thanked the Chief PNP PGEN ALBAYALDE for his all out support to the NCRPO in this endeavor. He also commended the operatives of NCRPO beefed-up with the agents of Special Weapons and Tactics (SWAT), Highway Patrol Group (HPG), Police Regional Office 3 and Anti Kidnapping Group (AKG).

PMGEN ELEAZAR said, “the positive results of these simultaneous operations confirm our intelligence reports about a possible large and professional kidnap for ransom and robbery/holdup syndicate. This is just the tip of the iceberg. But let me assure the public that we will get all the members involved.”
