NCRPO Nabs 5 SLT Bet Collectors After the Directive of President Duterte to Crack Down PCSO Gaming

In line with the pronouncement of President RODRIGO ROA DUTERTE to stop all forms of gaming schemes authorized by the Philippine Charity Sweepstakes Office (PCSO) like lotto, Peryahan ng Bayan, Small Town Lottery (STL), and Keno, PMGEN GUILLERMO LORENZO T ELEAZAR, Regional Director, personally inspected lottery outlets and implemented the order. 

Per the direction of PMGEN ELEAZAR, the Regional Special Operations Unit (RSOU)also conducted its own operations and successfully arrested bet collectors for Small Town Lottery on July 27, 2019 at about 7:00 am along Imperial St. beside Mega Q-Mart, Brgy E. Rodriguez, Cubao, Quezon City.

Operatives of the RSOU were immediately dispatched to purposely monitor compliance of the said directives. While conducting surveillance at the vicinity of Imperial Street, beside Mega Q-Mart, Brgy E. Rodriguez, Cubao, Quezon City, they chanced upon five (5) male persons while in the act of collecting bets from the bettors for Small Town Lottery operations in the area. Operatives then immediately effected the arrest.

Suspects were identified as Rey Nacional y Rempis, male, married, 58 years old, native of Albay Bicol, resident of Cambridge Street, E. Rodriguez, Cubao, Quezon City; Robert Paras y Victoria, male, married, 47 years old native of Gen. Tinio, Nueva Ecija, resident of St. Mary Street, E. Rodriguez, Cubao, Quezon City; Arnoldfo Vargas y Nogales, male, single, 60 years old, native of Caramoan, Camarines Sur, Bicol Region, resident of Erming Garcia Street, E. Rodriguez, Cubao, Quezon City; Arnel Morillo y Endaya, male, single, 33 years old, native of Oriental, Mindoro, resident of No. 89 F. Bonita Imperial Street, E. Rodriguez, Cubao Quezon City; Thelmo Comia y Abacan, male, single, 67 years old, native of Sto. Niño, Batangas City, resident of West point Street, E. Rodriguez, Cubao, Quezon City. Meanwhile, the President of Great Platinum Gaming Online Inc. identified as Guilermo “Manong” Teppang, and the Maintainer/ Operator identified as Marcelo G. Flores remain at large.

Recovered from the suspects were several STL bet receipts with written numerical figures; seven (7) pieces of ball pens; four (4) sling bags; three (3) identification cards issued by Great Platinum Gaming Online Inc. bearing the names of Arnold Vargas, Thelmo Comia, and Robert O Palas; and bet collection money with an aggregate amount of One Thousand Six Hundred Two Pesos (Php1,602.00) in different denominations. 

The arrested suspects were later brought to RSOU office together with the confiscated pieces of evidence for investigation and proper disposition. 

Criminal complaints for violation of PD 1602 as amended by RA 9287 (Illegal Numbers Game/Jueteng) are being prepared for filing in court and similar complaints will be filed against Teppang and Flores who remain at large. 

PMGEN ELEAZAR said “Our Chief Executive has said for us to implement or to do these arrest orders so we just implemented this. We were given 24 hours and so far, before this day ends tingin naman natin, lahat ng mga outlet dito sa Metro Manila ay maisasara na.

He also added, “Tuloy tuloy yung ating kampanya against all forms of illegal gambling.” -PMGEN ELEAZAR
