NCRPO Provides Necessary Augmentation to Bucor as it Pursues Reforms

The National Capital Region Police Office (NCRPO) has augmented a total of 551 of its personnel to assist the Bureau of Corrections in maintaining peace and order at the National Bilibid Prisons (NBP) amid revelations of widespread corruption and gross incompetence in the management of the penal system.

NCRPO Chief, PMGEN GUILLERMO LORENZO T ELEAZAR, said the temporary augmentation was in response to the request of newly-appointed BuCor Director GENERAL GERALD BANTAG for a manpower who are basically tasked is to replace BuCor personnel who will undergo retraining and evaluation, as he effects holistic and sustained reforms at the NBP.

“Since the location of the NBP is within the jurisdiction of NCRPO, we decided to extend help by providing the newly-installed BuCor Director with the initial manpower because he wants to secure the NBP,” PMGEN ELEAZAR explained.

NCRPO Chief said that the augmented 551 NCRPO personnel is composed of 548 Police Non-Commissioned Officers and 3 Police Commissioned Officers all with a rank of Police Captain. This supplemental manpower to the BuCor was given clearance by the PNP Chief PGEN OSCAR DAVID ALBAYALDE and Department of Interior and Local Government Secretary EDUARDO AÑO.

In a meeting on Friday at the NBP, GENERAL BANTAG acquaint with PMGEN ELEAZAR of the security plans he crafted not only to ensure peace and order at the NBP but also to get rid of the modus operandi of convicted felons, particularly those engaged in illegal drugs activities.

For his part, PMGEN ELEAZAR said that he also discussed with GENERAL BANTAG various measures particularly the establishment of a liaison office of Quad Intel Force inside the NBP to intensify coordination and intelligence-sharing to thwart any attempt of any convicted drug lords to communicate with the tentacles outside the NBP for the continuation of their drug operations.

Meanwhile, NCRPO Chief PMGEN ELEAZAR reminded the NCRPO personnel deployed at the NBP not to give in to any temptation being offered by any convicts.

“Huwag ninyong sisirain ang mataas na tiwala sa atin ng bagong itinalagang pinuno ng Bureau of Corrections. Ang pagsasa-ayos ng pamamalakad sa New Blibid Prisons would be your greatest contribution to the BuCor, to the PNP and to the Philippine Government. Take this as your chance to prove your worth as police officers, to show the public how disciplined and determined NCRPO personnel are,” PMGEN ELEAZAR asserted to his men.

PMGEN ELEAZAR said that the interventions of Intensified Cleanliness Policy ensure that NCRPO personnel will not be corrupted inside the NBP, including intensified intelligence and monitoring.
