NCRPOs Intensified Cleanliness Bags Roberry Extortion Suspect

The Regional Special Operations Unit (RSOU), NCRPO under the leadership of PMGEN GUILLERMO LORENZO T ELEAZAR, Regional Director, NCRPO intensifies anti-criminality campaign that resulted to the arrest of a suspect against Robbery Extortion at about 9:20 pm of September 3, 2019 in front of Coffee Bean and Tea Leaf, Palm Drive, Barangay San Lorenzo, Makati City.
RSOU, NCRPO successfully nabbed EMMAN ROWE MASING y RANGIS @ John Michael Dela Cruz, 24 years old, single, grab driver, native of San Juan and a resident of No. 303, Paraiso Street, Barangay Poblacion, Mandaluyong City.

Operation stemmed from the complaint of one Gaylord Arabit y Noche, who claimed that a certain John Michael Dela Cruz is extorting money from him through his Facebook Messenger.

Investigation revealed that @ John Michael Dela Cruz identified himself as a police officer and sent several messages in Gaylord’s FB Messenger account informing him that he has a pending criminal case for violation of Cyber Crime Prevention Act of 2012 at Cyber Crime Group, in Camp Crame.
Furthermore, @ John Michael Dela Cruz asked for Twenty Three Thousand Pesos (Php23,000.00) allegedly in exchange for deleting the records of Gaylord’s case. Otherwise if the victim would not give-in to his demand, he would post and spread the victim’s nude pictures. However, despite being threatened of the unlawful demand of the suspect, complainant refused to accede to his deceitful scheme.

Subsequently, complainant again received a private message through his Facebook Messenger on August 31, 2019 wherein the suspect demanded a lesser amount of One Thousand Five Hundred Pesos (Php1,500.00). The victim was threatened that his naked pictures will be sent online if he still refuse to give the money. With the hope that the latter would stop harassing him, Gaylord gave in to his demand. Said amount was sent through SMART PADALA which was received by Emman Rowe R Masing, based on the confirmation of the amount received through text message.

Thereafter, complainant received another text message from Emman @John Michael Dela Cruz on September 3, 2019, demanding the amount of Eight Thousand Pesos (Php8,000.00). The victim then decided to seek the help a neighbor who in turn sought the assistance of polce authorities.
An entrapment was then hatched by RSOU, NCRPO in line with the relentless implementation of the PNP’s Internal Cleansing, considering that the suspect is allegedly an AWOL member of the Philippine National Police.
At about 9:20 A.M of September 3, 2019, a man identified as Emman, arrived in the area. Upon consumation of the transaction, authorities immediately effected the arrest of the suspect whose true name was later identified Emman Rowe Rangis Masing.

Further verification and investigation has been undertaken and confirmed that the suspect is not a POLICE OFFICER but a grab food driver who only identified himself as police officer to give semblance of authority to his deceitful demand from the victim.

Criminal complaint for violation of Article 295 (Robbery with violence against or intimidation of persons) in relation to RA 10175 (Cybercrime Prevention Act of 2012) will be brought for inquest to the Makati City Prosecutor’s Office within the period prescribed.

PMGEN ELEAZAR said, “He is not, in any way, connected with the Philippine National Police. This only shows that the NCRPO continues INTENSIFIED CLEANLINESS drive to clean not only our ranks but as well as the community against all forms of crimes.

“Wala pong sinasayang na panahon ang bawat unit ng ating kapulisan sa pagsugpo ng ibat ibang uri ng kriminalidad. Hindi po tayo titigil at mapapagod bagkus lalo tayong ginaganahan pagkat katuwang natin ang komunidad sa misyong ating ginagampanan. Makakasigurado po ang ating mga kababayan na ang kanilang sumbong ay may aksyon,” PMGEN ELEAZAR stated.
