Paranaque Shooting Incident Resulting In The Death Of A Police Officer And Wounding Of Another

PMGEN DEBOLD M SINAS reported to Chief, PNP PGEN ARCHIE FRANCISCO F GAMBOA regarding the shooting incident involving lawless elements and police officers at about 9:52 pm of June 21, 2020 along Unida Corner Dimasalang St., Brgy Baclaran, Parañaque City.

The victims are PLT ARMAN MELAD, Substation 1, Paranaque City Police Statiom; and PCpl Allan Baltazar, Substation 1, Paranaque City Police Station.

Meanwhile, suspects were identified as MOAMAR DIMASANGCAY SARIF 31 years old, male, filipino, J Gabriel st. Brgy Baclaran, Parañaque City; and JOVEN D VIÑA AKA MIRO (at large).

Probe reveals that operatives of PCP 1 led by PLT MELAD with two other police officers were implementing General  Community Quarantine measures at Barangay Baclaran onboard mobile 311 Bravo.  While they were about to respond to a call from PNP hotline 911 regarding a loud noise caused by a “videoke”   in their area,  they chanced  upon two male persons on board motorcycle who were both not wearing safety helmet.

At that instance, police officers flagged down the said motorcycle and the suspects were asked to alight therefrom. However, suspects refused until the back rider suddenly drew his gun and fired upon the police officers prompting the responding police officers to defend themselves.

Thus, a brief armed confrontation ensued. PLT MELAD suffered three gunshot wounds, the most fatal of which entered the left side of the breast hitting vital organs which caused his death.  Meanwhile Pcpl Baltazar sustained gunshot wound at his leg.

Police officers were immediately brought to San Juan De Dios Hospital for immediate medical attention. Unfortunately, Plt MELAD  was declared dead at 12:30 a.m. of June 22, 2020. PCpl Baltazar is recuperating from gunshot wound and will be released today.

Suspect Sarif was also wounded and was rushed to Ospital ng Paranaque but was declared Dead on Arrival by the attending physician. While, the driver of the motorcycle, Viño drove off and was able to escape.

Attending medical staff of San Juan De Dios found found one sachet of suspected shabu in the cadaver of Moamar D Sarif.

Records show that evidence recovered by the SOCO team in the area were; Photographs of crime scene;

Sketch of crime scene;

One (1) deformed fired bullet;

One (1) cartridge;

One (1) cal. 40 pistol Jericho (Serial No.39319738);

One (1) magazine w/ 12 cartridges;

One (1) magazine w/ 12 cartridges; &

One (1) magazine w/ 6 cartridges.

Likewise, the shabu recovered in the cadaver of Moamar D Sarif was turned over to SPD Crime Laboratory weighing .08 grams.

Further investigation disclosed that Sarif had been arrested by Pasay City Police Station for illegal drugs sometime in 2019. He was also arrested by Parañaque City Police Station for illegal possession of bladed weapon in 2019. He was reported as a street drug pusher in Pasay and Paranaque City.

Suspect Viña is now subject for manhunt operations by Parañaque City Police Station.

Parañaque City Police Station is preparing the case to be filed in court while the recovered Cal 40 pistol, Jericho was traced to Mr. Henry Flores Martinez, who will also be included in the investigation.

NCRPO Chief PMGEN DEBOLD M SINAS personally awarded a “Medalya ng Sugatang Magiting” to PCpl Allan Baltazar today, June 22, 2020 at about 10:45 AM at San Juan De Dios Hospital. At the same time, Phosthumous “Medalya ng Kagalingan” will be given to the brave PLT ARMAD MELAD for his exceptional performance and self sacrifice in upholding the highest degree of service.

Furthermore, NCRPO through its Regional Health Service will conduct the Stress debriefing to PCpl Baltazar and PSSgt Quindo as part of NCRPO’s pro-active approach in preventing mental health consequences from the incident while all the hospital and burial expenses will be shouldered by NCRPO.

“NCRPO mourns the loss of a comrade who died while fulfilling his sworn duty. We condole and extends our deepest sympathy to the bereaved family of our honorable man who left a name worth remembering,” emphasized PMGEN SINAS.
