Person Arrested For Obstruction Of Justice And Disobedience In Quezon City

National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS lauded the personnel of Kamuning Police Station 10- Quezon City Police District together with the personnel of Special Reaction Unit and District Health Service Unit,QCPD for the arrest of a person for obstruction of justice and disobedience to authorities during an ongoing demolition at about 10:20AM on August 27, 2020 at NKTI Compound located along Elliptical Road, Brgy. Central, Quezon City.

Arrested suspect was identified as Noel Valerio y Rodriguez, 54 years old, male, married, Lawyer, native of Davao City and residing at No. 16A Concio St., Project 6, Quezon City.

Investigation disclosed that while a demolition operation was being conducted by Task Force COPRISS, under the Office of the City Attorney (Legal Department) of the Quezon City local government, when Atty. Valerio suddenly arrived. He ordered the personnel of the demolition team to stop their operation because it has no court order. Despite the appeal from the police officers detailed as area security to stop creating panic and encouraging the people to attack the demolition team, he continued creating trouble. Hence, Atty. Valerio was arrested and was brought to PS-10, QCPD. Afterwards, he was turned over to CIDU, QCPD for the filing of appropriate case for Inquest Proceedings.

During the arrest, suspect was informed about the nature of his arrest and was apprised of his Constitutional Rights in a dialect known and understood by him. Suspect was also brought to Quirino Memorial Medical Center for physical examination.

Further, on August 27, 2020 at about 7:17PM a case of Obstruction of Justice (PD 1829) and Resistance and Disobedience to a Person in Authority or Agents of Such Person (Art. 151, RPC) was  forwarded to the Quezon City Prosecutor’s Office thru E-inquest proceedings. However, the inquest resolution is still pending and waiting for the approval of the City Prosecutor.

 “I commend the personnel of Kamuning Police Station for their prompt action in the unrest during the LGU’s demolition. The police, the Local Government Unit and the public are one in upholding peace and order in the community,” PMGEN SINAS stated.
