The National Capital Region Police Office under the leadership of PMGEN DEBOLD M SINAS received the report from the Internal Affairs Service containing the list of NCRPO personnel who were either absent or committed infractions during the implementation of the community quarantine in Metro Manila.
The report was submitted following the instruction of PMGEN SINAS to intensify field inspection in line with the invigorated internal cleansing effort of NCRPO.
Considering the increased number of police officers manning control points and checkpoints and conducting patrol, all district IAS and the Regional IAS initiated an intensified surprise inspection procedure to ensure that all operational and administrative guidelines were strictly adhered to by police officers from the higher headquaters down to the smallest precinct.
According to the report, from March 15, 2020 to May 15, 2020, a total of 126 absences and 29 infractions were recorded while the Metro is still under the Enhanced Community Quarantine.
Thereafter, when the community quarantine was downgraded to Modified Enhanced Community Quarantine, the absences reported went down from 126 to 40 cases while the occurrence of infractions were lowered from 29 to a mere 2 cases from May 16, 2020 to May 31, 2020.
The two cases of infractions were both reported by RIAS NCR involving sporting of long beard/mustache and insertion of firearms inside the pocket trousers which violates the prescribed ‘Tamang Bihis’ guidelines for police officers.
Finally, under the General Community Quarantine, the absences noted increased from 40 to 44. The report further disclosed an increase in the number of infractions noted from 2 to 146.
The number of infractions and absences reflects a minimal number of violators among the NCRPO rank considering its current total population of more than 25, 605.
Nonetheless, the Chief NCRPO guaranteed zero-tolerance and due imposition of penalties once their case will be decided in accordance with due process.
The Regional Director, NCRPO communicated his appreciation and commended the personnel of the different District and Regional IAS for their unwavering implementation of laws, orders and other similarly related issuances geared to ensure unity in movement, discipline and appearance among the NCRPO Ranks.
The Internal Affairs Service of the Philippine National Police was created pursuant to Republic Act 8551 otherwise known as “The PNP Reform and Reorganization Act of 1998”. It is tasked to instill police discipline, enhance the delivery of police service and dispense justice.
Verily, the RIAS and the district IAS play important roles in the plight of NCRPO to cleanse its rank from erring members and scalawags who taint the good image of the organization and ruin the trust and confidence of the people of the Metro to their police.
“Apparently, the challenges faced by the RIAS and district IAS in the performance of their mandate was greatly increased by the current health crisis. Yet, despite the hurdles, the above records reflect their undeviating dedication to the performance of their function,” PMGEN SINAS said.
