SPD’s Top 10 Illegal Drug Personality Busted In Makati City

PMGEN DEBOLD M SINAS, Chief, NCRPO applauds the Station Drug Enforcement Unit (SDEU) of Makati City Police Station, Southern Police District for a successful buy-bust operation which resulted in the apprehension of SPD’s Top 10 Illegal Drug Personality along 304 Blk 8, Suha St., Brgy. West Rembo, Makati City at around 11:15 PM of September 23, 2020.

The arrest was plotted after a confidential informant reported about the illegal drug activities of the suspect in the area of Brgy. West Rembo. One of the operatives acted as a poseur buyer to confirm the veracity of the report. He was able to purchase one (1) piece small transparent plastic sachet containing white crystalline substance suspected to be shabu from JUDITH in exchange of PHP 1,000.00.

Subsequently, after the transaction, personnel of Makati conducted the pre-arranged buy-bust which resulted in the arrest. Moreover, further investigation disclosed that JUDITH is tagged as Top 10 Illegal Drug Personality of the Southern Police District.

Initial investigation disclosed that the arrested suspect was identified as Judith Abella Y Finez aka Judith, female, widow, 60 years old, residing at 304 Block 8, Suha St.  Brgy. West Rembo Makati City.

Seized from suspect’s possession are the following pieces of evidence:

a) Eight (8) pieces small heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu;

b) One (1) transparent plastic containing white crystalline substance suspected to be shabu;

c) One (1) piece 1000 peso bill money (buy-bust money);

d) One (1) weighing scale;

e) One (1) eyeglass case color dirty white;

f) One (1) disposable lighter color green;

g) One (1) cigarette pack color green; and

h) One (1) foil strip with residue.

The items were duly marked and inventoried with the presence of Kagawad Rodrigo Neri of Brgy. West Rembo, Makati City and Media Representative Don King Zarate of DZXL.

The confiscated illegal drugs has an estimated aggregate weight of more or less 30 grams with DDB value amounting PHP 204,000.00. It was turned-over to SPD Crime Laboratory for chemical analysis.

The arrested suspect was brought to SDEU Office Makati City Police Station for proper disposition pending the filing of appropriate charges to the court for violation of Sec. 5, Sec. 11 and Sec. 12 Article II of R.A. 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002”.

“I commend the operatives of SDEU Makati City Police Station for another successful buy-bust operation. The arrest of SPD’s Top 10 Illegal Drugs Personality will greatly contribute to the reduction of drug proliferation in the Metro,” said PMGEN SINAS.

6.8 Million Worth Of Suspected Shabu, Busted In Taguig

The National Capital Region Police Chief PMGEN DEBOLD M SINAS commended the successful anti-illegal drug operations conducted by the District Special Operation Unit and District Drug Enforcement Unit of Northern Police District which resulted in the seizure of PHP 6.8 Million worth of suspected illegal drugs at around 1:00 PM of September 24, 2020 infront of No. 178, M.L. Quezon St., Brgy. New Lower Bicutan, Taguig, City.

The operation ensued after intelligence information developed from previous buy bust operations conducted on September 2, 2020 and September 10, 2020 in Caloocan City against ‘Onie Drug Group’, a notorious illegal drug syndicate operating within CAMANAVA area wherein 8 Drug Personalities were already arrested and a total of 400 grams of Shabu were confiscated.

Consequently, the operatives were prompted to conduct a tactical follow-up buy-bust operation against the suspect who was later identified as Rahib Abdul y Linge, 34 y/o (DOB August 15, 1978), married, jobless, residing at Road 18, Roldan St., Brgy. New Lower Bicutan, Taguig City.

According to the initial report, one of the police officers acted as the poseur buyer and transacted to purchase illegal drugs from the suspect. Upon his arrest, the following items were recovered from him thus:

a. One (1) pc. Vacuum sealed transparent plastic bag containing supected Shabu;

b. One (1) pc.  paper bag color dark brown;

c. One (1) pc. Back pack color red and gray;

d. One (1) unit motorcycle Yamaha MIO 125i color yellow bearing MV File number 0401-0655666; and

e. One (1) pc. genuine P1,000.00 bill with serial number BK429292 incorporated with 149 pcs. P1,000.00 of boodle money.

The recovered suspected illegal drugs has an estimated total weight of more or less 1 kilogram with a Standard Drug Value amounting to P6,800,000.00.

Consequently, the suspect was brought to the custody of NPD-DDEU for documentation before he was turned-over to Taguig City Police Station Custodial Facility pending the filing of appropriate charges for violation of Sec. 5 (Sale of Dangerous Drugs) and Sec. 11 (Possession of Dangerous Drugs) Article ll of R.A. 9165.

The pieces of evidence recovered during the operation were duly marked and inventoried at the place of apprehension and in the presence of the suspect and mandatory witnesses, Mr. Nolan Areola of Leaders News – Media Representative and Brgy. Kgawad Ruel Q Dela Cueva, Brgy. New Lower Bicutan, Taguig City while the seized pieces of drug evidence were submitted for analysis to SPD Crime Laboratory.

TOP 3 Most Wanted Person of Mandaluyong City Police Arrested in PRO-4A

National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS lauds the operatives of the Intelligence Section (F2)-Regional Mobile Force Battalion (RMFB), NCRPO, District Intelligence Division, Eastern Police District and Binangonan Municipal Police Station, Rizal Provincial Police Office for the arrest of the Top 3 Most Most Wanted Person of Mandaluyong City Police Station at about 4:30PM on September 23, 2020 at Purok 1, Barangay Macamot, Binangonan, Rizal (PRO-4A).

Arrested Wanted Person was identified as John Mark Labiano y Hipolito alias “Jim” male, jobless single, 29 and a resident of 281-A Luna St Brgy Burol, Mandaluyong City.

Investigation disclosed that the operation was plotted after series of surveillance and social media exploitation were conducted regarding the whereabouts of the subject person. Upon validation of the intelligence report, operatives served and effected the arrest of the above accused who went into hiding for three (3) years in Binangonan, Rizal.

The accused was arrested by virtue of the Warrant of Arrest issued by Hon. Imelda Poster Saulog, Presiding Judge, Mandaluyong City Regional Trail Court Branch 214 dated November 9, 2018 with Criminal Case No. R-MND-17-00739 for the Crime of Rape with no bail recommended.

Upon arrest, Labiano was apprised of his constitutional rights and is now under the custody of the NCRPO operating units for documentation and proper disposition.

MORE THAN 200K WORTH OF ILLEGAL DRUGS SEIZED IN A BUY-BUST IN QUEZON CITY

The National Capital Region Police Chief, PMGEN DEBOLD M SINAS lauded the anti-illegal drugs campaign of Batasan Police Station-6, Quezon City Police Disrict which resulted in the confiscation of around Php 210,000 worth of suspected illegal drugs at about 9:30PM of September 23, 2020 along #26 Adelfa Street (Abanay), Barangay Culiat, Quezon City.

The operation stemmed from an information gathered from confidential informants regarding the involvement of the suspects in illegal drug activities within the area. Consequently, the information was validated through a series of intelligence monitoring and case build-up. Thereafter, an operation was ploted wherein one of the police officers acted as the poseur buyer in a deal established with the suspects.

After due coordination with PDEA NCR, a joint buy-bust operation ensued together with the operatives of PS-6, QCPD Station Drug Enforcement Unit and personnel of the PS-3 QCPD Station Drug Enforcement Unit which resulted in the arrest of a newly identified drug personality who was later identified as BENJAMIN PARCON y VESTAS alias Nonoy, male, 22years old (October 13, 1997), single, delivery driver and a resident of #26 Adelfa Street, Visayas Ave., Barangay Culiat, Quezon City.

Recovered from him were the following pieces of evidence thus:

  1. Four (4) pcs large bubble wrap plastic containing suspected dried Marijuana; and
  2. One (1) pc Php500 bill bearing serial number DK162351 with initials of PB and Nine (9) pcs 1000 boodle money, utilized as Buy-bust money.

The confiscated items were duly marked and inventoried in the presence of mandatory witnesses, Kagawad Marichu Montehermoso of Barangay Culiat, QC and Mr. Christopher Yu of Tuklas news National.

The seized illegal drug suspected to be marijuana has an aggregate estimated weight of more or less 1.75 kilograms with a DDB value amounting to Php 210,000 pesos. It was turned over to the PNP Crime laboratory for confirmatory testing while the suspect was detained at Police Station 6, QCPD pending the filing of appropriate charges.

BUY-BUST OPS CONDUCTED IN SAMPALOC, SUSPECT NAILED, 500K WORTH OF SUSPECTED SHABU RECOVERED

The National Capital Region Police Office, Chief, PMGEN DEBOLD SINAS commended the operatives of Station Drug Enforcement Unit (SDEU), Galas Police Station – 11, Quezon City Police District for the successful apprehension of a High Value Individual through a buy-bust operation along No. 1132 Dos Castillas St., Sampaloc Manila at around 3:45 PM of September 23, 2020.

Initial report showed that the suspect was identified as MOHAMMAD IMRAN ABDULGONI Y AWIS, Filipino, 27 years old, Single, Call Center Agent (Alorica), native of Mampang, Zamboanga Del Sur, and currently residing at No. 1132 Dos Castillas St., Sampaloc, Manila.

The arrest was plotted after intelligence driven efforts of the Intelligence Officers and Station Drug Enforcement Unit (SDEU) who conducted surveillance and monitoring against IMRAN.

Moreover, since IMRAN is considered a High Value Individual, he was already closely monitored by the operatives of PS – 11 even before the operation and on the said date of the buy-bust IMRAN was finally arrested.

Seized from the suspect’s possession are the following pieces of evidence:

a) Six (6) pcs heat-sealed transparent plastic sachet containing suspected shabu;
b) Two (2) pcs (genuine) one thousand peso bill and Eight (8) pcs (boodle) one thousand peso pre marked with initial RR used as buy-bust money;
c) One (1) unit Digital weighing scale;
d) Several small empty transparent sachet;
e) One (1) Stainless scissor; and
f) One (1) Yellow pouch

The items were duly marked and inventoried in the presence of Barangay Kagawad Rommel Ortizano of Brgy.481 Zone 47, Sampaloc, Manila and Media Representative Mr. Jimmy Mendoza of Sunshine Radio.

The confiscated illegal drugs has an aggregate estimated weight of more or less 75 grams with DDB value amounting to PHP 510,000.00. It was turned over to QCPD Crime Laboratory Office for examination together with other confiscated pieces of evidence.

The arrested suspect was brought to PS – 11 Galas for proper disposition pending the filing of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of R.A. 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002.”

“Series of buy-bust operations are conducted all around Metro to arrest these drug peddlers and I must commend our operatives who tirelessly work behind all of it. In no certain time I believe that TEAM NCRPO will be able to eliminate illegal drug activities circulating in Metro,” PMGEN SINAS stated.

400K WORTH OF SUSPECTED SHABU AND FIREARM RECOVERED IN A BUY-BUST OPS IN MARIKINA

PMGEN DEBOLD M SINAS, Chief, NCRPO lauds Marikina City Police Station, Eastern Police District for a successful buy-bust operation which resulted in the arrest of the suspect in possession of dangerous drugs and firearm along Gen Ordoñez St., in front of Bubbles Car Wash, Brgy. Marikina Heights, Marikina City at around 10:00 PM of September 22, 2020.

The operation stemmed from a report of a reliable informant about the illegal drug activities of the suspect in the area of Brgy. Marikina Heights.

Subsequently, Marikina police immediately coordinated with PDEA for validation of the report and upon positive validation, arranged a buy-bust operation against the suspect.

Initial investigation disclosed that the arrested suspect was identified as Mellowie Cruz y Buen @Bossing, 28 y/o, single, jobless, and residing at Palimbang, San Marcos, Bulacan.

Seized from suspect’s possession are the following pieces of evidence:

a) Ten (10) pieces of small heat sealed plastic sachet containing white crystalline substance suspected as dangerous drugs;

b) Seven (7) pieces of medium heat sealed transparent plastic sachet containing white crystalline substance suspected as dangerous drugs;

c) One (1) sling bag color black;

d) One (1) unit 9mm Pistol (Norinco);

e) One (1) pcs 9mm magazine;

f) Four (1) pieces live ammunition of 9mm;

g) One (1) unit Toyota Avanza bearing plate no. DAD 4711 color champagne; and

h) One (1) piece Five Hundred peso bill with serial no. FZ960290 used as buy bust money.

Marking and inventory of the recovered pieces of evidence was witnessed by Brgy. Kagawad Orlando M Torres Brgy. Marikina Heights, Marikina City and Media Representative Ms Margie Bautista of REMATE.

The confiscated illegal drugs has an aggregate estimated weight of more or less 60 grams with DDB value amounting PHP 408,000.00. It was turned-over to EPD Crime Laboratory for chemical analysis together with the other recovered pieces of evidence.

Meanwhile, the arrested suspect is now detained in Marikina City Police Station Custodial Facility for proper documentation pending the filing of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of R.A. 9165 or “Comprehensive Dangerous Drugs Act of 2002” and violation of R.A. 10591 known as “Comprehensive Firearms and Ammunition Regulation Act”.

“I commend the operatives of Marikina for instantly taking action to the report about the illegal drug activities which resulted in this successful operation. I would also like to extend my gratitude to the public for their continuous support to Team NCRPO,” PMGEN SINAS said.

TOP 2 MOST WANTED PERSON OF LA LOMA POLICE STATION, JAILED

National Capital Region Police Office spearheaded by PMGEN DEBOLD M SINAS lauds the 5th Mobile Force Company – Regional Mobile Force Battalion NCRPO, F – 2 RMFB NCRPO and San Miguel MPS Bulacan PPO for the successful apprehension of the Top 2 Most Wanted Person of La Loma Police Station along Sta Rita Bata, Sitio Malapajo San Miguel, Bulacan at around 2:30 PM of September 22, 2020.

The arrest ensued from the Intelligence Packet of 5th Mobile Force Company. Subsequently, a joint operational research and month long surveillance was conducted which resulted in the identification of subject person’s whereabouts. Moreover, report showed that the suspect hid in San Miguel, Bulacan since 2017 before the said arrest.

Initial investigation disclosed that the arrested suspect was identified as GINO CARLO JUACHON y RODRIGUEZ Alias “Baliw” Male, Delivery Boy, Single, 32 years old, resident of 35 A Sto. Cristo St Balintawak, Brgy. Balingasa, Quezon City.

The arrested suspect has a pending warrant arrest for the crime of CARNAPPING issued by Presiding Judge Hon. Remigio Escalada Jr. of Caloocan City Regional Trial Court Branch 123 with Criminal Case No. C-98765 with PHP 300,000.00 bail recommended.

The above-mentioned suspect is now detained at the Regional Special Operation Group (RSOG) Facility, NCRPO for documentation and proper disposition.

STATION HEALTH UNIT (SHU)LAUNCHED BY NCRPO

NCRPO Chief PMGEN DEBOLD M SINAS, proudly announced the creation of Station Health Units in all Police Districts of NCRPO.

The Station Health Unit is geared to act as force multiplier of the Regional Health Service-NCRPO in the management of Covid 19 cases among its personnel.

This initiative aims to ensure and guarantee the health and safety of NCRPO’s frontline force in the battle against the Covid 19 virus and other emergency health situations.

With the increasing number of police officers infected with Covid 19, PMGEN SINAS ordered for the invigoration of initiatives geared towards strengthening NCRPO’S capabilities in the battle against the Covid 19 virus.

In line with this, the SHU was conceptualized which will be primarily responsible in monitoring the health status of police  officers within its AOR; assist personnel due for Physical Fitness Test, Annual Physical Examination, medical evaluation and other personnel medical requirements; and provide tactical medical support during station operations.

Currently, all police districts of NCRPO were able to establish several units of their very own Station Health Unit with Northern Police District having 5 units manned by 50 personnel, Eastern Police District with 5 units manned by 61 personnel, Manila Police District with 13 units manned by 87, Southern Police District with 8 units manned by 48 personnel and Quezon City Police District with 13 units manned by 79 personnel.

From its implementation, the Station Health Unit proved to be effective in addressing emergency medical situations. In an incident which transpired in Mandaluyong City Jail. Two police officers who suffered from gunshot wounds were immediately given medical attention in a nearby Station Health Unit before they were brought to Mandaluyong Medical Center for appropriate medical treatment.

“I am impressed by the immediate adherence of all Police Districts to my call for the creation of a Station Health Unit in their respective areas of responsibility. This endeavor will surely benefit our police officers who are doing their best in maintaining peace and order in the community while also fighting the unseen enemy,” PMGEN SINAS said.

2M WORTH OF SHABU BUSTED BY NOVALICHES POLICE

PMGEN DEBOLD M SINAS, Regional Director, National Capital Region Police Office commends the Station Drug Enforcement Unit (SDEU) Novaliches Police Station (PS-4), Quezon City Police District for the successful buy-bust operation resulting in the seizure of 2 million worth of suspected shabu and arrest of one male drug suspect.

Investigation disclosed that after validation of the intelligence information gathered by operatives of the Quezon City District Intelligence Team Regional Intelligence Unit-National Capital Region (QCDIT RIU-NCR) and PS-4 and surveillance operation regarding the illegal drug activities of the suspect in Novaliches, buy-bust operation was plotted.

In coordination with the agents of PDEA, operatives of SDEU, PS-4; QCPD conducted buy-bust operation wherein a police officer acted as poseur buyer, after the completion of the transaction, operatives effected the arrest of the suspect. The arrest transpired at about 9:00PM on September 21, 2020 in front of a Mall located along QH Barangay, Nova Proper, Novaliches Quezon City.

Arrested suspect was identified as Randy Torres y Canaway also known as  Richie, 29 years old single, male, jobless, native of Tarlac and presently residing at Riverside Tala, Brgy. 188, Caloocan City.

Further investigation disclosed that the arrested suspect has a recorded previous case of Robbery Snatching in 2015 at Bulacan Provincial Trial Court.

Confiscated pieces of evidence from his possession and control were; three (3) pcs of knot tied transparent plastic sachet containing undetermined quantity of white crystalline substances suspected shabu; one (1) pc of black plastic with writings “NINJA”; one piece (1) pc of five hundred peso bill marked money; one hundred nineteen (119) pieces of one thousand peso boodle money, and; one (1) Unit of black and white Cherry mobile cellular phone.

The inventory, markings and photographs of confiscated evidence was conducted right after the arrest duly witnessed by the Duty Barangay Kagawad of Barangay Nova Proper, Novaliches, Quezon City and Mr Leody E Tobias, a media representative from Radyo ng Masa.

The confiscated illegal drugs has an aggregate estimated weight of more or less 300 grams with Dangerous Drugs Board value amounting to PHP2,040,000.00. It will be turned over to the PNP Crime laboratory for confirmatory testing.

Moreover, during the apprehension, the suspect resisted but authorities were able to effect the arrest. The suspect is currently at the PS-4 custodial facility for investigation and proper disposition pending the filing of appropriate charges for violation of Sec 5 and Section 11 of Article II, RA 9165 otherwise known as Comprehensive Dangerous Drugs Act of 2002 and Resisting Arrest.

The continuous success of Team NCRPO’s anti-illegal drug operations in the Metro entails its commitment to carry on effective strategies in eliminating any form of illegal drug activities in the country. “With the support of other law enforcement agencies and the community. 1.4 MILLION WORTH OF SUSPECTED SHABU AND DRIED MARIJUANA LEAVES BUSTED IN PASAY CITY, THREE (3) SUSPECTS JAILED

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS commended Pasay City Police Station, Southern Police District for a successful buy-bust operation which resulted in the apprehension of three (3) suspects in possession of illegal drugs and firearm along No. 142 Area J Chest Clinic Compound, Brgy. 186, Pasay City at around 10:15 PM of September 21, 2020.

Initial report showed that the arrested suspects were identified as:

a) ISABELO BALABAT y RUYANDOYAN aka BILOY, 32 years old, male, Filipino, CLH, jobless and currently residing at No. 54 Area C Chest Clinic Compound, Brgy. 186, Pasay City;

b) FERDINAND CONDE y PEREZ aka RANDY, 63 years old, male, Filipino, married, jobless and currently residing at No. 120 Area H Chest Clinic Compound, Brgy. 186, Pasay City; and

c) KIRVY MADEJA (MNU) aka BANONO, male, of legal age and residing at No. 142 Area J Chest Clinic Compound, Brgy. 186, Pasay City.

The arrest was plotted after a confidential informant reported about the illegal drug activities of the suspects in the area of Brgy. 186 Pasay City. The operatives coordinated with PDEA NCR to confirm the veracity of the report. After PDEA confirmed that the suspects are under watch list, Pasay City Police Station immediately planned the conduct of buy-bust operation which resulted in the suspects’ arrest.

Seized from the suspects are the following pieces of evidence:

a) One (1) piece small heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu (Object of Sale);

b) Two (2) pieces knot tied medium size transparent plastic sachets and six (6) pieces small heat-sealed transparent plastic sachets containing suspected SHABU;

c) Twenty four (24) pieces small heat sealed transparent plastic sachets containing suspected dried Marijuana leaves;

d) One (1) unit Armscor 1911 bearing serial number 16120495;

e) One (1) magazine loaded with three (3) rounds of caliber 9mm live ammunition

f) One (1) piece genuine One Thousand peso bill rolled together with thirty four (34) pieces one thousand pesos boodle money;

g) One (1) unit serviceable digital weighing scale and;

h) One (1) piece color green small plastic case with label POWER STYLE.

The confiscated illegal drugs suspected to be shabu has an aggregate estimated weight of more or less 217 grams with an estimate DDB value of PHP 1,475,600.00 while the confiscated suspected dried marijuana leaves has an estimated weight of more or less 25.1 grams estimated DDB value PHP 3,012.00.

The marking and inventory of the recovered pieces of evidence was witnessed by Barangay Kagawad Hilario A. Trestiza and Kagawad Celestino R. Mataya Jr. of Barangay 186, Zone 10, Pasay City and Media Representative Mr. Jayson Drew of Hataw Tri-Media Southern Metro Press Club Pasay City.

The arrested suspects are now detained at SDEU Custodial Facility of Pasay City Police Station while the recovered pieces of evidence will be turned-over to SPD Crime Laboratory for proper disposition pending the filing of appropriate charges to the court for violations of Sec. 5, 13 and 26 of Article II of R.A. 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002” and violation of R.A. 10591 or “Comprehensive Firearms and Ammunition Regulation Act”.

“I commend the immediate response made by the operatives of Pasay City Police Station which resulted in the apprehension of these drug peddlers. Their quick-witted action showed how dedicated they are to fight illegal drug activities in the Metro. Likewise, I would also want to thank the public for their continuous support in giving relevant information for our police operations,” PMGEN SINAS said.
