NCRPO’S TOP 4 MOST WANTED PERSON COLLARED IN CAVITE

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS applauds the Regional Mobile Force Battalion, NCRPO, 2nd Mobile Force Company – RMFB, Regional Special Operations Group (RSOG) – NCRPO in coordination with Indang, Cavite Municipal Police Station – PRO 4A for the successful apprehension of NCRPO’s Top 4 Most Wanted Person for the crime of Murder along Agus-Os Indang, Cavite at around 12:45 PM of October 27, 2020.

Initial report disclosed that the arrested accused was identified as GREGORIO ALDOVINO y PALERMO alias “Grey” 28 years old and presently residing in Indang, Cavite.

The arrest ensued through Intelligence Packet of F2(Intel)-RMFB and after one month of in-depth operational research, surveillance and monitoring, it finally led to the arrest of the accused.

The above-mentioned accused has a pending warrant arrest for the crime of Murder issued by Hon. Madonna Echiverri (Acting Presiding Judge) of Quezon City RTC Branch 21 with Criminal Case No. 18-05380 and with NO BAIL recommended.

The accused was apprised of his constitutional rights and presently under the custody of RSOG NCRPO for documentation and proper disposition.

“The arrest of the Region’s Top 4 Most Wanted Person is a huge accomplishment for the Team NCRPO. This is again a manifestation of true commitment and dedication of our police personnel to apprehend the wanted persons within or even outside Metro.” PMGEN SINAS emphasized.

C.A.R.E. INFODEMIC DRIVE IN THE METRO IN ITS 5TH WEEK

The Regional Director, PMGEN DEBOLD M SINAS lauded the successful conduct of the C.A.R.E infodemic drive in Metro Manila from September 22 to October 24, 2020.

Rolling in its 5th week, the program designed to instill DOH protocols and other necessary information on Covid-19 already recorded the conduct of over 340 activities in 261 different barangays within Metro Manila reaching a total of 11,003 participants with health kits, 10,322 among them are beneficiaries of food packs.

This Coronavirus Awareness Response and Empowerment (CARE) Infodemic Drive is composed of a series of socio-civic activities which aims to attain maximum information dissemination in the fight against Corona Virus 19 through conveyance of its origin, symptoms, complications, mode of transmission, prevention and help dispel misinformation.

Hence, PMGEN SINAS saw the inevitable need to address this concern by reaching out to the community and ensuring that they get the most reliable, timely and accurate information they need to face the current global health crisis.

NCRPO SAFELY DISPOSED 617 EXPLOSIVES IN TARLAC

Tarlac City – Several grenades and ammunition were safely disposed following a bomb disposal operation held this morning of October 23, 2020 in the Gunnery Range, Crow Valley, Capas, Tarlac City.

The safe disposal of more than 617 Unexploded Explosive Ordnance (UXOs), Explosive Remnants of War (ERW) and Military Ordnance was spearheaded by the Regional Director of the National Capital Region Police Office, PMGEN DEBOLD M SINAS.

The recovered and detonated explosive materials include Explosive Remnants of the Second World War, Military encampment and abandoned cache of Military Ordnance, fired shells, artilleries and UXO which pose great peril to the safety of the community.

Moreover, part of the explosives that were rendered safe were recovered items during police operations which were temporarily stored in makeshift storage areas of operating units such as the District Explosive and Canine Unit (DECU) and Station Explosive and Canine Unit (SECU). This condition is highly prejudicial to the surrounding community and nearby areas.

After due detonation, these materials will no longer pose potential hazard and destruction to the community and the populace considering specially their nature as most of them were UXOs; Military Ordnances such as projectiles, rocket warheads, grenades; Small arms Ammunition; pyrotechnic; flares; firecrackers; propellants; blasting caps and other highly dangerous explosive materials the largest of which consist of 1000 lbs. General Purpose Bomb.

The recovery and safe disposal of Explosive ordnance is inevitable in NCRPO’s endeavor to maintain peace and uphold public safety and internal security as it is often being utilized to cause severe damage to the lives and properties of the people.

The safe disposal of the explosive devices was done together with expert NCRPO-EOD personnel who were exceptionally trained in the methods, skills and procedures in locating and rendering safe all types of explosive ordnance.

“Ultimately, I would like to commend the effort of everyone who risked their lives and relentlessly worked their way to recover and dispose these extremely hazardous items for the sake of public safety,” said PMGEN SINAS.

1 KILO OF MARIJUANA, BUSTED IN CALOOCAN

The National Capital Region Police Office Chief PMGEN DEBOLD M SINAS lauded the successful buy bust operation by the operatives of District Drug Enforcement Unit of the Northern Police District at about 1:00 AM of October 25, 2020 infront of a Drug Store along EDSA Monumento, Caloocan City.

According to the initial report, the operation stemmed from an Intelligence driven operation initiated by the personnel of DDEU and DSOU, NPD who conducted a planned buy-bust operation against the suspects during the conduct of the Simultaneous Enhanced Managing Police Operations in the area.

Consequently, the suspects were arrested and identified as :

1. Sebastine Kyle De Leon y Mabag, 20 years old, residing in Brgy. 137, Balut, Tondo, Manila; and

2. Nazzer Meraji y Calvi, 22 years old and presently residing in Brgy. 704 San Andres, Malate, Manila.

Seized from their possession were the following pieces of evidence thus:

a. One  (1) pc. large brick size suspected dried marijuana leaves/fruiting tops wrapped with transparent cling wrapper and brown pakaging tape;

b. One (1) pc. genuine P1,000.00 bill with ultraviolet powder incorporated with twenty-nine (29) pcs. P1,000.00 boodle money;

c. One (1) unit lenovo cellular phone color white; and

d. One (1)  pc color red body bag

The recovered dried marijuana leaves/fruiting tops has an estimated total weight of more or less 1000 grams with a standard drug price amounting to P120,000.00.

The suspects were brought at NPD DDEU office for filing of charges for violation of Sec. 5 (Sale of Dangerous Drugs) and Sec 26 (Conspiracy) Art ll of RA 9165.

The recovered items were inventoried in the place of appression before the accused and mandatory witnesses Brgy. Kgwad Francisco Tio of Brgy. 86 Zone 8 District ll, Caloocan City and Mr. Ismael “Ka Maeng” Santos of Bulgar Tabloid.

“I commend the successful buy bust operation by NPD that led in the seizure of a kilo of suspected marijuana. This again is another step towards a drug-free Metro,” said PMGEN SINAS.

MORE THAN 1KILO OF SUSPECTED MARIJUANA BUSTED IN FAIRVIEW FROM A FEMALE DRUG SUSPECT

PMGEN DEBOLD M SINAS, Chief, NCRPO lauds Station Drug Enforcement Unit (SDEU) of PS – 5 Fairview, Quezon City Police District for a successful buy-bust operation which resulted in the apprehension of one (1) female drug suspect along Brgy. Greater Fairview, Quezon City at around 11:30 PM of October 24, 2020.

Initial report disclosed that the arrested suspect was identified as ERICA RAREZA y SAROSAD alias ROSE, 18 years old, and residing in Brgy Balonbato Quezon City.

The arrest was plotted through the conduct of Simultaneous Enhanced Managing Police Operation (SEMPO). The operatives conducted surveillance and monitoring and confirmed the illegal drug activity of the suspect which prompted the operatives to conduct a buy-bust operation.

Seized from the suspect’s possession are the following pieces of evidence:

A. Two (2) blocks (packed in an old newspaper and wrapped with a transparent plastic food wrap) containing dried leaves suspected to be MARIJUANA;
B. One (1) bunch (wrapped with transparent plastic food wrapped) of dried leaves suspected to be MARIJUANA;
C. One (1) piece of meduim-size self-sealing transparent plastic sachet containing dried leaves and seeds suspected to be MARIJUANA;
D. One (1) piece color white shoulder bag;
E. One (1) piece of Eco bag color green;
F. One (1) unit Cellular phone color gold (android); and
G. One (1) piece of Five Hundred Peso (Genuine money), marked drug buy bust money, bearing serial number DB978549 and Fourteen (14) pcs of One Thousand Pesos boodle money bearing serial number D301539.

The items were duly marked and inventoried in the presence of Kagawad Robert Malasaga of Brgy Greater Fairview, QC and Media Representative Leody Tobias of Radyo ng Masa.

The confiscated illegal drugs has an aggregate estimated weight of more or less 1027 grams with DDB value amounting to PHP 205,400.00.

The arrested suspect and recovered pieces of evidence was turned-over to PS – 5 Fairview for proper disposition and pending the filing of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of RA 9165 or otherwise known as “Comprehensive Dangerous Drugs Act of 2002.”

WINNERS OF NCRPO CLASH OF THE RANKS SHOOTFEST, AWARDED BY PMGEN SINAS

The National Capital Region Police Office Chief PMGEN DEBOLD M SINAS personally awarded the winners of NCRPO Clash of the Ranks Shootfest last October 19, 2020.

The shootfest is geared to simultaneously conduct PNP Standard Handgun Marksmanship Training among NCRPO personnel in line with the 9-point agenda of the Chief PNP, PGEN CAMILO PANCRATIUS P CASCOLAN embodied in the PNP sustainable development plan.

This training competition aims to develop, boost and sustain the level of confidence and proficiency of police officers in the use of their issued short firearms.

Upon the conclusion of the competition, awards were granted upon the winners during the Flag Raising Ceremony of NCRPO together with the guest of honor and speaker, the Director of the PNP Training Service – PBGEN BERNARD M BANAC.

Among the awards distributed include Certificate of Excellence awarded to the winners PCPT MARLON U BANANIA for ranking Top1, PCpl Lee Cenizal Omo for ranking Top2 and PMSg Wilfredo G Pontanal for ranking Top3 in the individual male category.

In the individual female category, Certificate of Excellence were awarded to PCpl Roxanne Laroya Madriaga for ranking Top 1, PEMS Jeney Lee Minaling Salubo for ranking Top 2 and PSMS Luzette A Quinones for ranking Top3.

Among the 2,163 police officers who participated, a total of 968 shooters were classified; 741 of them were classified as “Marksmen”, 180 were classified as “Sharpshooters”, 46 were “Experts” and 1 was found to be a “Master” in handling short fire arms.

However, there were 1,195 who failed to pass the qualifications required to belong to a shooter classification for failure to attain the necessary score. They will undergo a seminar on gun proficiency and handling of short firearms and will re-take the classification shootfest. Moreover, they were given 100 ammunition each for them to practice further and ultimately develop confidence in the use of their weapon.

“I congratulate the winners of this Clash of the Ranks Shootfest which we have conducted to boost the confidence and proficiency of police officers in the use of their issued short firearms. Moreover, I enjoin the winners of the worst individual and team shooter category together with those who failed to meet the required score to be classified as a shooter to take this as a challenge to aim for improvement for the betterment of your capability in handling your issued weapon,” said PMGEN SINAS.

BLESSING OF ADDITIONAL NCRPO SPECIAL CARE FACILITY AT THE SOUTHERN POLICE DISTRICT

In line with the invigorated measures to prioritize the health and welfare of all personnel, National Capital Region Police Office (NCRPO) Chief, PMGEN DEBOLD M SINAS spearheaded the Blessing of an additional NCRPO Special Care Facility at the Southern Police District, Lawton Avenue, Fort Bonifacio, Taguig City.

The building is the seventh Special Care Facility located at the SPD Old RDSU compound and was renovated through the initiative of RD SINAS. The facility has a twenty-two (22) bed capacity to house SPD personnel who are classified with Symptomatic/Probable Cases.

Currently, NCRPO has a total of fifteen (15) Special Care Facility with 498 bed capacities at the Regional Headquarters Compound, Camp Bagong Diwa which is being supervised by the Regional Health Service and manned by policemen who are registered doctors, nurses and graduates of other related medical courses. Recently, RD SINAS spearheaded the blessing of the Emergency Treatment Facility inside Camp Bagong Diwa, Bicutan, Taguig City, to house PNP personnel infected with CoViD 19 with mild to severe symptoms while awaiting for hospital transfer.

PMGEN SINAS assured the public that regardless of the fight against the deadly virus, the public can be assured that personnel of Team NCRPO are healthy, safe and free from the virus as we continue to serve in the frontlines.

NOVALICHES TOP 8 AND 9 DRUG PERSONALITIES BUSTED

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS commends the Station Drug Enforcement Unit (SDEU) of PS 4 – Novaliches, Quezon City Police District for the success of two buy-bust operations which resulted in the apprehension of Station’s Top 8 and Top 9 Drug Personalities along with two (2) other cohorts.

The operation ensued from the information from Quezon City District Intelligence Unit- Regional Intel Unit- NCR about the illegal drug activities of the suspects. Thereafter, operatives conducted surveillance and monitoring to verify the information. Upon validation, operatives arranged a buy-bust operation.

At around 7:00 PM of October 22, 2020 along No. 55 S. Francisco St., Brgy. San Bartolome, Novaliches, Quezon City one of the operatives acted as a poseur buyer and was able to meet the suspects. After the transaction they pushed through with the pre-arranged buy-bust which resulted in the arrest of station’s Top 9 Drug Personality along with his two other cohorts.

Initial investigation showed that the arrested suspects were identified as:

a) JONARY OBISPO y SALIN aka “TOMBOY” 43 years old, male, single, jobless, and residing in Brgy. San Bartolome, Novaliches, QC (Top 9 Station Level Drug Personality);

b) MAXIMO DELOS REYES y BAGAMASBAD aka “MACKY”, 43 years old, married, sales agent, n/o Camarines Sur and residing in Brgy. San Agustin, Novaliches, QC; and

c) DARWIN ABOGADO y PAGLINAWAN aka “DARWIN” 40 years old, with live-in partner , sales agent, n/o Calawag Quezon and residing in Brgy. Capri, Novaliches, QC.

Seized from the suspect’s possession are the following pieces of evidence:

a) Fifteen(15) pieces of heatsealed transparent plastic sachet containing of undetermined quantity of white crystalline substanced to be shabu;

b) One(1) unsealed transparent plastic sachet containing traces of suspected shabu;

c) One(1) digital weighing scale;

d) One (1) color green pouch;

e) One (1) unit color blue cellular phone;

f) Two (2) pieces one hundred peso bill marked buybust money;

g) Eight (8) pieces of one thousand peso bill boodle money;

h) One (1) aluminum foil strip;

i) One (1) rolled aluminum foil used as tooter; and

j) One (1) color green disposable lighter used as burner.

The confiscated pieces of evidence were marked and inventoried in the presence of Kgwd. Gabby Delos Santos of Brgy. San Bartolome, Nova., QC and Media Representative Mr. Chris Yu of Tuklas News National.

The recovered illegal drugs has an aggregate estimated weight of more or less 25 grams with a DDB value amounting to PhP 170,000.00.

Correspondingly, at around 10:00 PM of the same date, the same operating unit conducted a buy-bust operation along #439 Camp Grezar, Brgy. Bagbag, Novaliches, Quezon City. The arrest was plotted through the conduct of Simultaneous Enhanced Managing Police Operation (SEMPO) which resulted in the arrest of Station’s Top 8 Drug Personality.

The arrested suspect was identified as Michael Santos y Madawin A.K.A. “Puke”, Male, 34 years old, jobless, with live-in partner, native of Tumauini Isabela, residing in Brgy. Bagbag, Novaliches Q.C.

Seized from the suspect’s possession are the following pieces of evidence:

a) Sixteen (16) pieces of heat sealed transparent plastic sachet containing undetermined quantity of white crystalline substance suspected to be shabu;

b) Two (2) pieces of genuine One hundred Peso Bill marked buy-bust money;

c) One (1) color red white cigarette case; and

d) Five (5) pcs. PhP 1000.00 bill used as buy bust money.

The items were duly marked and inventoried in the presence of Kagawad Beth Vitangcol of Brgy. Bagbag, Nova., QC and Media Representative Mr. Leody Tobias of Radyo ng Masa.

The recovered pieces of illegal drugs weigh more or less 10 grams with a DDB value amounting to PhP 8,000.00

The arrested suspects and recovered pieces of evidence from both buy-bust operations were turned-over to PS – 4 Novaliches for proper documentation and pending the filling of appropriate charges to the court for violation of Sec. 5 and Sec. 11 Article II of RA 9165 or otherwise known as “Comprehensive Dangerous Drugs Act of 2002.”

“I commend Novaliches Police Station operatives for this huge accomplishment in consecutively arresting the Top 8 and Top 9 station’s drug personality. This will greatly contribute in the eradication of drug proliferation in the area,” PMGEN SINAS stated.

1.4 MILLION WORTH OF SUSPECTED SHABU BUSTED IN NAVOTAS, FOUR (4) DRUG SUSPECTS NABBED

PMGEN DEBOLD M SINAS, Chief, NCRPO lauds Navotas City Police Station, Northern Police District for the successful apprehension of four (4) suspects in possession of illegal drugs and firearm through a buy-bust operation along Champaca St., Brgy. San Roque, Navotas City at around 11:00 PM of October 21, 2020.

The arrest was plotted as a follow-up operation from the previous operations conducted by the operatives of Navotas police. The operatives conducted surveillance and monitoring to confirm the location of suspects. Subsequently, after validation, the operatives set-up a buy-bust operation against the suspects.

One of the operatives acted as a poseur and after the transaction, the operatives pushed-through with the pre-arranged buy-bust operation which resulted in the arrest.

Report showed that the arrested suspects were identified as:

a) Marvin Oraño y Roldan @Mabong, (Pusher/ Listed), 34 years old, male, married, jobless, resident of 28 M. Domingo St., Brgy Tangos North, Navotas City;

b) Arjay Centeno y De Jesus @Arjay, (Pusher/ Listed) 28 years old, male, single, fisherman, resident of 400 S. Roldan St., Brgy. Tangos South, Navotas City;

c) Marlon Valentin y Silvestre @Marlon(User/ Listed), 19 years old, male, single, jobless, resident of 118 B. Cruz St., Brgy. Tangos North, Navotas; and

d) Janine Burdeos y Peralta @J-9 (User/Not Listed), 28 years old, female, single, jobless, resident of 155 KKK St., Brgy. 150, Bagong Barrio, Caloocan City.

Seized from suspect’s possession are the following pieces of evidence:

a) One (1) piece small heat-sealed transparent plastic sachet, containing white crystalline substance suspected to be “shabu”;

b) Two (2) pieces of knot-tied ice transparent plastic bag, containing white crystalline substance suspected to be “shabu”;

c) Six (6) pieces small heat-sealed transparent plastic sachet, containing white crystalline substance suspected to be “shabu”;

d) One (1) piece black belt-bag;

e) One (1) piece Cal. 38 revolver with serial no. RS94NM139 and loaded with four (4) live ammunitions;

f) One (1) piece of five hundred peso bill used as buy-bust money; and

g) Five (5) pieces one hundred peso bills.

The items were duly marked and inventoried in the presence of Brgy. Kgwd. Winifredo A. Esquillo Jr and Media Representative Ismael “Ka Maeng” Santos.

The confiscated illegal drugs has an aggregate estimated weight of more or less 206 grams with Standard Drug Price (SDP) amounting to PHP 1,400,800.00.

The recovered pieces of evidence were turned-over to PNP – Northern Police District Crime Laboratory Office for chemical analysis. While the arrested suspects is placed under custody of Navotas City Police Station pending the filing of charges for violation of Sec. 5 and Sec. 11 Article II of RA 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002” and violation of RA 10591 or  “Comprehensive Firearms and Ammunition Regulation Act”.

“The series of successful operations manifest how dedicated and committed our police operatives are when it comes to eliminating all forms of illegal drugs here in Metro,” said PMGEN SINAS.

CTG-NATIONAL MOST WANTED PERSON WITH MURDER CASE NABBED BY NCRPO OPERATIVES

A member of Communist Terrorist Group- National Most Wanted Person was successfully apprehended by the the joint personnel of Anti-Terrorism Task Group (ATTG) Regional Intelligence Division (RID); Regional Special Operations Group (RSOG) NCRPO; Regional Mobile Force Battalion (RMFB) of NCRPO; and District Intelligence Unit (DID), Eastern Police District at about 1:38 PM of October 22, 2020 at No. 4226 along Mars St, Sitio Pinalad, Centennial 2, Brgy. Pinagbuhatan, Pasig City.

PMGEN DEBOLD M SINAS identified the accused as ESTEBAN SERGIO SALES aka “Waldo”, 59 years old, married, construction worker, member of Communist Terrorist Group (CTG), EXECOM, Kilusang Larangang Guerilla (KLG 73), Bicol Region Party Committee (BRPC), member of KOMITE SEKSIYON SA PLATON (KSPN 1), KOMITE ON SECTION SA ISKWAD (KSSI 1), and a native of Brgy. San Roque, Sagñay, Camarines Sur.

The operation stemmed through surveillance and lateral coordination that resulted in the positive identification of Sales. He is a National MWP with Reward covered by DND-DILG Joint Orders on Reward amounting to PhP 700,000.00.

Probe reveals that joint personnel of RMFB Special Weapons and Tactics (SWAT) Rapid Deployment Company – RDC1 and RDC2, RID NCRPO, together with DID, EPD served the warrant of arrest for the crime of Murder with criminal case no. 3530 issued by Presiding Judge LORE R. VALENCIA-BAGALACSA, RTC Br. 57, Libmanan, Camarines Sur issued on July 19, 2002 and malicious mischief with criminal case no. L-818 issued on January 09, 1995.

As a backgrounder, on September 3, 2000 at about 9: 00 AM at Sitio Intramuruz, Barangay Panaytayan, Municipality of Ragay, Camarines Sur, with deliberate intent to kill, with treachery, evident premeditation, taking advantage of superior strength willfully and feloniously assaulted, attacked and shot several times the victim identified as German Berunga a rebel returnee and a member of the Citizen Active Auxiliary (CAA) thereby causing the death of the said victim.

Accused is now temporarily detained at RSOG Custodial Facility pending return of the warrant of arrest to the issuing court.
