SPD’s Top 10 Illegal Drug Personality Busted In Makati City

PMGEN DEBOLD M SINAS, Chief, NCRPO applauds the Station Drug Enforcement Unit (SDEU) of Makati City Police Station, Southern Police District for a successful buy-bust operation which resulted in the apprehension of SPD’s Top 10 Illegal Drug Personality along 304 Blk 8, Suha St., Brgy. West Rembo, Makati City at around 11:15 PM of September 23, 2020.

The arrest was plotted after a confidential informant reported about the illegal drug activities of the suspect in the area of Brgy. West Rembo. One of the operatives acted as a poseur buyer to confirm the veracity of the report. He was able to purchase one (1) piece small transparent plastic sachet containing white crystalline substance suspected to be shabu from JUDITH in exchange of PHP 1,000.00.

Subsequently, after the transaction, personnel of Makati conducted the pre-arranged buy-bust which resulted in the arrest. Moreover, further investigation disclosed that JUDITH is tagged as Top 10 Illegal Drug Personality of the Southern Police District.

Initial investigation disclosed that the arrested suspect was identified as Judith Abella Y Finez aka Judith, female, widow, 60 years old, residing at 304 Block 8, Suha St.  Brgy. West Rembo Makati City.

Seized from suspect’s possession are the following pieces of evidence:

a) Eight (8) pieces small heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu;

b) One (1) transparent plastic containing white crystalline substance suspected to be shabu;

c) One (1) piece 1000 peso bill money (buy-bust money);

d) One (1) weighing scale;

e) One (1) eyeglass case color dirty white;

f) One (1) disposable lighter color green;

g) One (1) cigarette pack color green; and

h) One (1) foil strip with residue.

The items were duly marked and inventoried with the presence of Kagawad Rodrigo Neri of Brgy. West Rembo, Makati City and Media Representative Don King Zarate of DZXL.

The confiscated illegal drugs has an estimated aggregate weight of more or less 30 grams with DDB value amounting PHP 204,000.00. It was turned-over to SPD Crime Laboratory for chemical analysis.

The arrested suspect was brought to SDEU Office Makati City Police Station for proper disposition pending the filing of appropriate charges to the court for violation of Sec. 5, Sec. 11 and Sec. 12 Article II of R.A. 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002”.

TOP 3 Most Wanted Person of Mandaluyong City Police Arrested in PRO-4A

National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS lauds the operatives of the Intelligence Section (F2)-Regional Mobile Force Battalion (RMFB), NCRPO, District Intelligence Division, Eastern Police District and Binangonan Municipal Police Station, Rizal Provincial Police Office for the arrest of the Top 3 Most Most Wanted Person of Mandaluyong City Police Station at about 4:30PM on September 23, 2020 at Purok 1, Barangay Macamot, Binangonan, Rizal (PRO-4A).

Arrested Wanted Person was identified as John Mark Labiano y Hipolito alias “Jim” male, jobless single, 29 and a resident of 281-A Luna St Brgy Burol, Mandaluyong City.

Investigation disclosed that the operation was plotted after series of surveillance and social media exploitation were conducted regarding the whereabouts of the subject person. Upon validation of the intelligence report, operatives served and effected the arrest of the above accused who went into hiding for three (3) years in Binangonan, Rizal.

The accused was arrested by virtue of the Warrant of Arrest issued by Hon. Imelda Poster Saulog, Presiding Judge, Mandaluyong City Regional Trail Court Branch 214 dated November 9, 2018 with Criminal Case No. R-MND-17-00739 for the Crime of Rape with no bail recommended.

Upon arrest, Labiano was apprised of his constitutional rights and is now under the custody of the NCRPO operating units for documentation and proper disposition.

PS – 12 Eastwood Top 4 Drug Personality Nabbed In A Buy-Bust Ops

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS lauds the PS – 12 Eastwood, Station Drug Enforcement Unit (SDEU), Quezon City Police District for a successful buy-bust operation which resulted in the apprehension of Top 4 PS – 12 Drug Personality along Boni Serrano corner P. Mejia, Brgy. Libis, Quezon City at around 6:30 PM of September 17, 2020.

The arrest was plotted after a test buy was conducted on September 16, 2020 at about 6:30 PM on the same location and the test buy yielded positive result for Methamphetamine Hydrochloride as per chemistry report. This prompted the operatives to conduct buy-bust operation which resulted in the arrest of the suspect.

Initial report showed that the suspect was identified as Annabelle Acosta Y Muyrong, 42 years old, female, married, housewife, native of Quezon City, presently residing at No. 4-E P. Mejia Street, Barangay Libis, Quezon City.

Moreover, further probing disclosed that ACOSTA is PS – 12 Top 4 Drug Personality and is being closely monitored by the operatives.

Seized from the suspect are the following pieces of evidence:

a. Four (4) pcs. small rectangular heat sealed transparent plastic sachet containing undetermined amount of suspected Shabu;

b. One (1) Coin Purse; and

c. Four (4) pcs. of One Hundred (100) peso bill, used as buy-bust money.

The marking and inventory of recovered pieces of evidence was witnessed by Brgy. Kagawad Danilo Morzo of Brgy. Libis and Media Representative Alex Mendoza of HATAW.

The confiscated illegal drugs has an aggregate estimated weight of more or less 0.16 grams with DDB Value amounting to PHP 1,600.00. It was turned-over to PNP Crime Laboratory for chemical analysis.

The arrested suspect was brought to PS – 12 SDEU office for proper disposition pending the filing of appropriate charges before the court for violation Sec. 5 and Sec. 11 Article II of R.A. 9165.

Subsequently, Acosta will be brought to PNP Crime Laboratory for drug test and laboratory examination.

TOP 8 HIGH VALUE INDIVIDUAL ON ILLEGAL DRUGS OF NCRPO ARRESTED IN A BUY-BUST OPERATION

PMGEN DEBOLD M SINAS, RD NCRPO lauds the Galas Police Station (PS-11) Station Drug Enforcement Unit (SDEU), Quezon City Police District for the arrest of the Top 8 High Value Individual on Illegal Drugs of the National Capital Region Police Office in a Buy-Bust Operation at about 6:30PM on September 16, 2020 at Pinatag Area, ROTC Hunters St., Barangay Tatalon, Quezon City.

Investigation disclosed that a buy-bust operation emanated from intelligence driven efforts conducted by Intelligence Officers of PS-11 and SDEU. Upon confirmation of the illegal activity of the suspect, a buy-bust operation was plotted. One operative acted as poseur buyer, then after the completion of the transaction, the operative signalled the arrest of the suspect.

Further investigation disclosed that the arrested suspect is currently listed as Station Priority Top No One, High Value Individual on Illegal Drug, listed as Top No. 6 on the District Level- Quezon City Police District and Top no. 8 of NCRPO.

Arrested suspect was identified as Marlon Miranda y Crecine, male, 41 years old, single, jobless, native and resident of No. 23 ROTC Hunter St., Pinatag Area, Barangay Tatalon, Quezon City.

Evidence seized from the possession and control of the suspect is One (1) piece of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be Methamphetamine Hydrochloride locally known as shabu with an estimated weight of more or less one (1) gram with dangerous Drugs Board value of PHP200; and two (2) pieces of One Hundred Peso Bill with serial number CS688504 and ZH879536.

The recovered pieces of evidence will be submitted to the Crime Laboratory Office for examination. While the suspect is currently under the custody of PS-11 pending the filing of appropriate charges in violation of Sec 5 and Section 11 of Article II, RA 9165 otherwise known as Comprehensive Dangerous Drugs Act of 2002. The case will be referred before the Quezon City Prosecutor’s office for inquest.

Moreover, the markings and inventory of confiscated evidence as well as photograph of the arrested suspect was witnessed by Barangay Kagawad William A Chua of Barangay Tatalon, Quezon City and Mr. Alex Mendoza, a media representative.

TOP 8 IN ILLEGAL DRUGS WATCHLIST AND 2 DRUG PERSONALITIES ARRESTED IN A BUY-BUST OPERATION IN QUEZON CITY

National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS commends the operatives of Station District Enforcement Unit, Talipapa Police Station (PS-3), Quezon City Police District for the arrest of the Top 8 Illegal Drugs Watchlist and two male persons during an anti-illegal drug operation at about 9:30PM on September 16, 2020 at # Moon St., Barangay Tandang Sora, Quezon City.

Arrested suspects identified were: Jayson Garcia Y Ravarro Alias Jay/Toto, 27 years old, Single , Motorcycle Driver, native of Nueva Ecija and resident of #2 Moon St Brgy Tandang Sora, Quezon City, he is listed as TOP 8 Illegal Drugs Watchlist of Station 3 Talipapa; Ronald Real y Boyano , 46 years old, single ,jobless, native Samar and resident of #32 Sebastian St Brgy Bagong Pag-Asa,QC; and Ralph Emerson Ignacio y Vinuya, 25 years old, single, vendor, and a resident of Espiritu Compound Brgy Pasong Tamo, QC.

The operation was plotted after receiving a report from a confidential informant regarding the involvement of the afore-cited subject in the proliferation of dangerous drugs. One of the police officers posed as poseur buyer while another acted as back-up. Upon consummation of the transaction, police officers immediately effected the arrest of Jay/Toto and two other male persons who were present during the transaction apparently customers of alias Jay/Toto.

Pieces of evidence seized from the possession and control of the suspects are:

  1. 7 pcs of transparent plastic sachets containing suspected dangerous drugs weighing more or less 10 grams with estimated street value of Php 68,000
  2. 1 pc grey cellular phone
  3. 1 pc 500 peso bill (buy-bust money)
  4. 4 pcs 100 peso bill recovered money; and
  5. 1 pc grey coin purse

In compliance with Section 21 of RA 9165 as amended by RA 10640, physical inventory and photographing of seized items were conducted at the place of apprehension and in the presence of the afore-named suspect as well as Chairman Marlou Ulanday of Barangay Tandang Sora, Quezon City and Mr Ian Ellazar, media representative of Net 25.

The recovered pieces of evidence will be submitted to the Crime Laboratory Office for examination. While the suspects are currently under the custody of PS-3 pending the filing of appropriate charges in violation of Sec 5 and Section 11 of Article II, RA 9165 otherwise known as Comprehensive Dangerous Drugs Act of 2002. The case will be referred before Quezon City Prosecutor’s office for inquest.

TOP 8 MOST WANTED PERSON OF SAN JUAN CITY, NOW BEHIND BARS

against Top Most Wanted Persons, the NCRPO Regional Director, PMGEN DEBOLD SINAS lauded the Eastern Police District-San Juan City Police Station for arresting the Top 8 Most Wanted Person of the station on September 2, 2020 at Sta. Rita Road, Kaybagal Central, Tagaytay City.

The suspect identified as John Christian Vagalidad y Cantayag, 24 years old, construction worker residing at Sta.  Sta. Rita Road, Kaybagal Central, Tagaytay City, is charged for the crime of Rape with CC#160754 and outstanding Warrant of Arrest issued by the Regional Trial Court Branch 160, Pasig City (San Juan City Station) signed by Hon. Acting Presiding Judge Andres Bartolome Soriano dated June 27, 2019.

Vagalidad has been illusive for a year but was located because of a reliable informant and concerned citizen who reported his whereabouts to the police operatives.

Upon confirming the veracity of the information, the elements of EPD San Juan City Police Station Intelligence Section coordinated with Tagaygay City police to effectively and successfully serve the warrant of arrest against Vagalidad.

Vagalidad is now behind bars and detained at San Juan City Police Station custodial facility while the warrant of arrest was forwarded to the court or origin for proper disposition.

PMGEN SINAS expressed his appreciation and gratitude to the informant and concerned citizen and to Tagaytay City Police operatives for helping out the Team NCRPO in fulfilling its mission.

2 KOREAN NATIONALS WITH INTERPOL RED NOTICE ARRESTED

The National Capital Region Police Office (NCRPO) Regional Director, PMGEN DEBOLD M SINAS expressed his salute to the joint operatives of Manila DFU (Lead) Southern MMDFU; Regional Intelligence Division, NCRPO; Taguig City Police Station and Parañaque City Police Station, Southern Police District in coordination with Korean Desk and Fugitive Search Unit, Bureau of Immigration and Deportation, BI for the successful arrest of two (2) Korean Nationals charged for the crime of Fraud with INTERPOL RED NOTICE on September 1, 2020 in Taguig and Parañaque City, respectively.

The first suspect is identified as Sin In Chul, 50 yrs, Male, Korean National, residing at of Room 216, The Birchwood Acacia Estates, San Dimas Avenue, Taguig City was arrested by virtue of INTERPOL RED NOTICE for the crime of Fraud in violation of Article 347 of the Criminal Act of Korea with Interpool Red Notice Control No. A-4547/5-2020.

While the second suspect identified as Hong Yeong Jae, 28 yrs old, male, Korean National and resident of Unit 312 Zebrina Bldg. Calathea Place, DMCI Homes, Brgy. San Antonio, Paranaque City was arrested virtue of INTERPOL RED NOTICE for the crime of Fraud in violation of Act on the Aggravated Punishment, Etc., of Specific Economic Crimes Article 3 (1) 2 with Interpool Red Notice Control No. A-9923/9-2019.

Both arrested suspects were brought to Manila DFU for proper documentation and disposition awaiting for the commitment order from Bureau of Immigration (Legal Department).

The successful arrest is a product of teamwork and coordination among partner government agencies like NCRPO, Manila DFU, CIDG and the Bureau of Immigration. NPD’S TOP 1 DRUG PERSONALITY AND THE LEADER OF “ONIE DRUG GROUP” NABBED IN A BUY-BUST OPERATION IN CALOOCAN

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS lauds the District Drug Enforcement Unit (DDEU) – District Special Operation Unit (DSOU), and Station Drugs Enforcement Unit-Caloocan City Police Station, Northern Police District for the successful apprehension of NPD’s No. 1 Drug Personality and Leader of Onie Drug Group through a buy-bust operation along Tupda Village, Brgy. 8, Caloocan City at around 1:50 AM of September 2, 2020.

The arrest was plotted after an information was provided by a regular confidential informant and Barangay Officials reporting about the illegal drug activities of a certain a.k.a “ONIE” in the area of Brgys. 12 and 8, Caloocan City and nearby Barangays within CAMANAVA.

Subsequently, the operatives were able to gather information from previously arrested street level pushers during custodial investigation wherein they pinpointed their source of illegal drugs. Through the information gathered, the operatives established and identified the Drug Group and created a COPLAN for their arrest.

As part of the COPLAN, last May 11, 2020, the brother-in-law of the suspect was arrested and confiscated from him was 70grams of shabu. From there, the operatives were able to get information after several months and were able to set a deal with ONIE which finally resulted in his arrest along with one cohort.

Further probing showed that the suspects were identified as:

a) Renato Perez y Santos aka “Onnie”, (Watchlisted) No. 1 of NPD Top 10 Drug Personality and Leader of Onie Drug Group, 32 y/o, with live-in partner, jobless, presently presiding at No. 171, Libis Talisay Dulo, Brgy. 12, Caloocan City; and

b) Jumy Samson y Molina aka “Bong”, 38 y/o, jobless, married and presently residing at Blk. 39, Lot 4, Salay-Salay St., Brgy. 12, Caloocan City.

Seized from the suspects are the following pieces of evidence:

a) Twenty two (22) pcs. medium heat sealed transparent plastic sachet containing suspected Shabu;

b)  One (1) pc. color black sling bag; and

c) One (1) pc. genuine P1,000.00 bill incorporated with eleven (11) pcs. of P1,000.00 boodle money.

The items were duly marked and inventoried in the presence of Mr. James Agustin, GMA News – Media Representative and Brgy. Kagawad Reynaldo Bayani of Brgy 8, Caloocan City.

The confiscated illegal drugs has an aggregate estimated weight of more or less 110 grams with Standard Drug price amounting to PHP 748,000.00.

The arrested suspects and recovered pieces of evidence were turned-over to DDEU office for proper documentation and pending the filing of appropriate charges before the court for violation of Sec. 5 and Sec. 11 Article II of R.A. 9165 or otherwise known as “Comprehensive Dangerous Drug Acts of 2002”.

“I commend the effort and dedication of our operatives in conducting follow-up operations and data gathering from previously arrested drug peddlers which led them to the whereabouts of the arrested suspects. The arrest of Top 1 NPD’s most wanted drug personality will be a great leap for our campaign in fighting illegal drugs Metro,” PMGEN SINAS stated.

Notorious Thief, Ranked As Top 8 Most Wanted Person Arrested By QCPD Talipapa

The National Capital Region Police Office (NCRPO) Regional Director, PMGEN DEBOLD M SINAS commended Talipapa Police Station, Quezon City Police District for successfully serving the Warrant of Arrest against a notorious thief listed as Top 8 of the Most Wanted Person of the station for the 3rd quarter of 2020 on August 31, 2020 at Ilalim ng tulay, Brgy. Balon Bato, Quezon City.

The suspect identified as Jennyrose Magallanes Y Paloma @ Rainaliza Sales Y Paloma @ Rain Sales Y Paloma, 19 years old, female, single, jobless, and residing at No.1 Ilalim ng Tulay, Brgy Balon Bato, Quezon City, was arrested by virtue of Warrant of Arrest for a Case of THEFT docketed under criminal case number 17-5423 issued by Judge Hon. Adeliza ll Magno-Gingoyon of MTCC fourth judicial region City of Bacoor Cavite, dated August 7, 2017 with bail recommended Php10,000.00 for temporary liberty.

Sales was tagged as notorious thief as she was involved in several cases of theft whose modus operandi was to pretend to be a customer of different stores, groceries, supermarkets and malls in Metro Manila and nearby provinces of Rizal and Cavite while perpetrating her crime.

Thus, suspect was a subject of NCRPO’s intensified “LOI Manhunt Charlie” against Top Most Wanted Persons.

Sales is now under the custody of Police Station  3 Talipapa Police Station QCPD while waiting for proper disposition of her Warrant of Arrest.

PMGEN SINAS commended the close coordination between QCPD and the public which led to a successful operation. “Information from the public and concerned citizen against the TMWP is a great help for their immediate arrest,” he added.

Caloocan’s Top 7 Most Wanted Person Arrested in Quezon City

PMGEN DEBOLD M SINAS, Regional Director, National Capital Region Police Office lauds the personnel of the 4TH Mobile Force Company, Regional Mobile Force Battalion, NCRPO and joint operatives of F2 (Intelligence Unit)-RMFB NCRPO and Caloocan City Police Station for the arrest of the Top 7 Most Wanted Person of Caloocan City Police Station on August 30, 2020 at about 8:45PM in front of a mall at Quirino Highway, Quezon City.

Arrested suspect was identified as Jeffrey Ubalde, Alias “Moy-Moy”Male, Jobless, Single, 22 years old and a resident of Phase 8A Package 10 Blk 152 Bagong Silang, Caloocan City.

Investigation disclosed that the operation proceeded after a month long surveillance and verification of the information about the suspect’s whereabouts. Subsequently, joint operatives from the 4TH MFC RMFB, F2-RMFB and Caloocan CPS served and effected the arrest of the above-named accused.

Ubalde was arrested by virtue of the Warrant of Arrest issued by Hon. MA. TERESA DE-GUZMAN ALVAREZ, Presiding Judge, Caloocan City RTC Branch 131 for the crime of Rape (Two counts) with Criminal Case No. C-111275-7 dated November 12, 2019 with No Bail recommended.

During the service of the warrant, Ubalde was informed regarding the pending warrant of arrest against him and was properly appraised of his Constitutional Rights. Further, accused is currently under the custody of Caloocan City Police Station for documentation and proper disposition.
