The National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS spearheaded the conduct of NCRPO Clash of the Ranks Shootfest from September 19-20 and 26-27, 2020 at NCRPO Firing Range, Camp Bagong Diwa, Bicutan, Taguig City.

The shootfest is geared to simultaneously conduct PNP Standard Handgun Marksmanship Training among NCRPO personnel in line with the 9-point agenda of the current Chief PNP, PGEN CAMILO PANCRATIUS P CASCOLAN embodied in the PNP Sustainable Development Plan.

This training aims to develop, boost and sustain the level of confidence and proficiency of police officers in the use of their issued short firearms.

The event was participated by personnel from the Regional Headquarters, Regional Mobile Force, Regional Support Units and all police districts of NCRPO.

At the end of the shootfest, participants are expected to receive badges representing their shooting capabilities such as Marksman, Sharp Shooter and Expert. Moreover, awards such as best shooter per rank, best team per rank, worst shooter per rank, worst team per rank and perpetual trophy for best unit will also be given to deserving participants.

From September 19-20, 2020, 237 participants already received their classification badges wherein 43 were marksman, 20 were sharp shooters and 4 were experts shooters.

During the 2nd part of the shootfest held on September 26 to 27, 2020, a total of 513 personnel participated wherein 122 were classified as Marksmen, 34 were tagged as sharp shooters, 7 were identified as experts and 1 was found to be master in handling short firearms. The rest of the other participants failed to classify in any of the aforementioned category.

“I am elated that all NCRPO personnel are participating in this endeavor to ensure that we are proficient in the use of our issued weapons. As law enforcers, we should always be prepared for the dynamic and life-threatening situations we may face everyday in the streets,” said PMGEN SINAS.


NCRPO Chief PMGEN DEBOLD M SINAS, proudly announced the creation of Station Health Units in all Police Districts of NCRPO.

The Station Health Unit is geared to act as force multiplier of the Regional Health Service-NCRPO in the management of Covid 19 cases among its personnel.

This initiative aims to ensure and guarantee the health and safety of NCRPO’s frontline force in the battle against the Covid 19 virus and other emergency health situations.

With the increasing number of police officers infected with Covid 19, PMGEN SINAS ordered for the invigoration of initiatives geared towards strengthening NCRPO’S capabilities in the battle against the Covid 19 virus.

In line with this, the SHU was conceptualized which will be primarily responsible in monitoring the health status of police  officers within its AOR; assist personnel due for Physical Fitness Test, Annual Physical Examination, medical evaluation and other personnel medical requirements; and provide tactical medical support during station operations.

Currently, all police districts of NCRPO were able to establish several units of their very own Station Health Unit with Northern Police District having 5 units manned by 50 personnel, Eastern Police District with 5 units manned by 61 personnel, Manila Police District with 13 units manned by 87, Southern Police District with 8 units manned by 48 personnel and Quezon City Police District with 13 units manned by 79 personnel.

From its implementation, the Station Health Unit proved to be effective in addressing emergency medical situations. In an incident which transpired in Mandaluyong City Jail. Two police officers who suffered from gunshot wounds were immediately given medical attention in a nearby Station Health Unit before they were brought to Mandaluyong Medical Center for appropriate medical treatment.

“I am impressed by the immediate adherence of all Police Districts to my call for the creation of a Station Health Unit in their respective areas of responsibility. This endeavor will surely benefit our police officers who are doing their best in maintaining peace and order in the community while also fighting the unseen enemy,” PMGEN SINAS said.


The National Capital Region Police Office Chief PMGEN DEBOLD M SINAS spearheaded the successful blessing of Emergency Treatment Facility inside Camp Bagong Diwa Bicutan, Taguig City, on September 18, 2020 in response to Covid 19 surge in the country.

As the world continues to grapple with the current health crisis, the NCRPO did not stop in its commitment to prioritize the health and welfare of its personnel who are playing remarkable roles in this battle. 

One among the latest project of the Regional Office is the construction of an Emergency Treatment Facility built to house and treat covid 19 positives who are experiencing mild to severe symptoms. This construction was envisioned to immediately attend the emergency needs of the patients instead while waiting to find available hospital rooms.

Through the help and support of Infiniweb Technology Incorporated headed by its president Mr Sunny Liu, Ms Michell Hong, Ms Sara Marce and Sofia Melhi, the facility was realized and will accommodate Metrocops who have severely contracted the virus. Those who will experience difficulty in breathing or shortness of breath will now be attended with the help of 10 oxygen tanks with regulator provided for them.

Other than the fact that it will be managed by NCRPO’s registered doctors and nurses, the facility also has ten (10) bed capacities, two (2) ECG , one (1 )Cardiac monitor with defibrillator, five (5) nebulizer,  six (6) automatic spray dispenser, one (1) patient monitor, ten (10) bedside table, ten (10) air-condition (window type) and ten (10) hospital bed with IV stand. All equipment is necessary for the treatment and recovery of symptomatic patients.

“Over the six months of being in the frontline of this plight, NCRPO’s interventions to prevent and cure the virus has been magnificent and effective. Nonetheless, we will continue what we have started and the public can be assured that frontliners who serve them day to day, are healthy, safe and free from the virus,” said PMGEN SINAS.

Computer On Wheels Rolling In Jose Abad Santos

In line with the successful “Computer on Wheels” Project of PS – 7 Jose Abad Santos Police Station, a turnover of Print Out Modules for Grade 2 Subject Classes to Principal and Teachers of Lapu-lapu Elementary School was conducted on September 10, 2020 at about 10:00 am at JAS Tecson Outpost along Tecson St., corner Jose Abad Santos Ave., Tondo, Manila.

Jose Abad Santos Police Station turned over the printed Modules of different subjects for Grade 2 Classes as part of Station’s commitment in helping the school principal of Lapu- Lapu Elementary School in printing the modules to the enrollees of the modular program to help lessen the workload of the teachers.

The turnover was attended by School Principal of Lapu-Lapu Elementary School, Mrs. MA ELENA MERCADO and Teachers with Brgy Chairwomen Carmelita Francisco and Inora Siy of 212/207 respectively.

Computer on Wheels Project in partnership with Federation Filipino Chinese Chamber of Commerce INC provides free use of computers with internet connection, printers and printing materials available for the use of students within the vicinity of the outpost.

“No one should be left behind. This project shall fill in the gaps for the students who can’t afford the use of computers with internet connection and printers for their online classes due to the pandemic. I commend Jose Abad Santos Station for the affection they have shown to the children in their area. Keep these wheels rollin’ and keep extending help to our fellowmen in all possible ways,” PMGEN SINAS said.


In line with the with the Anti-Illegal Gambling Campaign of the National Capital Region Police Office, PMGEN DEBOLD M SINAS led the Mass Destruction of eighty four (84) seized Video Karera and Fruit Game Machines on September 7, 2020 at about 11:30 AM held in front of Headquarters, Las Piñas City Police Station.

The 84 Video Karera Machines were confiscated during the two (2) months of Intensified Drive on Illegal Gambling Operation conducted by the Intelligence Section and Operation Unit of Las Piñas City Police Station under the leadership of PCOL RODEL A PASTOR as part of the continuous efforts to topple illegal gambling in the Southern Metro.

Furthermore, this is also in consonance with the implementation of the “No-Take Policy” on all forms of protection money from illegal sources to include illegal gambling activities, as directed by the Chief of NCRPO.

“We all know that gambling machines are widely used by children/minors which might eventually lead to other unlawful activities at a very young age. We would like to assure that Team NCRPO welcomes reports of all forms of illegal activities from our concerned citizens. Let us help one another for the future of our children,” said PMGEN SINAS.


The National Capital Region Police Office under the helm of PMGEN DEBOLD M SINAS urges the residents of Metro Manila who are interested to join the Philippine National Police.

According to the Regional Director, the NCRPO will prioritize applicants who live in NCR for attrition quota of Patrolman Recruitment Program 2020. There will be a total of 912 available slots that will beef up the manpower complement of the NCRPO in maintaining the peace and order and eliminating criminalities and illegal drugs.

PMGEN DEBOLD M SINAS, RD, NCRPO spearheaded the Dialogue and Signing of Peace Covenant with the Muslim brothers and sisters which aims to gain assistance and support of our Muslim leaders on August 28, 2020, 1:30 PM at the Blue Masjid, Mindanao Avenue, Maharlika Village, Taguig City.

The signing was attended by participants from different Masjid of Taguig City composed of Imams/Ustadz, Bilal, Jama’a Muslim community leaders, PBGEN FLORENCIO T ORTILLA, NCRPO Deputy Regional Director for Operations, PBGEN EMMANUEL B PERALTA, District Director of Southern Police District and other NCRPO Key Personnel. Nonetheless, physical distancing and other GCQ safety protocols were strictly followed.

The Dialogue tackled the significance of concerted actions, collective effort and shared commitment and interest to sustain peace and order in the community. The NCRPO acknowledged the consistent assistance and support of our Muslim leaders which is crucial in the fight against terrorism and illegal drugs that would militate against perverse motive in the community in order to achieve a safe, peaceful and orderly society.

Therafter, the activity was highlighted with the signing of Peace Covenant between NCRPO and Muslim Brothers and Sisters.

“In Support to Peace towards Nation Building, we condemned any kind of evil acts, violence and killings wherein HOLY ISLAM totally forbid all crimes to people and will never tolerate such. The Almighty ALLAH says in the Holy Qur’an: which read “whoever kills/slays a person, unless it is for a murder or for spreading mischief (corruption) in the land, it would be as if he kills/slew all mankind; and whoever saves a life, it would be as though he saved the lives of all Mankind”.

The Peace Covenant is a commitment where both parties agreed to undertake and give their full participation in all programs and projects against criminality and violence and agreed to foster partnership and cooperation to attain peace and security.

NCRPO Showed Support To Gender Equality Through The Conduct Of Gender And Development (GAD) And Gender Sensitivity Training (GST) Webinar

PMGEN DEBOLD M SINAS, the Regional Director of NCRPO supports gender equality and took pride in the conduct of 2-Day Online Gender And Development (GAD) and Gender Sensitivity Training (GST) Webinar which started on August 12, 2020 and ended yesterday, August 13, 2020 at RTOIC Building, Camp Bagong Diwa, Bicutan, Taguig City.

The webinar is a virtual learning seminar in line with the new normal system that uses internet. In this manner, attendees will have to stay at their convenient places and listen online without prejudicing the health of their families. Nevertheless, lecturers of the webinar assured interaction by allowing queries to be raised, just like the traditional classroom set up.

The Gender And Development (GAD) and Gender Sensitivity Training (GST) Webinar aim to better understand laws that are in place to protect women and recognize their importance in the society.

Among the lectures included were: Institutions that Influence Gender Roles, Manifestation of Gender Bias; and The Importance of Integrating Efforts to prevent Violence Against Women and their Children (VAWC) Cases (RA9262) that are necessary in the current conditions that discriminate them and threaten their safety and well-being.

PMGEN SINAS encouraged all NCRPO women personnel to be agents of change “In the face of a male dominated profession, I am proud that our women in the service serve as contributors to the developments and innovations of NCRPO. Know your worth, know the laws that protect you and be ready to serve and protect the women in our community,” he said.

Strengthening Police Visibility Through Bicycle-Riding Policemen In Manila

PMGEN DEBOLD M SINAS, Regional Director, National Capital Region Police Office, commended the Manila Police District particularly the personnel of the District Mobile Force Battalion (MPD-DMFB) for reviving the NCRPO Bike Patrol as means of strengthening crime prevention measures.

The MPD-DMFB deployed personnel on bike as part of their Crime Prevention Patrol as well as to monitor the strict implementation of the guidelines for Modified Enhanced Community Quarantine (MECQ) and observance of health protocols in their area of responsibility.

Moreover, MPD-DMFB has been practicing Bike Patrol as their means of transportation in patrolling considering the traffic situation in Manila. Bike Patrol is also helpful in pursuing suspects especially in congested areas such as alleys which a typical police car cannot reach.

“As we fulfill our commitment ‘To serve and protect’ by all means we will double our efforts in maintaining the peace and order in our community and we will never allow any lawless elements to take advantage of this trying times.” PMGEN SINAS said.

PMGEN SINAS also stressed that Bike Patrol is also being practiced in other police districts of the NCRPO to beef-up police presence in the community. Likewise, using bike for patrolling is not only to increase the awareness of the public of policemen on the streets but also a means of increasing the physical fitness of our policemen,”he added.


The NCRPO Regional Director, PMGEN DEBOLD M SINAS presided the Dialogue with Doctors on the Strategic Preparedness and Response Plan For COVID-19 in NCR held at the QCPD Hinirang Social Hall, Camp PMGen Tomas B Karingal, Sikatuna Village, Quezon City at about 9:00 AM of August 7, 2020.

The conference was attended by the Regional Command Group; all NCRPO District Directors; Regional Director, Internal Affairs Service; Regional Staff (R1-R9); Chief, Regional Health Service; Chiefs, District Health Unit; Dr. Rolly Cruz of QCESU; Dr. Nimfa Putong and Dr. Rey Salinel, Jr. of San Lazaro Hospital; Dr. Grace Padilla of Santa Ana Hospital; Dr. Sammy Cunanan of Chinese Gen. Hospital; Dr. Maria Teresa Tuliao, City Health Office in Muntinlupa City; and Dr. Alex Dimapilis, Medical Specialist IV.

The conference aims to improve and develop the NCRPO’s strategic preparedness and response plan to fight the COVID-19 pandemic thru close collaboration with COVID-19 specialists/experts.

Among the topics discussed were the NCRPO’s established Quarantine Control Points within Metro Manila; Social Distancing Patrol; Community Quarantine Violators; and NCRPO’s Initiatives and Best Practices in fighting COVID-19.

Subsequently, the Regional Health Service also presented the NCRPO’s Fight against COVID-19. Thereafter, medical specialists recommended some strategies to further curb the spread of the virus in the region such as: no need for thermal scanner at Quarantine Control Points; Removal of disinfectant/decontamination tent due to studies that show it is no longer effective in the elimination of the virus; Improvement of contact tracing by use of Information Technology.

Furthermore, it was also suggested to prioritize the high-risk PNP personnel, vulnerable, and poor people in swab testing and involvement of quarantine violators in community service such as cleaning and planting. Regular vaccination of PNP personnel for pneumococcal vaccine and flu vaccine to boost their immune system was also suggested.

Meanwhile, PNP personnel manning checkpoints and QCPs were reminded to strictly follow the minimum health requirements and protocols like wearing facemasks, face shields, gloves while strictly observing social distancing during inspection. PNP personnel were also suggested to have a daily checklist and health declaration to be monitored by a COVID manager per Police Station.

PMGEN DEBOLD M SINAS, RD NCRPO guaranteed to adopt the recommended strategies and measures from the doctors. “We will strictly enforce and implement the policies and guidelines set by the IATF for all the men and women of NCRPO to include the experts’ recommendations. At the end of the day, the health and welfare of our personnel is our paramount concern because their safety equates the safety of the people we serve,” he added.
