The National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS lauded the successful response of the District Mobile Force Battalion, Manila Police District,  which resulted in the arrest of one Joel Cabasa Umacob alias Joel Limacob y Ondoy, male, 35 years of age, single, and a resident of Brgy. 659, Arroceros Street, Lawton, Ermita, Manila.

According to the initial report, personnel of District Mobile Force Battalion were bike patrolling within their beat at around 10:15 AM of September 14, 2020, when they saw the suspect half naked and not wearing face mask along Mc Arthur Bridge (Southbound) Lawton, Ermita, Manila.

Cautiously, they approached the suspect to inform him of his violation and verify his identity. As the police officers went near the suspect, they saw an improvised handgun tucked in his waist. Seeing the approaching lawmen, the suspect hurriedly ran and jumped over to the other side of the bridge.

Consequently, the police officers chased him. Peeking on the side of the bridge where he jumped, the police officer saw the suspect pointing an improvised firearm at him. Sensing great danger to his life, in full self defense, he drew his service firearm and shot the suspect hitting the latter in his armpit.

Thereafter, the injured suspect was rushed to Gat Andres Memorial Center for immediate medical intervention.

Cases for violation of Sec. 35, (Use and Possession of an Imitation Firearm) under R.A No. 10591 otherwise known as the Comprehensive Firearm and Ammunitions Law, Article 148 of the Revised Penal Code; Assault Upon An Agent of a Person in Authority, Art. 151 of the RPC (Disobedience), Mandatory wearing of face mask under revised ordinance no. 8627 and Half naked under Revised City Ordinance Sec. 819 were filed against the suspect.

Suspect remains to be confined in Gat Andres Memorial Medical Center under the guard of DMFB personnel for medical treatment.

“I commend District Mobile Force Battalion, Manila Police District for their constant conduct of proactive patrolling and their alertness which resulted in the arrest of the suspect armed with improvised handgun. Their immediate response prevented the suspect from causing further harm to the community with the use of his deadly weapon,” PMGEN SINAS said.
